Various techniques are being used to search for extra-solar planetary signatures, including accurate measurement of radial velocity and positional (astrometric) displacements, gravitational ...microlensing, and photometric transits. Planned space experiments promise a considerable increase in the detections and statistical knowledge arising especially from transit and astrometric measurements over the years 2005-15, with some hundreds of terrestrial-type planets expected from transit measurements, and many thousands of Jupiter-mass planets expected from astrometric measurements. Beyond 2015, very ambitious space (Darwin/TPF) and ground (OWL) experiments are targeting direct detection of nearby Earth-mass planets in the habitable zone and the measurement of their spectral characteristics. Beyond these, `Life Finder' (aiming to produce confirmatory evidence of the presence of life) and `Earth Imager' (some massive interferometric array providing resolved images of a distant Earth) appear as distant visions. This report, to ESA and ESO, summarises the direction of exo-planet research that can be expected over the next 10 years or so, identifies the roles of the major facilities of the two organisations in the field, and concludes with some recommendations which may assist development of the field. The report has been compiled by the Working Group members and experts over the period June-December 2004.

This document contains two of the three supplements which accompany chapter 1 of "Mountain-Plains Handbook: The Design and Operation of a Residential, Family Oriented Career Education Model" (CE 014 ...630). The first supplement contained in this document includes the following materials: articles of incorporation and bylaws; statement of program mission; statement of philosophy and approach; discussion of educational philosophy, responsibility, and approach; and a list of job descriptions for the executive office staff. The remaining supplement presents policies and procedures to cover the following concerns: function of the Mountain-Plains Board; finance; students; personnel; procurement; property control; and various miscellaneous items. Whatever the role of transitional inflation propellers, a permanent reduction of the inflationary momentum requires more fundamental changes, including reduction or control of monopolistic, ...oligopolistic, and monopsonistic elements in wage and price determination. An incomes policy is required, among other measures, to contain the strong wage-price spiral. The measures discussed to overcome the slumpflation that the US faces in the 1970s require a major overhaul of institutional arrangements and a rethinking of economic theory. Economic theory needs to be reconstructed to integrate macroeconomics and microeconomics and to relate growth theory to business cycle theory.
We describe a multi-order spectrograph concept suitable for 8m-class telescopes, using the intrinsic spectral resolution of Superconducting Tunneling Junction detectors to sort the spectral orders. ...The spectrograph works at low orders, 1-5 or 1-6, and provides spectral coverage with a resolving power of R~8000 from the atmospheric cutoff at 320 nm to the long wavelength end of the infrared H or K band at 1800 nm or 2400 nm. We calculate that the spectrograph would provide substantial throughput and wavelength coverage, together with high time resolution and sufficient dynamic range. The concept uses currently available technology, or technologies with short development horizons, restricting the spatial sampling to two linear arrays; however an upgrade path to provide more spatial sampling is identified. All of the other challenging aspects of the concept - the cryogenics, thermal baffling and magnetic field biasing - are identified as being feasible.
Accuracy in the absolute position in the sky is one of the limiting factors
for pulsar timing, and timing parameters have a direct impact on the
understanding of the physics of Isolated Neutron Stars ...(INS). We report here on
a high-accuracy measurement of the optical position of Geminga (V=25.5), the
only known radio-quiet INS. The procedure combines the Hipparcos and Tycho
catalogues, ground-based astrometric data,and Hubble Space Telescope (HST) Wide
Field Planetary Camera (WFPC2) images, to yield Geminga's absolute position to
within ~40 mas (per coordinate). Such a positional accuracy, unprecedented for
the optical position of a pulsar or an object this faint, is needed to combine
in phase gamma-ray photons collected over more than 20 years, i.e. over 2.5
billions of star' revolutions. Although quite a difficult task, this is the
only way to improve our knowledge of the timing parameters of this radio silent
INS.
