The Development Agencies were established in 2006 in Türkiye to support regional development, with the budget transferred from the central government. The Development Agencies collaborate with public ...administrators, local governments, provincial administrations, universities, non-governmental organizations, and the private sector to adopt an effective governance model. The work of agencies in exceptional situations is also distinctive compared to other actors. It is crucial to evaluate the efforts of the Development Agencies in mitigating the social and economic impacts of the COVID-19 pandemic and draw conclusions about their effectiveness in the region. The impact of a pandemic outbreak on the Development Agencies has not yet been researched. This study aims to evaluate the work of the Serhat Development Agency and the effect of this new process on the local development of the region during the pandemic period, which continues its activities in the provinces of Agrı, Ardahan, Kars and Iğdır covering the TRA2 region of Türkiye. The study was conducted using the qualitative method. In-depth interviews were utilized during the field research in the agency between 19–29 October 2021 and 18–22 Jan uary 2023. The results obtained show that the pandemic process has reduced the interaction of the agency with its stakeholders and new projects have not been supported, which had a negative impact on the development of the region. Agriculture continued without any interr uption during the pandemic. Negative effects were seen in the tourism, food, and service sectors, but no additional efforts were made to remedy them.
Kinematic distributions from an inclusive sample of 1.41×106 charged-current νμ interactions on iron, obtained using the MINOS near detector exposed to a wide-band beam with peak flux at 3 GeV, are ...compared to a conventional treatment of neutrino scattering within a Fermi gas nucleus. Results are also used to guide the selection of a subsample enriched in quasielastic νμFe interactions, containing an estimated 123,000 quasielastic events of incident energies 1 < Eν < 8 GeV, with < Eν > = 2.79 GeV. Four additional subsamples representing topological and kinematic sideband regions to quasielastic scattering are also selected for the purpose of evaluating backgrounds. Comparisons using subsample distributions in four-momentum transfer Q2 show the Monte Carlo model to be inadequate at low Q2. Its shortcomings are remedied via inclusion of a Q2-dependent suppression function for baryon resonance production, developed from the data. A chi-square fit of the resulting Monte Carlo simulation to the shape of the Q2 distribution for the quasielastic-enriched sample is carried out with the axial-vector mass MA of the dipole axial-vector form factor of the neutron as a free parameter. Furthermore, the effective MA which best describes the data is 1.23+0.13-0.09(fit)+0.12-0.15(syst) GeV.

The purpose of the current study is to investigate the effect of interactive book reading activities on children's print and phonemic awareness skills. In the current study, the semi-experimental ...pretest-posttest control group design was used. The sampling of the study consists of 34 children attending independent kindergartens in the city of Kars. Of these 34 children, 17 were assigned to the experimental group and 17 were assigned to the control group. To the experimental group students, children's books were read three times a week for eight weeks in total through the interactive books reading method. The control group students; on the other hand, were read books through the traditional book reading method. In the analysis of the collected data, Mann Whitney U Test and for relational measurements, Wilcoxon Signed Ranks Test was used. At the end of the study, it was found that the interactive books reading activities had significant effects of the development of the children's phonemic and print awareness skills.

In this study, we have defined Fibonacci quaternion matrix and investigated its powers. We have also derived some important and useful identities such as Cassini’s identity using this new matrix.
