Nowadays the Republic of Kazakhstan is a member of many international and regional economic and political organizations such as the United Nations, the World Bank, the International Monetary Fund, ...the Customs Union, the Eurasian Economic Community customs union, the OSCE, the Shanghai Cooperation Organization, and so on. Kazakhstan is a country ready to cooperate and participate in regional integration with neighboring states. Kazakhstan in the region of Central Asia is an initiator and leader of all integration processes, is ready to a constructive dialogue with regional and international political and economic partners. Experience of the development of integration processes in various countries with adequate answers to many important problems, the collective effectuation of sovereignty is the most optimal way of assurance of national interests and real independence in the modern interconnected world. Participation of smaller, less developed and militarily powerful states in regional integration associations furnishes them a guarantee and real chance to counteract a policy of dictate, pressure and violence more effective. Therefore, the prevention of threats to national security is the key priority in security in the region of Central Asia.
Low-carbon steel is the main structural material for the fabrication of bodies of passenger wagons in Russia and abroad. It is determined by the low-cost of semifinished steel products and its good ...weldability in arc and resistance welding. In the period 1960-1970 the cost of semifinished products of low-carbon steel was 3-6 times lower than the cost of semifinished products of aluminium alloys. In the evaluation of the design-technological system of bodies of passenger wagons produced from aluminium alloys, it is necessary to examine the changes in wagon design in the last 50 years. Analysis shows that up to 1990, the main type of structure used outside Russia was the frame structure, i.e. a set of longitudinal and transverse stiffeners to which sheet plating was connected, mainly by resistance or arc welding (manual or mechanised). The labour content of fabrication of the body of the wagon by this method is very high (up to 3000-5000 hours per body) because of the need to produce a large number of stiffeners together with the accurate assembling and preparation for welding. In this work, based on analysis of developments in wagon construction around the world, and the possibilities of Russian plants producing wagons and hollow pressed panels from aluminium alloys, the authors examine the design-technological system of the bodies of passenger wagons and the possibility of producing them from aluminium alloys. To produce complicated thin-walled structures of aluminium alloys, investigations were carried out to develop a complex technology of assembling, machining and welding resulting in high geometrical ...accuracy of the structures, stable and high mechanical properties of welded joints and almost complete absence of defects. Specialised equipment of type UPSF was designed, produced and installed. The equipment makes it possible to carry out in the same working area using a unified program operations such as machining, surface preparation, assembling for welding, welding and straightening. A moving local clamp with rollers was proposed for ensuring stable compression of the welded edges to the backing strip for welded joints of any geometrical form.
A group of authors presents the rationale for local anesthesia selection in patients with concomitant disease based on case history; interaction analysis of drugs with local anesthetic and sedation ...agents; estimation of patient functional status; patient anxiety correction; dental care with hemodynamics monitoring. It was found that adhering to this algorithm promotes the prevention of urgent conditions in outpatient settings.
The paper presents basic principles of local anesthesia selection in patients with concomitant somatic diseases. These principles are history taking; analysis of drugs interaction with local ...anesthetic and sedation agents; determination of the functional status of the patient; patient anxiety correction; dental care with monitoring of hemodynamics parameters. It was found that adhering to this algorithm promotes prevention of urgent conditions in patients in outpatient dentistry.
