Se ofrece una revisión del municipalismo democrático en España. Se construye un doble contexto: sociopolítico, el proceso de cambio de época, y urbano, la nueva era de las metrópolis. Se perfila ...tanto el escenario social emergente, con las dinámicas de movilización urbana, como el escenario institucional que irrumpe tras las elecciones municipales de 2015, con las ciudades del cambio. Esto conduce a la propuesta del municipalismo del bien común como articulación de políticas públicas y disidencias urbanas por el derecho a la ciudad, que se ilustra por medio de dos casos: el Acuerdo Ciudadano por una Barcelona Inclusiva, como proceso de coproducción de políticas, y la Obra Social de la Plataforma d'Afectades per la Hipoteca i el Capitalisme de Manresa, Bages, como lógica de coproducción de comunes de vivienda.
El presente artículo pretende abordar el tema de la exclusión social. Para ello, se estructura en tres grandes bloques. En el primero, el bloque conceptual, se discuten el potencial y los límites del ...concepto de exclusión social y el conjunto de factores que operan como motores generadores de procesos de exclusión. En el segundo, el bloque de vocación más descriptiva, se exponen algunos datos sobre el alcance y los perfiles que toman hoy de forma predominante los procesos de exclusión. En el tercero, el bloque de las políticas, se muestra el abanico de respuestas institucionales a escala europea y española. Se aprecia aquí el sesgo de las políticas hacia el frente de la pobreza, y las dificultades para articular verdaderas estrategias públicas para la inclusión social. El artículo se completa con algunos elementos de propuesta, y unas reflexiones finales de síntesis y conclusión.
Las consecuencias de las agitaciones económicas más recientes en España se manifiestan de forma mas abierta en las ciudades, lo que obliga a una nueva valoración de la planificación municipal en lo ...que se refiere a las políticas económicas. Mientras que las iniciativas económicas locales podrían ser útiles en detectar las causas de la crisis actual, la mayoría de los ayuntamientos no son competentes para evaluar y realizar programas económicos; carecen de las herramientas para promover actividades económicas locales, renovar la red local de producción, e influenciar el nivel de empleo local. Se apuesta por la creación de mas de los llamados Consejos Económicos y Sociales locales, similares a los que operan en Badalona, Terrassa, y Rubi. Tales organizaciones proporcionan un mecanismo positivo, estable, y formal para la toma decisiones económicas muncipales, implicando agentes socioeconómicos locales. El autor aborda aquí el muy importante tema del bienestar social. Ofrece una panorámica de la política social de la UE, a finales del siglo XX, desde tres perspectivas. En un primer tiempo, estudia ...las políticas sociales de la UE en un triple contexto de globalización y unión monetaria, déficit político-democrático y heterogeneidad persistente en los regímenes nacionales de bienestar. Luego, traza las pautas históricas de la política social –desde el Tratado de Roma hasta la actualidad–, centrándose en las fases posteriores al Tratado de Maastricht. Finalmente, presenta la estructura de la agenda social europea y profundiza en sus principales ámbitos de actuación. /// In this article the author discusses the important topic of social welfare. In liberal-hue democracies, during the last two decades, a progressive, gradual transition has developed -- unresolved in many items -- toward alternate models of social conflict regulation, driven ...by a growing skepticism about traditional ways of government. This article reflects on such a transition between traditional & emerging ways of government & social regulation, starting from a double theoretical & normative assumption, which shall be specific from the beginning. The article is organized around three axes. First, the crisis of the traditional government model & its progressive theoretical review is considered, which results in certain scholarly consensus around the conception of governance or relational government. The second axis of this work is to think about the participative dimension of the new government model. The third part is made up by reflections on the proximity dimension -- strengthening local spaces of government & the articulation of multilevel networks with strong components of municipal leadership. 3 Tables, 3 Graphs, 52 References. This article develops a policy-oriented, explanatory, meso-analysis of the configurative aspects of the social dimension of the European Union (EU). In the first part (sections 1-2), the central ...elements of the analytical framework are set out. Social policy is conceptualized in terms of its substantive boundaries and normative foundations. Then, the distinct structures, contents and policy types of the welfare systems - at national and EU levels - are outlined against the background of their respective contextual determinant factors. In the second part (sections 3-5) the analytical framework is further developed. First, the article assesses the impact of cross-national welfare heterogeneity upon the levels and nature of European social policy integration (the territorial cleavage). Second, the content of the EU welfare system (the substantive cleavage) is analysed on the basis of the degree of translation of a limited set of partly conflicting goals into actual policy initiatives. Finally, the extent to which an intergovernmental logic prevails over a neo-federal state-building perspective, within the social decision framework of the EU, is considered as the key variable which helps to explain both the external boundaries of the social dimension (its policy structure) and its internal balance of policy types and instruments.
Este artículo tiene por objeto reflexionar en torno a las políticas sociales elaboradas por la Unión Europea. A tal efecto se estructurará en tres bloques argumentales. En primer lugar se trazarán ...las pautas históricas: desde el Tratado de Roma hasta hoy, con especial hincapié en las fases posteriores a Maastricht. En segundo lugar, se discutirá el carácter cualitativo de la europeización social desde la perspectiva de las nuevas formas de governance. En tercer lugar, se perfilará la estructura de políticas de la agenda social europea, y se profundizará en los principales ámbitos de actuación. El artículo se cierra con conclusiones que aportan elementos interpretativos y de síntesis. /// The aim of this article is to reflect on the social policies drawn up by the European Union. To this end, it is divided into three main sections. The first sketches the political background: from the Treaty of Rome until the present, with special emphasis on the phases after Maastricht. The second discusses the qualitative nature of social Europeanization from the European social agenda, and explores the main spheres where it is implemented. The article ends with interpretative conclusions and a summary.
