Depuis plusieurs années, les organisations publiques (OP) ont connu de nombreux changements, non seulement dans leurs structures de gouvernance et leurs approches managériales, mais également dans la ...gestion de leurs infrastructures technologiques et applicatives. Selon plusieurs chercheurs, ces infrastructures jouent un rôle central dans les OP, comme le montrent les importantes ressources financières investies chaque année dans des projets informatiques. Cependant, les constantes et rapides évolutions technologiques engendrent d’importants défis pour les OP qui doivent investir l’argent des contribuables de manière responsable et efficace. L’objectif du projet de recherche est d’identifier et de documenter les enjeux auxquels sont confrontés les OP en termes de gestion des infrastructures technologiques et applicatives ainsi que les pratiques déployées pour surmonter ces enjeux et optimiser la gestion de ces infrastructures. Plus précisément, le projet focalise sur les pratiques déployées afin de prolonger la durabilité de ces infrastructures ainsi que les moyens utilisés pour faire face aux défis liés à la constante évolution technologique. Plusieurs défis majeurs identifiés (voir tableau 2) semblent plus spécifiques au domaine public québécois et canadien, tel que ceux rattachés au recrutement et à la rétention des employés et à la complexité de l’intégration de l’infrastructure. Dans le domaine privé, les experts, quant à eux, jugent plus importants les défis portant sur la transformation organisationnelle et la structure de gouvernance. Enfin, la flexibilité et l’agilité de l’infrastructure TI sont une préoccupation à la fois pour le domaine public et privé. Recently arsenic contamination and its environmental and human health problems have been raising concerns worldwide. The occurrence of natural high levels of arsenic contamination has generally been ...reported for low altitude environments. Here we report a study conducted to assess the extent of arsenic mobilisation/transportation from previously identified arsenic source areas in a high altitude cirque of the Pyrenees as well as the potential contribution of As by snow. The concentration of arsenic in sediments of several tributaries was enriched up to about ten folds due to mobilisation of arsenic from the source areas within the catchment. The highest arsenic enrichments were found in an area dominated by quartzite and slate formation in the southern side of the basin, and it generally diminished towards the major lake downstream, possible due to mixing with sediments from non-source areas. At these sites arsenic exceeded the hazard quotient (HQ) limits for the protection of aquatic life. The potential hazard of the As-enriched sediments may be further enhanced outside the catchment as samples collected downstream the cirque have also shown arsenic concentration exceeding HQ unity. The arsenic concentrations in the water collected at a number of sites exceeded its guide value for the protection of aquatic life. The potential As contribution by snow in the area was low and was largely of lithospheric origin. The PCA analysis showed strong association of arsenic in sediments with the sediment mineralogical composition (Fe2O3, TiO2 and Mn). Arsenic in water was positively correlated with its concentration in the sediments and could potentially increase if the environmental/climate conditions change.
With the deployment of new wireless connected devices like sensors and actuators for metering, automotive, healthcare, tracing etc. the wireless core network has to support a new level of scalability ...for all its functionality, including the mobility management. Being designed for human communication only, the current network architecture ensures seamless mobility in all network locations for all devices being highly redundant for low mobile devices which are rarely and in reduced areas or never moving. This paper introduces a new low mobility management concept based on subscriber device differentiation and differentiated forwarding mechanisms, along with its integration with the current functionality through dynamic management parameters updates. Furthermore, the concept is exemplified on the 3GPP Evolved Packet Core architecture and evaluated as a testbed realization based on the Fraunhofer OpenEPC testbed.
Presents a new framework and its prototype implementation for the distributed simulation of a mixed-signal system where some parts are modeled by differential and algebraic equations (as in SPICE) ...and other parts are modeled by discrete events (as in VHDL or Verilog). The work is built on top of a general-purpose framework of parallel and distributed simulation that combines both conservative and optimistic synchronization methods to extract the maximum concurrency available in such mixed analog and digital systems. We demonstrate that the maximum speedup can be achieved with digital components using optimistic scheduling and with analog components using conservative scheduling. A technique to further increase the parallelism among simultaneous events without sacrificing the simulation accuracy is proposed, by using a coarser time grain for the internal step events of analog solvers. Experimental results demonstrate a 6.2/spl times/ speedup on eight processors for a circuit described in VHDL and SPICE. This paper details our implementation, including how to make the numerical integration used by analog electrical-level event-driven simulation and to synchronize it with digital behavioral and gate-level simulation, analog/digital conversions, and how to resolve the non-convergence arising from straightforward analog and digital simulator integration. This paper also shows that optimistic synchronization for distributed analog simulation is feasible and quite efficient for small-to-medium-size analog blocks.
We present a lattice QCD calculation of the nucleon axial charge, gA, using a variational approach. After a brief outline of how the variational method is applied to the calculation of form factors, ...we present results for gA using this method. We find that ground state dominance is rapid, evident in the early onset of a clear plateau in the correlation function ratio proportional to gA. Through a comparison with results obtained via traditional methods, we show how excited state effects can suppress gA by as much as 8% if sources are not properly tuned.

