In her seven years as Philippine president, Gloria Macapagal-Arroyo has found political legitimacy elusive. She has survived numerous travails by very effectively wielding the substantial powers of ...her office, but exhibits no qualms about further undermining the country's already weak political institutions. Post-Marcos Philippine democracy can boast many strengths, including a vibrant civil society, but it has been battered in recent years by a major electoral scandal, extrajudicial killings, attacks on the press, a recurrence of military adventurism, and on-going patterns of corruption and violence. The Arroyo imbroglio strains the country's longstanding but patronage-infested democratic structures, thus highlighting the necessity of well-considered political reform. A central goal should be the fostering of stronger and more programmatic political parties.
Throughout the world, diverse countries are implementing programs of decentralization as a means of promoting both democratic and developmental objectives. Unfortunately, however, scholarship has yet ...to offer a comprehensive framework within which to assess and reform central‐local relations. This article seeks to overcome the "division of labor" that has long separated analyses of administrative and political structures, and to provide stronger conceptual vocabulary for describing and analyzing the complexities of centralization and decentralization in both administration and politics. After developing two distinct continua of administrative and political centralization/decentralization, the paper then combines them in a single matrix able to highlight the wide range of strategies and outcomes that emerge from the complex interplay of the two spheres. Depending on where a country lies within the matrix, it is argued, strategies of decentralization may do more harm than good. Strategies of devolution are especially problematic in settings with strong local bosses, and should never be attempted without careful analysis of the preexisting character of central‐local ties.

The software alignment of planar tracking detectors using samples of charged particle trajectories may lead to global detector distortions that affect vertex and momentum resolution. We present an ...alignment procedure that constrains such distortions by making use of samples of decay vertices reconstructed from two or more trajectories and putting constraints on their invariant mass. We illustrate the method by using a sample of invariant-mass constrained vertices from D0→K−π+ decays to remove a curvature bias in the LHCb spectrometer.

By any metric, COVID-19 has disrupted Southeast Asia immensely, affecting even those countries that have fared comparatively well. Master narratives of the course of the pandemic across the region ...have been inescapable: which countries sprang into action and which lost time in denial or dithering; which implemented testing and contact-tracing and which remain short on tests and strategies even now; where the death toll and economic costs have been devastating and where they have not been quite so terrible. The latest plot-lines in these unfolding dramas address when and from where vaccines are being secured, how effective authorities are in distributing them to their respective populations, and how they are preparing for and responding to new waves of infection.
When the united states embarked on a campaign of overseas colonial conquest a century ago, it was for some Americans an unquestionably righteous venture in political tutelage. “God has made the ...English-speaking and Teutonic peoples adept in government that we may administer government among savage and senile peoples,” proclaimed Indiana Senator Albert J. Beveridge. “And of all our race He has marked the American people as His chosen nation to finally lead in the regeneration of the world” (Snyder 1962). The largest and most important U.S. colony was of course the Philippines, where a campaign of military conquest began in 1898 and continued into the early years of the new century.
A first alignment of the LHCb Vertex Locator has been obtained from beam induced tracks at the LHC. A 450
GeV/
c protons were collided on a beam absorber during the LHC synchronisation tests of the ...anti-clockwise beam in August and September 2008. The resulting particle tracks have been reconstructed by the Vertex Locator. This was the first full reconstruction of tracks induced by the LHC beam. The quality of the data obtained is discussed. A total of 2200 tracks were reconstructed from the full data sample, and a first spatial alignment was obtained. The detector is aligned to an accuracy of
5
μ
m
in the sensor plane. The results confirm that all detector modules have not been displaced from their surveyed positions by more than
10
μ
m
.
