Lack of financial resources has become one of the main issues in fulfilling social and physical needs in urban development. The declining levels of public resources make the collaboration between ...public and private investors necessary. When facing the challenges of ageing population, shared investment may contribute to the appropriate development of sheltered housing to meet the goals of spatial planning as well as certain standards at the level of urban design. By ensuring appropriate living conditions for all generations such urban PPP projects may contribute to the fulfilment of the public interest. The paper presents practice of PPP implementation in Ljubljana, Slovenia, where local authority with the collaboration of private partners ensured more than 400 sheltered apartments in the last years. Examples show the extension of the idea from the 70s onwards in finding new models of housing for the aging population. The development of new models can be a good example of strengthening the cooperation between public and private partners in the field of urban development practice.
V članku so predstavljeni metodološki problemi in možne rešitve za izdelavo demografskih analiz in projekcij v izrednih razmerah. Take okoliščine zahtevajo sistematičen pristop, ki se ne omeji samo ...na klasične demografske analize, ampak zahteva širšo presojo. Metodologija je preizkušena pri izdelavi študije Demografija i sistem naselja za potrebe izrade prostornog plana Kantona Sarajevo za period od 2003 do 2023 godine. V prvem delu so predvsem ugotavljali demografske smernice in stanje, v drugem pa opredelili variantne parametre, ki so namenjeni pripravi projekcij prebivalstva za potrebe usmerjanja razvoja. Prav v tem je metodološka novost izdelave projekcij. Projekcije se tesno navezujejo na problematiko razvoja v prostoru in preobrazbe demografske in socialne strukture prebivalstva. Metodologija, ki smo jo uporabili v študiji, se razlikuje od običajnih metod izdelave projekcij prebivalstva. Prav v tem vidimo njihovo praktično uporabnost. Ker so se demografske razmere med vojno bistveno spremenile v vsej BiH, ne moremo delati niti ocene bodočega demografskega razvoja v Kantonu Sarajevo, ne da bi upoštevali politiko uvajanja skladnega razvoja v vsej državi. Torej bi bilo treba narediti podobne analize tudi za druga območja BiH, s čimer bi uporabljene hipoteze za Kanton Sarajevo samo utrdile pomen.
The article presents methodological issues and possible solutions for execution of demographic analyses and projections in contingency circumstances. These demand a systematic approach, which isn’t ...limited to classical demographic analyses, but demands wider assessment. The methodology was tested in a study entitled “Demography and the system of settlements for the spatial plan of the Sarajevo Canton for the period 2003 to 2023”. In the first part evidence of demographic trends and conditions was established, while the second defined variation parameters, which are used for preparation of population projections needed for directing development. This in fact is the methodological novelty in calculating projections. These are closely linked to issues in spatial development and transformations in the demographic and social structure of the population. The applied methodology differs from the most commonly used methods for calculation of population projections. Here we see its practicality. Because of the war demographic conditions changed significantly in the entire Bosnia and Hercegovina, thus also estimates of future demographic development in the Sarajevo canton cannot be conducted without consideration of the policy of balanced development in the country. Therefore similar analyses should also be undertaken in other parts of the country, which would prove the significance of the hypothesis applied to the Sarajevo Canton.
Vključevanje strokovnega znanja v postopek prostorskega načrtovanja prispeva k temu, da so odločitve o prostorskem razvoju sprejete skladno s cilji trajnostnega razvoja. Študije ranljivosti okoljaso ...ena od načrtovalskih strokovnih podlag, katerih vloga je vnaprejšnje opozarjanje pred prekomernimi vplivi razvoja na okolje. Zaradi intenzivnih razvojnih pritiskov je upoštevanje varstvenih ciljev v državah v tranziciji še posebno zahtevno. Bosna in Hercegovina (BiH) je primer države, ki je kljub politično-upravnimtežavam, s katerimi se srečuje, prepoznala pomen strokovnih podlag za prostorsko načrtovanje. V prispevku je prikazana študija ranljivosti za prostorski načrt kantona Sarajevo, ki bo vzorčni model za pripravodrugih prostorskih načrtov v BiH. V nasprotju z najbolj razširjeno predhodno uporabo študije ranljivosti je bila v predstavljenem primeru ta uporabljena naknadno, pri čemer smo s prekrivanjem načrtovalskih kart s kartami ranljivosti ugotavljali skladnost prostorskega načrta z okoljevarstvenimi zahtevami. Kljub temu, daso cilji načrta v skladu s trajnostnim razvojem, pa je na ravni prostorskih opredelitev drugače. Rezultati so namreč pokazali, da v povprečju četrtina predlaganega razvoja posega na območja, kjer je pričakovati velike vplive na katero od sestavin okolja. Za te površinesmo predlagali iskanje alternativnih lokacij oziroma oblikovanje usmeritev za podrobnejše načrte, v katerih je treba določiti strožja merila in pogoje za gradnjo ; The potential of spatial planning to achieve sustainable development can be improved with expert input inthe planning process. Vulnerability study provides knowledge about vulnerability of natural resources to development. Intense economic pressures in transition countries make sustainable spatial developmentespecially challenging. Bosnia and Herzegovina is an example of transition country, which recognized the importance of knowledge support for planning and explicitly requires vulnerability studies as an input in the planning process. The environmental vulnerabilitystudy presented in this contribution was prepared for spatial plan for the Canton Sarajevo and will serve as a model case for other plans. Differently from prevailing ex ante use of vulnerability studies it was applied ex post, whereby the environmental compliance of the plan was assessed by overlaying it with vulnerabilitymaps. The results have shown that although the objectives of the plan follow sustainability principles, its land use designation is much less environmentally oriented. An average of 25% of planned development involves areas, which are very vulnerable from one ormore aspects. We propose to find alternative sites for these areas or to provide very strict regulations and conditions for building in detailed plans.
