Why did America’s counter-terrorism strategy in Yemen fail to contain al-Qa’ida in the Arabian Peninsula in the years prior to the Yemeni government’s collapse in 2015? Moreover, why did the US ...administration think that its strategy was successful? This article draws from field research in Yemen and a diverse array of other Yemeni sources to argue that the answer lies in the fact that there are two broad, but ultimately irreconcilable, ontologies of what al-Qa’ida in the Arabian Peninsula ‘really is’: one legible, organisationally rational and thus governable; and one not entirely so. I argue that by targeting tangible elements of al-Qa’ida in the Arabian Peninsula (such as its leaders, sources of revenue and bases) in partnership with the Yemeni state security apparatus, the strategy strengthened the group’s less coherent aspects. As a result, Western counter-terrorism practices target a stripped-down, synoptic version of the group while missing, even empowering, the shadowy appendage of state or hegemonic power that animates popular Yemeni discourses. This article is concerned with what al-Qa’ida in the Arabian Peninsula looks like when we prioritise Yemeni observations about how it emerged and is reproduced. I argue that seeing al-Qa’ida as at least partly illegible removes counter-terrorism’s obvious targets, making it more suited to quelling anxieties than actually preventing terrorism.
For all of the doubts raised about the effectiveness of international aid in advancing peace and development, there are few examples of developing countries that are even relatively untouched by it. ...Sarah G. Phillips's When There Was No Aid offers us one such example. Using evidence from Somaliland's experience of peace-building, When There Was No Aid challenges two of the most engrained presumptions about violence and poverty in the global South. First, that intervention by actors in the global North is self-evidently useful in ending them, and second that the quality of a country's governance institutions (whether formal or informal) necessarily determines the level of peace and civil order that the country experiences. Phillips explores how popular discourses about war, peace, and international intervention structure the conditions of possibility to such a degree that even the inability of institutions to provide reliable security can stabilize a prolonged period of peace. She argues that Somaliland's post-conflict peace is grounded less in the constraining power of its institutions than in a powerful discourse about the country's structural, temporal, and physical proximity to war. Through its sensitivity to the ease with which peace gives way to war, Phillips argues, this discourse has indirectly harnessed an apparent propensity to war as a source of order.
SLUG, a member of the SNAIL family of transcriptional repressors, is known to play a diverse number of roles in the cell, and its deregulation has been observed in a variety of cancers including ...breast. Here, we focus on SLUG's role as a master regulator of mammary epithelial cell (MEC) fate and lineage commitment in the normal mammary gland, and discuss how aberrant SLUG expression can influence breast tumor formation, phenotype, and progression. Specifically, we discuss SLUG's involvement in MEC differentiation, stemness, cellular plasticity, and the epithelial to mesenchymal transition (EMT), and highlight the complex connection between these programs during development and disease progression. Undoubtedly, delineating how molecular factors influence lineage identity and cell-state dynamics in the normal mammary gland will contribute to our understanding of breast tumor heterogeneity.
Abstract
This article is concerned with the relationship between the quality of a country's governance institutions and the degree of civil order it experiences. Using evidence from Somaliland, it ...argues that order and peaceful cohabitation can be sustained not only when, but even partly because, governance institutions are incapable of reliably controlling violence. It suggests that Somaliland's postconflict peace is less grounded in the constraining power of its governance institutions than in a powerful discourse about the country's structural, temporal, and physical proximity to war. Through its sensitivity to the ease with which peace gives way to war, this discourse indirectly harnesses an apparent propensity to disorder as a source of order. This case challenges the “common sense” causal relationship between institutions and order. If either the strength or the weakness of institutions can offer foundations for order, then neither quality can be assigned as its cause without also being its effect. This has important implications beyond Somaliland by suggesting that, if weak institutions can support order under certain discursive conditions, then discourse—which is inherently fluid—also mediates the relationship between robust institutions and order. This makes them more susceptible to rapid change than usually imagined.
This article explores how counterterrorism knowledge practices affect the groups they study. We argue that these practices typically construct terrorist groups as ontologically stable and ...organizationally rational, which makes them appear familiar to, and so governable by, counterterrorism organizations. We show that by excluding prevalent local knowledge, Western counterterrorism policy discourses assign the power to construct the category of "terrorist" to those without daily lived experience of the "terrorists" in question. This undermines different ways of knowing what sustains these groups, what might eradicate them and, more importantly, what might make their ability to pose a serious threat seem unlikely, or even absurd, to those whose support they purportedly need to survive as terrorists. Using evidence from Yemen, we show that groups labelled as "terrorists" do not fit into the stable categories that counterterrorism organizations require to produce actionable targets. We argue that while imposing such categories helps counterterrorists find targets that reflect their assumptions, it also generates pathways for violent actors to evolve and reproduce.
Although women and men participated in nearly equal numbers in Ukraine's 2013–14 Maidan protests, women were excluded from some of the more dangerous activities and their contributions went largely ...unrecognized. I examine women's modes of participation in and their exclusion from the Maidan and the creative responses of feminists to this exclusion, including creation of so-called Women's Squads. The protests generated important feminist initiatives and discussions about women's roles in Ukraine's past and future, which were partially couched in discourses of nationalism and militarism. Examining debates about women's roles during and after the protests suggests that the Maidan provided Ukraine's feminists with opportunities to articulate divergent yet reconcilable perspectives on women's activism, social change, and national sovereignty. Their creative responses to the challenges of the protests have potentially paved the way for broadening the base of Ukrainian feminism, introducing women's rights principles to segments of the population previously reluctant to embrace feminism.
High blood pressure (BP) continues to be a major, poorly controlled but modifiable risk factor for cardiovascular death. Among key Western lifestyle factors, a diet poor in fiber is associated with ...prevalence of high BP. The impact of lack of prebiotic fiber and the associated mechanisms that lead to higher BP are unknown. Here we show that lack of prebiotic dietary fiber leads to the development of a hypertensinogenic gut microbiota, hypertension and its complications, and demonstrate a role for G-protein coupled-receptors (GPCRs) that sense gut metabolites.
One hundred seventy-nine mice including C57BL/6J, gnotobiotic C57BL/6J, and knockout strains for GPR41, GPR43, GPR109A, and GPR43/109A were included. C57BL/6J mice were implanted with minipumps containing saline or a slow-pressor dose of angiotensin II (0.25 mg·kg
·d
). Mice were fed diets lacking prebiotic fiber with or without addition of gut metabolites called short-chain fatty acids (SCFA) produced during fermentation of prebiotic fiber in the large intestine), or high prebiotic fiber diets. Cardiac histology and function, BP, sodium and potassium excretion, gut microbiome, flow cytometry, catecholamines and methylation-wide changes were determined.
Lack of prebiotic fiber predisposed mice to hypertension in the presence of a mild hypertensive stimulus, with resultant pathological cardiac remodeling. Transfer of a hypertensinogenic microbiota to gnotobiotic mice recapitulated the prebiotic-deprived hypertensive phenotype, including cardiac manifestations. Reintroduction of SCFAs to fiber-depleted mice had protective effects on the development of hypertension, cardiac hypertrophy, and fibrosis. The cardioprotective effect of SCFAs were mediated via the cognate SCFA receptors GPR43/GPR109A, and modulated L-3,4-dihydroxyphenylalanine levels and the abundance of T regulatory cells regulated by DNA methylation.
The detrimental effects of low fiber Westernized diets may underlie hypertension, through deficient SCFA production and GPR43/109A signaling. Maintaining a healthy, SCFA-producing microbiota is important for cardiovascular health.
