This paper provides a methodology for the comprehensive assessment of residential environment liveability (REL) as a tool for architects, urban planners, and policy makers. Residential environments ...are facing challenges to achieve their liveability due to lack of resources, population growth, and urbanization. Over the past decades, a considerable progress has been made towards the evaluation of the quality of urban development and buildings and it mainly addresses environmental indicators. The main objective of this research is the development of a new methodology for assessing the quality of residential environment design in urban areas and to emphasize the significance of the holistic approach based on Scandinavian experience. The Scandinavian role model for housing issues not only comprises of building design, but also provides a development of high-quality residential environment as a whole to improve social well-being. An innovative deductive methodology serves as a platform for developing a system of criteria and quantitative and qualitative indicators for assessing the quality of residential environment while ensuring healthy, pleasant, and attractive environments for living. The REL method is discussed from many different aspects, while the indicators refer to various elements of physical urban form in residential environment. The results of the research show that the criteria system to assess residential environment quality, which focuses on liveability, is of general application.

U članku se analiziraju stambena naselja RE u Sloveniji s obzirom na njihovu kvalitetu i integritet koje su se mijenjale ovisno o socio-ekonomskim okolnostima: najprije u kontekstu socijalističkog ...društvenog poretka u vrijeme Jugoslavije (1945.-1990.), a zatim nakon stjecanja državne neovisnosti u okolnostima slobodnog tržišta. Rad donosi istraživanje stambenih naselja u Mariboru u različitim vremenskim razdobljima. Rezultati ukazuju na kvalitativne razlike u razdoblju skandinavskog utjecaja, kao i parametre inženjerske ekonomije nakon stambene reforme i tržišne ekonomije nakon stjecanja nezavisnosti.
The paper identifies the quality and integrity of residential environment RE in Slovenia that changed according to socio-economic circumstances when the new socialist society in the Yugoslav era (1945-1990) was formed and was substantially changed in the post-independence era of the liberal market society. The research of RE from different periods was conducted in the city of Maribor. The results indicate differences in quality in the period of the Scandinavian influence, engineering economy parameters after the housing reform, and of the market economy after independency.

