Despite some well-known benefits of continuous emissions monitors (CEM), there is no regulatory driver in the US for mercury CEMs for incinerators or other stationary combustion systems. Although it ...recognizes the benefits of CEMs, the US Environmental Protection Agency's Office of Solid Waste cannot mandate the use of mercury CEMs because the performance of commercially available systems has not been validated in US tests. Commercial CEMs are used extensively in Europe and Asia. However, in spite of a long and expensive performance test conducted in 1997, mercury CEMs are not validated for nor used in US hazardous waste incinerators.
