  • Maintaining system stability: international cooperation in the foreign aid arena

    The stability of the international system in the post-Cold War and post-hegemonic worlds has been widely debated in both the scholarly and policy-making communities. At the heart of this debate lie ... doubts about whether the United States can and will continue to play the central stabilizing role and whether any, and if so which, state or states will step forward to contribute to de facto cooperative or complementary international system management. Our findings suggest that efforts to maintain internationalsystem stability have not suffered to the extent hegemonic stability theorists would expect because of the role of: 1) economically advanced middle power system supporters; 2) normative and pragmatic ideas about the behaviors appropriate to responsibilities of asset rich states with regard to the asset poor ones in the world; and 3) domestic political factors and perspectives.
