MidAmerica lost its second passenger airline in January when Tulsa, Okla.-based Great Plains Airlines filed for Chapter 11 bankruptcy protection and suspended all scheduled flights. Great Plains had started flying at the airport in October. The first passenger airline the airport had, Pan Am, started MidAmerica flights in August 2000 and left in December 2001.
A federal bankruptcy judge in Tulsa, Okla., has set a hearing for 3 p.m. that day on a motion an airplane leasing company has filed in the Great Plains Chapter 11 bankruptcy case. Wings Aircraft ...Finance Inc. wants the judge to force Great Plains to return three airplanes it is leasing from the company. MidAmerica St. Louis Airport Director Tim Cantwell has said if the judge forces the airplanes to be returned that Great Plains would cease to exist. Juli Niemann, an analyst with R.T. Jones Capital Equities in Clayton, Mo., agreed with Cantwell and said the outcome of the motion is critical. Tulsa-based Great Plains started service at MidAmerica on Oct. 7 with flights to Tulsa, Chicago and Washington, D.C. The airline suspended all scheduled flights effective Jan. 24 after filing for bankruptcy.
Projections made before MidAmerica opened painted a bright picture. A report from the airport master plan in 1989 projected 2.5 million passengers in 2005. It anticipated MidAmerica's role as similar ...to that of Chicago Midway Airport, where more than 10 airlines offer service. A 1996 survey by Plog Research, a California firm hired by St. Clair County to study MidAmerica's potential, estimated 1.13 million people would use the airport by 2000 and 1.16 million by 2005. It listed American Airlines, Delta Air Lines, Southwest Airlines, AirTran Airways, Frontier Airlines and other carriers as likely candidates to offer service at MidAmerica. MidAmerica has succeeded in luring some charter service to the airport. Las Vegas-based Allegiant Air flies quarterly charters into and out of MidAmerica.

The companies claim Great ...Plains' right to use the aircraft ended before its bankruptcy filing, according to court documents. "One of the aircraft is not operational and is in the possession of a repair shop, claiming a mechanic's lien. Continued usage of the other two aircraft by (Great Plains) results in additional wear and tear on the aircraft. (Great Plains) has not paid the maintenance reserves designed to protect Wings from such damage, nor has it paid any post-petition rent." Under the original contract, Great Plains has the option to extend the leases, but Wings contends Great Plains waives that option if there is a default.

A: Tim Cantwell said the county is a secured creditor on the parts, but said the security on the loan for leases is "a little softer." He said the county has a relationship with the company Great Plains is leasing the planes from, who will determine the county's security interest. Bernard Ysursa -- the attorney representing the St. Clair County Public Building Commission, which oversees the airport -- said he has not received a list of secured creditors. Only the list of creditors with the 20 largest unsecured debts is posted on the bankruptcy court's Web site.
Heartland Internet Radio has been broadcasting since Dec. 23. So far, the station has 30-40 listeners at any given time, Gregory Travous said. An informational sheet about the radio station Travous ...provided said "realistic expectations" are to maintain a 100- listener average and increase listener variety. This month, Travous completed paperwork with the U.S. Copyright Office for rights to play copyrighted music. Travous also had to pay a company called Live 365, a network of independent radio stations, $500 up front and $100 a month. For that money, Live 365 pays recording industry unions for Travous' right to play copyrighted music, he said. Travous, an artist and a web page designer, said he hopes to develop relationships with community groups who might want to use the station to spread their message. In addition, Travous said he would like to develop relationships with businesses who might want to use the station to sponsor programming and use the station for promotional or advertising purposes. Travous hopes both community groups and businesses he develops relationships with would help spread the word about his station.
Jan. 24--Congress has approved $625,000 in funding for replacement and upgrading of air traffic control hardware and infrastructure at St. Louis Downtown Airport in Cahokia, but Airport Director Bob ...McDaniel didn't welcome the news. As for the new tower, McDaniel said it is "pretty high" on the Federal Aviation Administration's priority list, but said barring a congressional insert into this year's budget, he doesn't expect the money to show up until 2005. And at least half the money needs to be in place before work can begin, McDaniel said.