Une étude anthropologique du paysan roumain au début du XXe siècle, illustrée par l'œuvre de Brancusi, révèle une orthodoxie populaire, syncrétisme religieux où se ...mêlent orthodoxie dogmatique et ritualisme populaire. L'analyse du monument aux morts de la première guerre mondiale de Tirgu-Jiu permet de décoder dans celui-ci deux sortes de messages, selon les deux registres de l'orthodoxie dogmatique et populaire. Cette dernière, structurée sur un modèle érotico-thanatique peut être identifiée ici sous la forme de deux grands rituels : "la noce du mort" et les "aumônes du temps de la vie", utilisables aussi pour une meilleure compréhension de la biographie de Brancusi.
A study of the religious anthropology of the Romanian peasant at the turn of the century, exemplified in Brancusi's work, reveals a religious syncretism, in fact a "popular Orthodoxy", which comes from dogmatic Orthodoxy and popular religious ritualism. An analysis of Brancusi's memorial for the World War I dead from Tirgu-Jiu, Romania, would exhibit two kinds of religious messages, which can be used also for a biographical deciphering of Brancusi : in dogmatic Orthodoxy and in popular Orthodoxy. The latter is structured on an erotico-thanatic model, identifiable here under the form of two major rituals : the "wedding of the dead" and "life-time alms".

How to organize and present search results plays a critical role in the utility of search engines. Due to the unprecedented scale of the Web and diversity of search results, the common strategy of ...ranked lists has become increasingly inadequate, and clustering has been considered as a promising alternative. Clustering divides a long list of disparate search results into a few topic-coherent clusters, allowing the user to quickly locate relevant results by topic navigation. While many clustering algorithms have been proposed that innovate on the automatic clustering procedure, we introduce ClusteringWiki, the first prototype and framework for personalized clustering that allows direct user editing of clustering results. Through a Wiki interface, the user can edit and annotate the membership, structure and labels of clusters for a personalized presentation. In addition, the edits and annotations can be shared among users as a mass collaborative way of improving search result organization and search engine utility.
Les transformations profondes qui ont eu lieu dans la dernière décennie du XXème siècle - l'effondrement du communisme en Europe de l'Est et ses conséquences, la reconfiguration institutionnelle du ...continent européen - poussait la Roumanie ainsi que d'autres pays ayant fait partie du bloc communiste à revoir leurs positions sur la scène internationale, tout en acquérant la possibilité de choisir leur propre voie de développement. L'un des principaux leviers dont disposait la Roumanie pour faire face à ce défi était sa politique étrangère et cette dernière devait être revue et adaptée aux nouvelles réalités internationales. Notre recherche est une analyse sur près de 25 ans de la politique étrangère de la Roumanie afin de déceler la manière dont cette politique étrangère a évolué et de comprendre le comportement international de la Roumanie après l'adhésion à l'Union européenne. Le concept de l’européanisation nous a aidé à établir le sens de l’évolution de la politique étrangère roumaine.
The profound changes occurred in the last decade of the twentieth century - the collapse of communism in Eastern Europe and its consequences, the institutional reconfiguration of the European continent - urged Romania and other former communist countries to review their positions on the international stage, while gaining the opportunity to choose their own path of development. One of the main levers Romania had to respond to this challenge was its foreign policy. But first of all its foreign policy should be reviewed and adapted to new international realities. Our research is an analysis of nearly 25 years of Romanian foreign policy aiming to observe its evolution and to understand the international behavior of Romania after the accession to the European Union. The concept of Europeanization was a useful tool for establishing the direction of the evolution of the Romanian foreign policy.

Let \(K\) be a number field, let \(\phi \in K(t)\) be a rational map of degree at least 2, and let \(\alpha, \beta \in K\). We show that if \(\alpha\) is not in the forward orbit of \(\beta\), then ...there is a positive proportion of primes \({\mathfrak p}\) of \(K\) such that \(\alpha \mod {\mathfrak p}\) is not in the forward orbit of \(\beta \mod {\mathfrak p}\). Moreover, we show that a similar result holds for several maps and several points. We also present heuristic and numerical evidence that a higher dimensional analog of this result is unlikely to be true if we replace \(\alpha\) by a hypersurface, such as the ramification locus of a morphism \(\phi : {\mathbb P}^{n} \to {\mathbb P}^{n}\).
The paper deals with the application of two Iterative Learning Control (ILC) structures to the position control of the inverted pendulum system in crane mode. The two control system structures are ...based on serial and parallel ILC in combination with the conventional feedback control system structures with PI controllers. Recommendations to set the parameters of the ILC algorithms are given on the basis of experimental results.
