Parametric thresholding algorithms applied to synthetic aperture radar (SAR) imagery typically require the estimation of two distribution functions, i.e., one representing the target class and one ...its background. They are eventually used for selecting the threshold that allows binarizing the image in an optimal way. In this context, one of the main difficulties in parameterizing these functions originates from the fact that the target class often represents only a small fraction of the image. Under such circumstances, the histogram of the image values is often not obviously bimodal and it becomes difficult, if not impossible, to accurately parameterize distribution functions. Here we introduce a hierarchical split-based approach that searches for tiles of variable size allowing the parameterization of the distributions of two classes. The method is integrated into a flood-mapping algorithm in order to evaluate its capacity for parameterizing distribution functions attributed to floodwater and changes caused by floods. We analyzed a data set acquired during a flood event along the Severn River (U.K.) in 2007. It is composed of moderate (ENVISAT-WS) and high (TerraSAR-X)-resolution SAR images. The obtained classification accuracies as well as the similarity of performance levels to a benchmark obtained with an established method based on the manual selection of tiles indicate the validity of the new method.
This paper presents an automatic algorithm for mapping floods. Its main characteristic is that it can detect not only inundated bare soils, but also floodwater in urban areas. The synthetic aperture ...radar (SAR) observations of the flood that hit the city of Houston (Texas) following the landfall of Hurricane Harvey in 2017 are used to apply and validate the algorithm. The latter consists of a two-step approach that first uses the SAR data to identify buildings and then takes advantage of the Interferometric SAR coherence feature to detect the presence of floodwater in urbanized areas. The preliminary detection of buildings is a pre-requisite for focusing the analysis on the most risk-prone areas. Data provided by the Sentinel-1 mission acquired in both Strip Map and Interferometric Wide Swath modes were used, with a geometric resolution of 5 m and 20 m, respectively. Furthermore, the coherence-based algorithm takes full advantage of the Sentinel-1 mission’s six-day repeat cycle, thereby providing an unprecedented possibility to develop an automatic, high-frequency algorithm for detecting floodwater in urban areas. The results for the Houston case study have been qualitatively evaluated through very-high-resolution optical images acquired almost simultaneously with SAR, crowdsourcing points derived by photointerpretation from Digital Globe and Federal Emergency Management Agency’s (FEMA) inundation model over the area. For the first time the comparison with independent data shows that the proposed approach can map flooded urban areas with high accuracy using SAR data from the Sentinel-1 satellite mission.
Probabilistic flood mapping offers flood managers, decision makers, insurance agencies, and humanitarian relief organizations a useful characterization of uncertainty in flood mapping delineation. ...Probabilistic flood maps are also of high interest for data assimilation into numerical models. The direct assimilation of probabilistic flood maps into hydrodynamic models would be beneficial because it would eliminate the intermediate step of having to extract water levels first. This paper introduces a probabilistic flood mapping procedure based on synthetic aperture radar (SAR) data. Given a SAR image of backscatter values, we construct a total histogram of backscatter values and decompose this histogram into probability distribution functions of backscatter values associated with flooded (open water) and non-flooded pixels, respectively. These distributions are then used to estimate, for each pixel, its probability of being flooded. The new approach improves on binary SAR-based flood mapping procedures, which do not inform on the uncertainty in the pixel state. The proposed approach is tested using four SAR images from two floodplains, i.e., the Severn River (U.K.) and the Red River (U.S.). In all four test cases, reliability diagrams, with error values ranging from 0.04 to 0.23, indicate a good agreement between the SAR-derived probabilistic flood map and an independently available validation map, which is obtained from aerial photography.
Very high resolution synthetic aperture radar (SAR) sensors represent an alternative to aerial photography for delineating floods in built-up environments where flood risk is highest. However, even ...with currently available SAR image resolutions of 3 m and higher, signal returns from man-made structures hamper the accurate mapping of flooded areas. Enhanced image processing algorithms and a better exploitation of image archives are required to facilitate the use of microwave remote-sensing data for monitoring flood dynamics in urban areas. In this paper, a hybrid methodology combining backscatter thresholding, region growing, and change detection (CD) is introduced as an approach enabling the automated, objective, and reliable flood extent extraction from very high resolution urban SAR images. The method is based on the calibration of a statistical distribution of "open water" backscatter values from images of floods. Images acquired during dry conditions enable the identification of areas that are not "visible" to the sensor (i.e., regions affected by "shadow") and that systematically behave as specular reflectors (e.g., smooth tarmac, permanent water bodies). CD with respect to a reference image thereby reduces overdetection of inundated areas. A case study of the July 2007 Severn River flood (UK) observed by airborne photography and the very high resolution SAR sensor on board TerraSAR-X highlights advantages and limitations of the method. Even though the proposed fully automated SAR-based flood-mapping technique overcomes some limitations of previous methods, further technological and methodological improvements are necessary for SAR-based flood detection in urban areas to match the mapping capability of high-quality aerial photography.
The ability to monitor floods with sensors mounted on aircraft and satellites has been known for decades. Early launches of satellites and the availability of aerial photography allowed investigation ...of the potential to support flood monitoring from as far as space. There have been notable studies on integrating data from these instruments with flood modeling since the late 1990s. There is now a consensus among space agencies to strengthen the support that satellites can offer. This trend has stimulated more research in this area, and significant progress has been achieved in recent years in fostering our understanding of the ways in which remote sensing can support or even advance flood modeling. This research goes considerably further than using a wet/dry flood map for model validation as in early studies of this type. Therefore, this paper aims to review recent and current efforts to aid advancing flood inundation modeling from space.
