Understanding the genetics of a population is a critical component of developing conservation strategies. We used archived tissue samples from golden eagles (Aquila chrysaetos canadensis) in three ...geographic regions of western North America to conduct a preliminary study of the genetics of the North American subspecies, and to provide data for United States Fish and Wildlife Service (USFWS) decision-making for golden eagle management. We used a combination of mitochondrial DNA (mtDNA) D-loop sequences and 16 nuclear DNA (nDNA) microsatellite loci to investigate the extent of gene flow among our sampling areas in Idaho, California and Alaska and to determine if we could distinguish birds from the different geographic regions based on their genetic profiles. Our results indicate high genetic diversity, low genetic structure and high connectivity. Nuclear DNA Fst values between Idaho and California were low but significantly different from zero (0.026). Bayesian clustering methods indicated a single population, and we were unable to distinguish summer breeding residents from different regions. Results of the mtDNA AMOVA showed that most of the haplotype variation (97%) was within the geographic populations while 3% variation was partitioned among them. One haplotype was common to all three areas. One region-specific haplotype was detected in California and one in Idaho, but additional sampling is required to determine if these haplotypes are unique to those geographic areas or a sampling artifact. We discuss potential sources of the high gene flow for this species including natal and breeding dispersal, floaters, and changes in migratory behavior as a result of environmental factors such as climate change and habitat alteration. Our preliminary findings can help inform the USFWS in development of golden eagle management strategies and provide a basis for additional research into the complex dynamics of the North American subspecies.
Diurnal cliff-nesting raptors were inventoried on the Ungalik River, Alaska, in 1977 and 1979. In 2008 we resurveyed the drainage, replicating the techniques used in 1979. The density of nesting ...raptors during the late nesting season has doubled in the past three decades, from six occupied territories detected in 1977 and four in 1979 to 12 in 2008. A single Peregrine Falcon (Falco peregrinus) was sighted during aerial surveys in 1977, and a pair of Peregrine Falcons was detected during a boat survey in 1979; however, nesting by these birds was not confirmed. In contrast, we detected five occupied Peregrine Falcon territories along the Ungalik River in 2008. Other changes in cliff-nesting raptor occurrence included a decrease in occupied Gyrfalcon (Falco rusticolus) territories from four in 1977 to one in 1979 and two in 2008, a decrease in Rough-legged Hawk (Buteo lagopus) nests from one in 1979 (none in 1977) to none in 2008, and increases in Golden Eagle (Aquila chrysaetos) nests, from two in 1977 and 1979 to five in 2008. Changes in the number of nests of cliff-nesting raptors in this small population may have resulted, in part, from natural variation associated with changes in weather or prey abundance. However, it is likely that the increase in nesting Peregrine Falcons is related to global population recovery. Our data indicate that factors other than available nesting sites limit cliff-nesting raptor numbers along the Ungalik River. Spatial analysis indicated that cliff-nesting raptor nests were most often on hills or cliffs that face away from the coast, which is the source of most storms. En 1977 et en 1979, des rapaces diurnes nichant en falaise ont été répertoriés sur la rivière Ungalik, en Alaska. En 2008, nous avons réalisé de nouveaux relevés dans le bassin hydrographique, en reprenant les techniques employées en 1979. La densité des nids de rapaces en fin de saison de nidification a doublé au cours des trois dernières décennies. En 1977, il y avait six territoires occupés, puis quatre en 1979, et 12 en 2008. The CanREValue Collaboration established the Reassessment & Uptake Working Group to develop a preliminary process to reassess funded cancer drugs in Canada. A simulated exercise was conducted to ...evaluate the proposed reassessment process using a real-world case. We invited 32 attendees including representatives from Health Canada and Health Technology Assessment (HTA) agencies, along with payers, clinicians, academics, and patient representatives. A case was developed using a real-world study on a publicly funded cancer drug. In facilitated group sessions, participants were asked to deliberate upon the evidence presented in the case to issue reassessment recommendations. Several themes were identified through the deliberation discussions. While the generalizability of real-world evidence (RWE) is perceived as a strength, trust in the RWE depends largely on the source of the real-world data. The attendees suggested several improvements to the proposed reassessment process including evidence requirement for reassessment, recommendation categories, and a priori study protocols. This exercise generated important insights on the evidence required for conducting reassessment and considerations for improvements of the proposed reassessment process. Building upon lessons from this exercise, future work would continue to refine the reassessment process as part of the overall CanREValue framework.
