The VIKOR method was developed to solve MCDM problems with conflicting and noncommensurable (different units) criteria, assuming that compromising is acceptable for conflict resolution, the decision ...maker wants a solution that is the closest to the ideal, and the alternatives are evaluated according to all established criteria. This method focuses on ranking and selecting from a set of alternatives in the presence of conflicting criteria, and on proposing compromise solution (one or more). The VIKOR method is extended with a stability analysis determining the weight stability intervals and with trade-offs analysis. The extended VIKOR method is compared with three multicriteria decision making methods: TOPSIS, PROMETHEE, and ELECTRE. A numerical example illustrates an application of the VIKOR method, and the results by all four considered methods are compared.

Traditionally, most importance-assessing methods used to demonstrate the importance among criteria by preference weightings are based on the assumptions of additivity and independence. In fact, people have found that using such an additive model is not always feasible because of the dependence and feedback among the criteria to somewhat different degrees. To solve the issue the analytic network process (ANP) method is proposed by Saaty. The general method is easy and useful for solving the above-mentioned problem. However in ANP procedures, using average method (equal cluster-weighted) to obtain the weighted supermatrix seems to be irrational because there are different degrees of influence among the criteria. Therefore, we intended to propose an integrated multiple criteria decision making (MCDM) techniques which combined with the decision making trial and evaluation laboratory (DEMATEL) and a novel cluster-weighted with ANP method in this paper, in which the DEMATEL method is used to visualize the structure of complicated causal relationships between criteria of a system and obtain the influence level of these criteria. And, then adopt these influence level values as the base of normalization supermatrix for calculating ANP weights to obtain the relative importance. Additionally, an empirical study is illustrated to demonstrate that the proposed method is more suitable and reasonable. By the concept of ideal point, some important conclusions drawn from a practical application can be referred by practitioners.
The multiple criteria decision making (MCDM) methods VIKOR and TOPSIS are based on an aggregating function representing “closeness to the ideal”, which originated in the compromise programming ...method. In VIKOR linear normalization and in TOPSIS vector normalization is used to eliminate the units of criterion functions. The VIKOR method of compromise ranking determines a compromise solution, providing a maximum “group utility” for the “majority” and a minimum of an individual regret for the “opponent”. The TOPSIS method determines a solution with the shortest distance to the ideal solution and the greatest distance from the negative-ideal solution, but it does not consider the relative importance of these distances. A comparative analysis of these two methods is illustrated with a numerical example, showing their similarity and some differences.
As companies and organizations have grown to rely on their computer systems and networks, the issue of information security management has become more significant. To maintain their competitiveness, ...enterprises should safeguard their information and try to eliminate the risk of information being compromised or reduce this risk to an acceptable level. This paper proposes an information security risk-control assessment model that could improve information security for these companies and organizations. We propose an MCDM model combining VIKOR, DEMATEL, and ANP to solve the problem of conflicting criteria that show dependence and feedback. In addition, an empirical application of evaluating the risk controls is used to illustrate the proposed method. The results show that our proposed method can be effective in helping IT managers validate the effectiveness of their risk controls.
Few studies have presented a holistic approach to evaluating complex national tourism policies, successfully quantified the dynamics at play, or proposed an improvement model. The corresponding ...purpose of this study is to address this problem, using the method of hybrid MCDM (multiple criteria decision-making) to examine the dependent relationships among various dimensions and criteria of tourism policies and, ultimately, to suggest an optimal improvement plan for Taiwan tourism policy. A decision-making trial and evaluation laboratory (DEMATEL) is employed to construct a network relationship map (NRM), which then is used to illustrate the influential network of the tourism policy improvement model. The DEMATEL-based analytic network process (DANP) and VIKOR are adopted to evaluate the weights and the gaps to the aspired level of implementation. The model is useful in identifying both an influential network and a priority sequence of dimensions/criteria related to tourism policies and, thus, is helpful to tourism policy management.