This study introduces a technique for automatically mapping built-up areas using synthetic aperture radar (SAR) backscattering intensity and interferometric multi-temporal coherence generated from ...Sentinel-1 data in the framework of the Copernicus program. The underlying hypothesis is that, in SAR images, built-up areas exhibit very high backscattering values that are coherent in time. Several particular characteristics of the Sentinel-1 satellite mission are put to good use, such as its high revisit time, the availability of dual-polarized data, and its small orbital tube. The newly developed algorithm is based on an adaptive parametric thresholding that first identifies pixels with high backscattering values in both VV and VH polarimetric channels. The interferometric SAR coherence is then used to reduce false alarms. These are caused by land cover classes (other than buildings) that are characterized by high backscattering values that are not coherent in time (e.g., certain types of vegetated areas). The algorithm was tested on Sentinel-1 Interferometric Wide Swath data from five different test sites located in semiarid and arid regions in the Mediterranean region and Northern Africa. The resulting building maps were compared with the Global Urban Footprint (GUF) derived from the TerraSAR-X mission data and, on average, a 92% agreement was obtained.
This research addresses the use of dual-polarimetric descriptors for automatic large-scale ship detection and characterization from synthetic aperture radar (SAR) data. Ship detection is usually ...performed independently on each polarization channel and the detection results are merged subsequently. In this study, we propose to make use of the complex coherence between the two polarization channels of Sentinel-1 and to perform vessel detection in this domain. Therefore, an automatic algorithm, based on the dual-polarization coherence, and applicable to entire large scale SAR scenes in a timely manner, is developed. Automatic identification system (AIS) data are used for an extensive and also large scale cross-comparison with the SAR-based detections. The comparative assessment allows us to evaluate the added-value of the dual-polarization complex coherence, with respect to SAR intensity images in ship detection, as well as the SAR detection performances depending on a vessel’s size. The proposed methodology is justified statistically and tested on Sentinel-1 data acquired over two different and contrasting, in terms of traffic conditions, areas: the English Channel the and Pacific coastline of Mexico. The results indicate a very high SAR detection rate, i.e., >80%, for vessels larger than 60 m and a decrease of detection rate up to 40 % for smaller size vessels. In addition, the analysis highlights many SAR detections without corresponding AIS positions, indicating the complementarity of SAR with respect to cooperative sources for detecting dark vessels.
This paper explores a method to combine the time and space continuity of a large-scale inundation model with discontinuous satellite microwave observations, for high-resolution flood hazard mapping. ...The assumption behind this approach is that hydraulic variables computed from continuous spatially-distributed hydrodynamic modeling and observed as discrete satellite-derived flood extents are correlated in time, so that probabilities can be transferred from the model series to the observations. A prerequisite is, therefore, the existence of a significant correlation between a modeled variable (i.e., flood extent or volume) and the synchronously-observed flood extent. If this is the case, the availability of model simulations over a long time period allows for a robust estimate of non-exceedance probabilities that can be attributed to corresponding synchronously-available satellite observations. The generated flood hazard map has a spatial resolution equal to that of the satellite images, which is higher than that of currently available large scale inundation models. The method was applied on the Severn River (UK), using the outputs of a global inundation model provided by the European Centre for Medium-range Weather Forecasts and a large collection of ENVISAT ASAR imagery. A comparison between the hazard map obtained with the proposed method and with a more traditional numerical modeling approach supports the hypothesis that combining model results and satellite observations could provide advantages for high-resolution flood hazard mapping, provided that a sufficient number of remote sensing images is available and that a time correlation is present between variables derived from a global model and obtained from satellite observations.
Lack of data is one of the main limitations for hydrological modeling. However, it is often used as a justification for over simplifying, poorly performing models. If we want to enhance our ...understanding of hydrological systems, it is important to fully exploit the information contained in the available data, and to learn from model deficiencies. In this paper, we propose a methodology where we systematically update the model structure, progressively incorporating new hypotheses of catchment behavior. We apply this methodology to the Alzette river basin in Luxembourg, showing how stepwise model improvement helps to identify the behavior of this catchment. We show that the most significant improvement of the evolving model structure is associated to the characterization of antecedent wetness. This is improved accounting for interception, which affects vertical storage distribution, and accounting for rainfall spatial heterogeneity, which influences storage variations in the horizontal dimension. Overall, our results suggested that, due to the damping effect of the basin, the description of fast catchment response benefits more from spatially distributed information than that of slow catchment response.

Every year riverine flooding affects millions of people in developing countries, due to the large population exposure in the floodplains and the lack of adequate flood protection measures. Preparedness and monitoring are effective ways to reduce flood risk. State-of-the-art technologies relying on satellite remote sensing as well as numerical hydrological and weather predictions can detect and monitor severe flood events at a global scale. This paper describes the emerging role of the Global Flood Partnership (GFP), a global network of scientists, users, private and public organizations active in global flood risk management. Currently, a number of GFP member institutes regularly share results from their experimental products, developed to predict and monitor where and when flooding is taking place in near real-time. GFP flood products have already been used on several occasions by national environmental agencies and humanitarian organizations to support emergency operations and to reduce the overall socio-economic impacts of disasters. This paper describes a range of global flood products developed by GFP partners, and how these provide complementary information to support and improve current global flood risk management for large scale catastrophes. We also discuss existing challenges and ways forward to turn current experimental products into an integrated flood risk management platform to improve rapid access to flood information and increase resilience to flood events at global scale.