The coherence of cycling infrastructure connectivity is an indicator of a public space's attractiveness as a ...basis for the quality of the bicycle traffic operation. We would like to find an optimal balance between the space's form and its image to provide good conditions for cycling as one of the most important forms of sustainable mobility, and consequently a factor facilitating a healthy lifestyle. The new approach brings a completely different view on planning cycling infrastructure, while rather than physical infrastructure characteristics, humans are placed at the forefront of the cycling infrastructure design as the most important measure of its quality. Since the complexity of human beings cannot be controlled with only one science or profession, solving the problem of bicycle traffic is not just a technical problem, but its design and management also lend a multidisciplinary character. From the perspective of different cycling infrastructure users, the study will define integrated multidisciplinary methodology for evaluating the quality of cycling infrastructure, which will equally include the criteria of sensing and perceiving of space. The new approach seeks a system of criteria, which enables the integrated planning of cycling infrastructure in all spatial, organizational, sectoral, and professional levels. All theoretical findings will be tested and demonstrated on the pilot case of the long-distance cycling connection in the area of four Slovenian coastal municipalities, namely Koper, Izola, Piran, and Ankaran.
The paper focuses on the interdependence between the development of demographically endangered settlements and the frequency of mountain accidents in the Triglav National Park in the Slovenian Alps. ...Using statistical data analyses of the Mountain Rescue Association of Slovenia, field surveys and spatial information of the Surveying and Mapping Authority of the Republic of Slovenia, conclusions were reached, which redefined the existing settlement pattern of alpine shelters and mountain pastures, to encourage safe mountaineering and the development of tourism. The upgraded network of Alpine posts is designed as an upgrade of the existing system of providing safety for the visitors to the high mountain regions of the Triglav National Park. At the same time, it offers a new format of tourist services as an opportunity to develop local economies in demographically endangered environments. The dual function (rescue services and tourism) reduces investment and maintenance costs and increases the efficiency in the exploitation of the network of paths and Alpine posts, hence it is feasible also in demographically endangered areas. It is one of the operational tools for stopping further decline in population.
V prispevku je predstavljena soodvisnost med razvojem demografsko ogroženih naselij in pogostnostjo nesreč v gorah v Triglavskem narodnem parku v slovenskih Alpah. S pomočjo analiz statističnih podatkov Gorske reševalne zveze Slovenije, ogledov terena in prostorskih podatkov Geodetske uprave Republike Slovenije so bile izpeljane sintezne ugotovitve, ki ponovno definirajo obstoječi poselitveni vzorec gorskih zavetišč in pastirskih planin z namenom spodbujanja razvoja varnega visokogorskega pohodništva in tudi turizma. Dopolnjena mreža planinskih postojank je zasnovana kot nadgradnja obstoječega sistema zagotavljanja varnosti obiskovalcem visokogorja v TNP. Je hkrati nova oblika turističnih storitev kot priložnost za razvoj lokalnih ekonomij v demografsko ogroženih okoljih. Dvojnost funkcije (reševalna služba in turistična ponudba) znižuje investicijske in vzdrževalne stroške ter povečuje učinkovitost izrabe omrežja poti in postojank, zato je izvedljiva tudi v demografsko ogroženih območjih. Je eno izmed operativnih orodij za ustavitev nadaljnjega upadanja prebivalstva.
After the final decline of functionalism in the 1960s, the debate regarding public spaces returned to theoretical discussions and practical work in the field of urban planning and design. First as a ...reminder of the historical role and form of public space and then as a discussion of public space as a central tool for the development of sustainable cities. Among the most important theorists in this field is Professor Madanipour. The focus of this paper is in the social-spatial aspect of public spaces. Respectively, in analyzing two of the most important works of Madanipour, with a considerable time difference, for understanding whether and how did his viewpoints regarding public spaces change or develop during time. Initially, the two works are analyzed, one from 1996, the other from 2020. Further, these works are critically compared to each other. Madanipour describes the current situation of public spaces with the saying “From a critique to an orthodoxy”. The challenges and dissatisfactions that were raised in the past, and even mentioned by him, have now become commonplace, a reality we are accepting. For public spaces, his point of view is simple, he requires good access to them, to be inclusive and open to all, and to take into account their social-spatial aspect and all areas related to it. One of his main dissatisfactions is that public spaces are being treated as economic generators. At the end it is talked about nowadays public spaces, and possible directions for their development.
Present urbanism is not adapted to contemporary forms of development, therefore it is ineffective. Similar to contemporary development even contemporary urbanism should strive to meet forms of ...dynamically organised systems on the verge of chaos in which development is directed by constant and unpredictable flows. The goals of contemporary urbanism are economic efficiency, social equity and development, which respects resources and human health. Contemporary (deregulated) normative arrangements of spatial management determines development goals and conditions for their implementation, the rest is left over to self-organisation.
Uveljavljeni urbanizem ni prilagojen sodobnim oblikam razvoja, zato je neučinkovit. Podobno kot sodobni razvoj naj tudi sodobni urbanizem teži k oblikam dinamično organiziranih sistemov stanja blizu ...roba kaosa, kjer razvoj usmerja nenehno in nepredvidljivo gibanje. Cilji sodobnega urbanizma so ekonomska učinkovitost, socialna pravičnost in do virov zadržan ter za zdravje ljudi varen razvoj v prostoru. Sodobna (deregulirana) normativna ureditev urejanja prostora določa razvojne cilje in pogoje za njihovo uresničevanje, preostalo prepušča samourejanju.

Rad donosi istraivanje stambenih naselja u Mariboru u razlicitim vremenskim razdobljima. Rezultati ukazuju na kvalitativne razlike u razdoblju skandinavskog utjecaja, kao i parametre inenjerske ekonomije nakon stambene reforme i trine ekonomije nakon stjecanja nezavisnosti.
