The research conducted in this article is a substantiation of the method for strategic management of the development of the Ukrainian border security environment. The essence of the method is to ...determine the phases for the current state and the projected period for particular sectors of the state border, depending on their inherent characteristics, further selecting the concept of border security on this basis, establishing the type of barriers and criteria for ensuring border security that are appropriate for use. Further application of the methodology involves conducting a SWOT analysis for particular sectors of the state border, which identifies the strengths and weaknesses of the internal environment, opportunities and threats inherent in the external environment, and the formation of possible strategies for ensuring border security in three variants of organizing activities (in the conditions of day-to-day activities, a complication of the situation and martial law). Based on the results of the analysis and the illustrative example, it can be concluded that the proposed method for strategic management of the development of Ukraine’s border security environment is one of the possible effective mechanisms in the activities of the subjects ensuring Ukraine’s border security.
The strategic management in the State Border Guard Service of Ukraine, which includes management decisions, is always associated with certain risks due to the high level of uncertainty in the ...internal and external environments. This totally applies to the decision-making process in project activities. At the same time, each alternative carries a greater or lesser risk of failure, wasted resources, effort and time. In this connection the article considers methodological issues of project management in the State Border Guard Service of Ukraine; a risk assessment model in the implementation of projects has been proposed and the risk impact on success probability of projects has been determined. The project management methodology depends on their scale, timing, location and conditions of implementation. But at all life cycle stages of any project, there will be problems associated with the presence of risks that will affect the project success negatively. One of the ways to reduce the risk in the project activities of organizations is to involve higher educational institutions, where significant scientific potential is concentrated. The article proposes the methodology for risk assessment of projects which are implemented in the State Border Guard Service of Ukraine together with the departmental educational institution which is based on probabilistic-statistical modelling using expert assessment. Taking into account that the activities of each of the project participants are associated with their own group of risks, the article identifies four main groups of risk factors.
Мета роботи: підвищення якості планування прикордонних операцій за рахунок удосконалення методики роботи органів управління Державної прикордонної служби України, яка забезпечує оцінювання ...прогнозованої результативності та ефективності проведення заходів. Метод: в основу удосконаленої методики роботи органів управління ДПСУ під час планування прикордонних операцій покладено оцінювання їх результативності та ефективності. В основу методики покладено поєднання методики планування, що базуються на аналізі ризиків та оцінюванні спроможностей щодо протидії загрозам. Результати дослідження: удосконалено методику роботи органів управління ДПСУ під час планування прикордонних операцій та надано методичні рекомендації щодо їх планування на ділянках державного кордону, де не ведуться бойові дії. Теоретична цінність дослідження: одержала подальший розвиток методологія дослідження проблем охорони державного кордону. Одержано синергетичний ефект від поєднання застосування методології планування на основі спроможностей щодо протидії загрозам та методики аналізу ризиків для вирішення проблемних питань управління у сфері захисту та охорони державного кордону. Оригінальність/Цінність дослідження: Новизна запропонованого підходу полягає у встановленні зв’язку між рівнем загроз протиправної діяльності та спроможностями ДПСУ щодо виконання завдань протидії загрозам відповідно до законодавчо визначених функцій. Новизною удосконаленої методики є комплекси процедур визначення необхідності їх проведення, оцінювання результативності та ефективності, що забезпечує обґрунтування створення спроможностей Державної прикордонної служби України щодо виконання завдань у сфері захисту та охорони державного кордону шляхом проведення прикордонних операцій. Майбутні дослідження: Обґрунтування оперативної побудови під час підготовки та проведення прикордонних операцій на державному кордоні. Дослідження питань взаємодії в системі інтегрованого управління кордонами під час проведення прикордонних операції. Тип статті: теоретична.

The synthesis and physical properties of four series of novel fluorene push−pull compounds (4−7) of the D−π−A type with intramolecular charge transfer (from 1,3- and 1,2-dithiole and 1,3-selenathiole ...donor (D) moieties) are described. The nature of the heteroatom (S or Se) in the donor fragment has no effect on the maxima of intramolecular absorption bands (λICT), whereas a change of position of the heteroatoms in the dithiole moiety from 1,3 to 1,2 leads to a substantial bathochromic shift in λICT. Solvatochromism, thermochromism, and negative halochromism in these compounds are demonstrated. Cyclic voltammograms of 4−7 exhibit two, separate, single-electron reversible redox waves, the potentials of which (as well as the ICT energies in the molecules) are quantitatively described by σp - constants of the substituents in the fluorene ring. Compounds 4−7 exhibit reversible salt formation in sulfuric acid, and for compound 5g in diluted sulfuric acid an additional absorption in the near-IR region has been observed that we attribute to radical species formation from the equilibrium 5g-H+ + 5g ⇄ 5g • + + 5g-H•.
