Photon strength functions describing the average response of the nucleus to an electromagnetic probe are key input information in the theoretical modelling of nuclear reactions. Consequently they ...are important for a wide range of fields such as nuclear structure, nuclear astrophysics, medical isotope production, fission and fusion reactor technologies. They are also sources of information for widely used reaction libraries such as the IAEA Reference Input Parameter Library and evaluated data files such as EGAF. In the past two decades, the amount of reaction gamma-ray data measured to determine photon strength functions has grown rapidly. Different experimental techniques have led to discrepant results and users are faced with the dilemma of which (if any) of the divergent data to adopt. We report on a coordinated effort to compile and assess the existing experimental data on photon strength functions from the giant dipole resonance region to energies below the neutron separation energy. The assessment of the discrepant data at energies around or below the neutron separation energy has been possible only in a few cases where adequate information on the model-dependent analysis and estimation of uncertainties was available. In the giant dipole resonance region, we adopt the recommendations of the new IAEA photonuclear data library. We also present global empirical and semi-microscopic models that describe the photon strength functions in the entire energy region and reproduce reasonably well most of the experimental data. The photoneutron cross sections of 162,163Dy have been measured for the first time in an energy region from the neutron threshold (Sn) up to ≈13MeV. The (γ,n) reaction was induced with ...quasimonochromatic laser Compton-scattered γ rays, produced at the NewSUBARU laboratory. The corresponding γ -ray strength functions (γ SF) have been calculated from the photoneutron cross sections. The data are compared to reanalyzed γSFs of 160–164Dy, which are measured below Sn. The excellent agreement with the photoneutron data at Sn confirms the principle of detailed balance. Thus, a complete γ SF is established covering in total the energy regionof1 Eγ 13MeV.Thesemid-shellwell-deformeddysprosiumisotopesallshowscissorsresonances with very similar structures. We find that our data predict the same integrated scissors strength as (γ,γ′) data when integrated over the same energy range, which shows that the scissors mode very likely is consistent with the generalized Brink hypothesis. Finally, using the γSFs as input in the reaction code TALYS, we have deduced radiative neutron-capture cross sections and compared them to direct measurements. We find a very good agreement within the uncertainties, which gives further support to the experimentally determined γ SFs.

The perspectives for photonuclear experiments at the new Extreme Light Infrastructure - Nuclear Physics (ELI-NP) facility are discussed in view of the need to accumulate novel and more precise ...nuclear data. The parameters of the ELI-NP gamma beam system are presented. The emerging experimental program, which will be realized at ELI-NP, is presented. Examples of day-one experiments with the nuclear resonance fluorescence technique, photonuclear reaction measurements, photofission experiments and studies of nuclear collective excitation modes and competition between various decay channels are discussed. The advantages which ELI-NP provides for all these experiments compared to the existing facilities are discussed.
Extreme Light Infrastructure - Nuclear Physics facility will come online in Bucharest-Magurele, Romania, in 2018 and will deliver high intensity laser and brilliant gamma beams. We present the ...physics cases and instruments proposed at ELI-NP to measure capture reactions by means of the inverse photodisintegration reaction. We propose to study the 16O(γ, α)12C reaction using a Time Projection Chamber detector with electronic readout. Several other reactions, such as 24Mg(γ, α)20Ne and reactions on heavy nuclei relevant in the p-process, are central to stellar evolution and will be investigated with a proposed Silicon Strip Detector array and a 4π neutron detector. The status of the experimental facilities and first-day experiments will be presented in detail.
Half-lives of the low-lying yrast states of 212Po have been measured using the delayed coincidence fast-timing method. We report on the first measurement of the 41+ half-life, as well as a new ...measurement of the 61+ half-life with improved accuracy compared to previous studies. The extracted lifetime of the 41+ and 61+ state have been determined to be 100(14) ps and 1.66(28) ns respectively. With these measurements, precise values are now available for the reduced transition strengths B(E2) of all ground state band levels in 212Po up to the first 8+ state, in particular B(E2; 41+→21+) = 9.4(13) W.u. and B(E2;61+→41+) = 8.7(15) W.u. Comparison of the new available data with an α-clustering model calculation provides evidence that the inclusion of the α-cluster degree of freedom significantly improves agreement with experimental data compared to earlier shell model calculations.
The neutron-rich nuclei 94,96Kr were studied via projectile Coulomb excitation at the REX-ISOLDE facility at CERN. Level energies of the first excited 2(+) states and their absolute E2 transition ...strengths to the ground state are determined and discussed in the context of the E(2(1)(+)) and B(E2;2(1)(+)→0(1)(+)) systematics of the krypton chain. Contrary to previously published results no sudden onset of deformation is observed. This experimental result is supported by a new proton-neutron interacting boson model calculation based on the constrained Hartree-Fock-Bogoliubov approach using the microscopic Gogny-D1M energy density functional.

For this purpose, a silicon strip detector array (named ELISSA) will be realized in acommon effort by ELI-NP and Laboratori Nazionali del Sud (INFN-LNS), in order to measure excitation functions and angular distributions over a wide energy and angular range. A prototype of ELISSA was built and tested at INFN-LNS in Catania (Italy) with the support of ELI-NP. In this occasion, we have carried out experiments with alpha sources and with a 11 MeV
7
Li beam that show up a very good energy resolution (better than 1%) and very good position resolution, of the order of 1 mm. Moreover, a threshold of 150 keV can be easily achieved with no cooling.
