CoGeNT employs p-type point-contact (PPC) germanium detectors to search for Weakly Interacting Massive Particles (WIMPs). By virtue of its low energy threshold and ability to reject surface ...backgrounds, this type of device allows an emphasis on low-mass dark matter candidates (wimp mass of about 10 GeV/c2). We report on the characteristics of the PPC detector presently taking data at the Soudan Underground Laboratory, elaborating on aspects of shielding, data acquisition, instrumental stability, data analysis, and background estimation. A detailed background model is used to investigate the low energy excess of events previously reported, and to assess the possibility of temporal modulations in the low-energy event rate. Extensive simulations of all presently known backgrounds do not provide a viable background explanation for the excess of low-energy events in the CoGeNT data, or the previously observed temporal variation in the event rate. Also reported on for the first time is a determination of the surface (slow pulse rise time) event contamination in the data as a function of energy. We conclude that the CoGeNT detector technology is well suited to search for the annual modulation signature expected from dark matter particle interactions in the region of WIMP mass and coupling favored by the DAMA/LIBRA results
We describe the experimental design of C-4, an expansion of the CoGeNT dark matter search to four identical detectors each approximately three times the mass of the p-type point contact germanium ...diode presently taking data at the Soudan Underground Laboratory. Expected reductions of radioactive backgrounds and energy threshold are discussed, including an estimate of the additional sensitivity to low-mass dark matter candidates to be obtained with this search.
Fifteen months of cumulative CoGeNT data are examined for indications of an annual modulation, a predicted signature of Weakly Interacting Massive Particle (WIMP) interactions. Presently available ...data support the presence of a modulated component of unknown origin, with parameters prima facie compatible with a galactic halo composed of light-mass WIMPs. Unoptimized estimators yield a statistical significance for a modulation of ~2.8 sigma, limited by the short exposure.
We report on several features present in the energy spectrum from an ultra low-noise germanium detector operated at 2,100 m.w.e. By implementing a new technique able to reject surface events, a ...number of cosmogenic peaks can be observed for the first time. We discuss several possible causes for an irreducible excess of bulk-like events below 3 keVee, including a dark matter candidate common to the DAMA/LIBRA annual modulation effect, the hint of a signal in CDMS, and phenomenological predictions. Improved constraints are placed on a cosmological origin for the DAMA/LIBRA effect.
A claim for evidence of dark matter interactions in the DAMA experiment has been recently reinforced. We employ a new type of germanium detector to conclusively rule out a standard isothermal ...galactic halo of Weakly Interacting Massive Particles (WIMPs) as the explanation for the annual modulation effect leading to the claim. Bounds are similarly imposed on a suggestion that dark pseudoscalars mightlead to the effect. We describe the sensitivity to light dark matter particles achievable with our device, in particular to Next-to-Minimal Supersymmetric Model candidates.
From Syria to Sudan, governments have informal ties with militias that use violence against opposition groups and civilians. Building on research that suggests these groups offer governments ...logistical benefits in civil wars as well as political benefits in the form of reduced liability for violence, we provide the first systematic global analysis of the scale and patterns of these informal linkages. We find over 200 informal state–militia relationships across the globe, within but also outside of civil wars. We illustrate how informal delegation of violence to these groups can help some governments avoid accountability for violence and repression. Our empirical analysis finds that weak democracies as well as recipients of financial aid from democracies are particularly likely to form informal ties with militias. This relationship is strengthened as the monitoring costs of democratic donors increase. Out-of-sample predictions illustrate the usefulness of our approach that views informal ties to militias as deliberate government strategy to avoid accountability.
In Thailand, India, Libya, and elsewhere, governments arm the populace or call up volunteers in irregular armed groups despite the risks this entails. The widespread presence of these militias, ...outside the context of state failure, challenges the expectation that governments uniformly consolidate the tools of violence. Drawing on the logic of delegation, we resolve this puzzle by arguing that governments have multiple incentives to form armed groups with a recognized link to the state but outside of the regular security forces. Such groups offset coup risks as substitutes for unreliable regular forces. Similar to other public-private collaborations, they also complement the work of regular forces in providing efficiency and information gains. Finally, these groups distance the government from the controversial use of force. These traits suggest that militias are not simply a sign of failed states or a precursor to a national military, but an important component of security portfolios in many contexts. Using cross-national data (1981-2005), we find support for this mix of incentives. From the perspective of delegation, used to analyze organizational design, global accountability, and policy choices, the domestic and international incentives for governments to choose militias raise explicit governance and accountability issues for the international community.

In order to achieve background count rates sufficiently low so as to allow the observation of rare events such as neutrinoless double beta (0νββ) decay, background suppression techniques are ...routinely employed. In this paper we present details of a novel Pulse Shape Analysis algorithm, which allows single-site events such as 0νββ decay to be distinguished from multi-site background events in germanium detectors. The algorithm, which is based on the event-by-event

2 fitting of experimental signals to a basis data set of unique single-site pulse shapes, has been developed through simulation studies and tested experimentally using a Broad Energy Germanium detector. It is found experimentally that the technique is able to successfully identify and reject 99% of multi-site events in the single escape peak associated with the gamma decay of
208Tl, whilst maintaining a survival probability of 98% for neutrinoless double-beta-decay-like double escape peak events.
