U uvodnom dijelu definira se disciplinska odgovornost te
se objašnjavaju pojam i značenje carinskog službenika. U
središnjem dijelu rada analizira se normativno uređenje
disciplinske odgovornosti ...carinskih službenika u Republici
Hrvatskoj de lege lata i de lege ferenda. Uz pojedine institute
navode se stajališta pravne teorije, sudske odluke, a
navode se i statistički podaci o disciplinskoj odgovornosti
carinskih službenika u Hrvatskoj. Zaključak je da je sustav
disciplinske odgovornosti uređen na jasan i cjelovit način, a
poboljšanja su moguća ako se usvoje prijedlozi oblikovani u
radu temeljem komparativnog zakonodavstva.
The concept of efficiency in the public services is more complex than the concept of efficiency in the private, profit-oriented sector. Consequently, the measurement of efficiency in the public ...services is very complex and implies more effort in the identification of relevant outputs and inputs. One of the segments of the public service system in the Republic of Croatia is the Customs Administration, which is an important regulator of Croatian international trade and freight traffic, and also a significant tax authority. This research is focused on determining the relative efficiency of regional organizational units of the Customs Administration on the basis of its most relevant inputs and outputs. Conclusions were made by the processing of data obtained directly from the Customs Administration by using the method of data envelopment analysis. The results obtained, in the end, indicate the need to establish new and different territorial organizational structure for the Customs Administration.
This chapter focuses on the Customs Service under the Nationalists. It begins with a close analysis of Inspector General Frederick Maze, whose attitude towards the Nationalists was one of upholding ...their claims to be the legitimate government of all of China, but at the same time he was willing to make pragmatic deals with their opponents. It then turns to the rise of smuggling, a subject about which the Service's archives provide rich material. It details how smuggling was organized and how regional governments supported and profited from it, and evaluates the preventive activities of the Service. It also analyzes the role of the Customs Service in a series of wars and conflicts between the Nationalists and local governments as well as the Japanese.

This introductory chapter begins with a background on the Chinese Maritime Customs Service. The Customs Service was an agency of the Chinese state, headed by the Inspector General. It was one of the ...most, if not the most, powerful bureaucracies operating in China between the Taiping Rebellion from 1850 to 1864 and the Communist Revolution of 1949; it was the only one that did so uninterruptedly and across most of China. It facilitated trade and helped give rise to modern cities like Shanghai, where people and commodities from diverse origins were brought together into a new configuration. The chapter then sets out the book's purpose, which is to analyze and narrate the long history of Chinese Maritime Customs Service. An overview of the subsequent chapters is also presented.

This chapter presents reflects on the historical significance of the Customs Service. The history of the Customs Service brings out the enormous importance of finance and banking, especially in the ...history of Republican China. China's hoarding of vast reserves today is in line with the behavior of past dynasties, but it may also be based on the wish never again to be indebted to bankers and Western countries. The chapter further claims that the history of the Service was written largely as a way to bring the international back into China's modern history, while pointing out its mixed nature and its European entanglements. Once we broaden our perspective, its history can also be understood as part of the history of the growth of China's maritime commodity trade.
Značajan broj istraživanja organizacijskih promjena i smanjenja
(downsizing) upozorio je na njihove moguće negativne
implikacije na zaposlene i na organizaciju u cijelosti.
Pritom, organizacijama ...prijeti gubitak kreativnih potencijala
i energije potrebnih za nastavak efikasnog djelovanja,
dok zaposleni reagiraju na moguće šokove i stresove
koji takve promjene prate. Međutim, ponekad su upravo
takve promjene nužne, zbog čega su u ovom istraživanju
prikazane odrednice organizacijskih promjena i smanjenja
u državnoj upravi te su izdvojeni i opisani osnovni pristupi
takvim promjenama. Istražen je primjer smanjenja u hrvatskoj
praksi s aspekta organizacije koja ga provodi i njegov
utjecaj na profesionalnost zaposlenih. Istraživanje pokazuje da je u analiziranom slučaju odabrani pristup downsizingu,
prema kojem se zaposlenima osigurala mogućnost
izbora, bez neposrednog utjecaja poslodavca na njihove
odluke, rezultirao smanjenjem profesionalnosti zaposlenih,
ali i ukazao na neka obilježja njihova ponašanja u uvjetima
neizvjesnosti.
This chapter begins by explaining the emergence of a market for Chinese loans in London. It then analyzes the Qing's failed efforts to issue domestic loan bonds to pay for the indemnity Japan imposed ...after the first Sino-Japanese War of 1894–1895. This increased the Qing's dependence on the Customs Service, as foreign banking consortia refused to issue loans unless they were formally hypothecated on Customs revenue. The Customs Service played a critical role in ending the 1900 Boxer War, preventing a possible partition of China. It designed the Boxer Indemnity as a single state-to-state loan, rather than a private one, from the Qing to all affected countries collectively. It became a foundation for the collective security arrangements that would hold during the first quarter of the twentieth century. The chapter ends by narrating how the Customs Service first adjusted itself to the rise of Young China.

This case study explored what employment value proposition attributes could contribute to the retention of Customs officers who graduated from the New Zealand Customs Service Trainee Induction ...Programme between July 2005 and July 2008. The findings suggest six attributes of remuneration, nature of work, career development, leadership quality, people and organisation as employment value proposition attributes could contribute to the retention of this employee group. In an organisation that has to make considerable investment in recruitment and induction an understanding of the core employment value proposition attributes that could contribute to the retention of Customs officers is a business imperative.