Multi-criteria decision analysis (MCDA) is a value assessment tool designed to help support complex decision-making by incorporating multiple factors and perspectives in a transparent, structured ...approach. We developed an MCDA rating tool, consisting of seven criteria evaluating the importance and feasibility of conducting potential real-world evidence (RWE) studies aimed at addressing uncertainties stemming from initial cancer drug funding recommendations. In collaboration with the Canadian Agency for Drugs and Technologies in Health's Provincial Advisory Group, a validation exercise was conducted to further evaluate the application of the rating tool using RWE proposals varying in complexity. Through this exercise, we aimed to gain insight into consensus building and deliberation processes and to identify efficiencies in the application of the rating tool. An experienced facilitator led a multidisciplinary committee, consisting of 11 Canadian experts, through consensus building, deliberation, and prioritization. A total of nine RWE proposals were evaluated and prioritized as low (n = 4), medium (n = 3), or high (n = 2) priority. Through an iterative process, efficiencies and recommendations to improve the rating tool and associated procedures were identified. The refined MCDA rating tool can help decision-makers prioritize important and feasible RWE studies for research and can enable the use of RWE for the life-cycle evaluation of cancer drugs.
The Canadian Real-world Evidence for Value in Cancer Drugs (CanREValue) Collaboration was established to develop a framework for generating and using real-world evidence (RWE) to inform the ...reassessment of cancer drugs following initial health technology assessment (HTA). The Reassessment and Uptake Working Group (RWG) is one of the five established CanREValue Working Groups. The RWG aims to develop considerations for incorporating RWE for HTA reassessment and strategies for using RWE to reassess drug funding decisions. Between February 2018 and December 2019, the RWG attended four teleconferences (with follow-up surveys) and two in-person meetings to discuss recommendations for the development of a reassessment process and potential barriers and facilitators. Modified Delphi methods were used to gather input. A draft report of recommendations (to December 2018) was shared for public consultation (December 2019 to January 2020). Initial considerations for developing a reassessment process were proposed. Specifically, reassessment can be initiated by diverse stakeholders, including decision makers from public drug plans or industry stakeholders. The reassessment process should be modelled after existing deliberation and recommendation frameworks used by HTA agencies. Proposed reassessment outcome categories include maintaining status quo, revisiting funding criteria, renegotiating price, or disinvesting. Overall, these initial considerations will serve as the basis for future advancements by the Collaboration.
We monitored a population of American Kestrels (Falco sparverius) nesting in boxes at the northern extent of the kestrel range (between 66° and 68°N) in the Alaskan Arctic, 2002–2021. There was no ...significant trend in occupancy during the study period but yearly variation in occupancy was high (range = 17–70%). Occupancy rate was positively related to the lowest temperature recorded in May (7–20°C). The mean estimated clutch initiation date was 16 May ± 6 d; we observed a slight but significant trend for later clutch initiation (4 d) during the study period. Kestrel clutch size averaged 4.7 ± 1.0 (range = 1–7), brood size averaged 4.6 ± 0.8, and the mean minimum number of young fledged/successful pair was 4.9 ± 0.4. Clutch and brood sizes remained stable from 2002–2021, with no significant trend. Nest failure was low (16%). We report a late nesting and possible double brooding attempt in 2018, suggesting a possible response to the warming trend (2002–2021) in average temperatures at the end of the normal nesting season.
