  • Experiences of a small country's short stay in the EU : the case of Austria

    As with any newcomer in the EU, AustriaḊs population had high expectations of the benefits of EU membership. As they did not materialise immediately, peoplebecame more and more disappointed with the ... EU. However, one has to take into account that the costs of EU membership (adjustment to fiercer competition, higher productivity, net-contribution to the EU budget, preparation for EMU) are felt in the short-run, the benefits of deeper integration into Europe (improved welfare and growth) many only be felt in thelong-run. This article describes this process of learning. The expectationsof participation in the Single Market (derived from forecasted integration effects by model simulations) are confronted with the reality of being a member in the EU (participation in the power play of EU institutions; contribution to the EU budget; trade effects; price effects; welfare and growth effects; changes in the economic policy regimes). In the end, one gets a good impression of how a small and wealthy country behaves in the European Community.