Under the impact of globalization effects, enterprises tackle the rapid change of market circumstances and find suitable places for production, R&D and marketing, which contribute to the creation of ...clusters of various industries. In this study, we differentiate the decisive factors effecting enterprises in choosing the right places for production, R&D and marketing. We also provide proposed development strategies and operation models for the authorities of science (technology) park to advance the parks’ value. This study compares various industrial clusters using the DEMATEL (Decision Making Trial and Evaluation Laboratory) technique to establish industrial structures. To do this, four aspects are considered: human resources, technology resources, invest environments and market development. These aspects encompass 28 evaluation criteria to determine the establishment attributes of clusters. Two well-known industrial cluster parks, the Neihu technology park and the Hsinchu science park as example, both in Northern Taiwan, are our case studies for this project. The Neihu technology park is the industrial cluster of R&D and marketing. The Hsinchu science park is the industrial cluster of production and manufacture. The DEMATEL technique is used to determine the relationship between the evaluation criteria and establish their value structures. The key performance criteria could be sieved out and shall be further improved. The conclusions shall propose development strategies and operation models for vendors or the authorities of science (technology) parks to advance the parks’ value.
To deal with complex problems, structuring them through graphical representations and analyzing causal influences can aid in illuminating complex issues, systems, or concepts. The DEMATEL method is a ...methodology which can confirm interdependence among variables and aid in the development of a chart to reflect interrelationships between variables, and can be used for researching and solving complicated and intertwined problem groups. The end product of the DEMATEL process is a visual representation—the impact-relations map—by which respondents organize their own actions in the world. In order to obtain a suitable impact-relations map, an appropriate threshold value is needed to obtain adequate information for further analysis and decision-making. In the existing literature, the threshold value has been determined through interviews with respondents or judged by the researcher. In most cases, it is hard and time-consuming to aggregate the respondents and make a consistent decision. In addition, in order to avoid subjective judgments, a theoretical method to select the threshold value is necessary. In this paper, we propose a method based on the entropy approach, the maximum mean de-entropy algorithm, to achieve this purpose. Using a real case to find the interrelationships between the services of a Semiconductor Intellectual Property Mall as an example, we will compare the results obtained from the respondents and from our method, and show that the impact-relations maps from these two methods could be the same.
When consumers purchase products, they will consider the brand first, because it indirectly leads consumers to associate the products with the quality, functions, and the design. Based on the smiling ...curve, it showed enhancing the marketing or R&D will create value-added to the products or brands. Thus, this study intended to use brand marketing to create brand value. However, there are many criteria among the strategies, and they are interrelated. Therefore, this study utilized the MCDM model combining DEMATEL with ANP and VIKOR methods to clarify the interrelated relationships of brand marketing and find the problems or gaps; then, evaluated the situation to reduce the gaps in order to achieve the aspired levels and rank the priorities in brand marketing strategies, we also evaluated the customer’s satisfaction of brand marketing by three electronic manufacturing companies in Taiwan. As the empirical results, value pricing is the most important factor, followed by consumer’s price perception and perceived quality while showed the highest satisfaction of brand marketing was in F2 company. The results of this paper will provide the enterprises with a reference for planning brand marketing.
Biometrics has been developing for decades in diverse industries, such as consumer electronics, internet of things, financial industry, etc. The purpose of this research is to build a decision-making ...model to evaluate and improve the performances of biometrics for administrators to design and make suitable biometric systems. This paper adopts a hybrid multiple criteria decision making (MCDM) model, comprising decision-making trial and evaluation laboratory (DEMATEL), and DEMATEL-based analytic network process (called DANP) to probe into the interrelationship and influential weights among criteria of biometrics. According to DEMATEL technique, the empirical results indicate that criteria of biometrics have self-effect relationships. The dimension of biometrics that administrators of biometrics should enhance first when improving the performances is usability. The criterion of universality with the highest influencing value to systematically affect all other evaluation factors is what administrators of biometrics should comprehensively consider. In the top three criteria for evaluation by DANP, biometric systems with the most influential weight is the criterion that can be improved to have higher recognition rates for increasing the performances of biometrics, followed by biometric conditions and permanence.
