This study introduces a data-driven approach for assessing the practices and effectiveness of digital diplomacy, using the cases of South Korea and Japan. The study compared the networking power of public diplomacy organizations based on social media use, engagement with the public, interaction patterns among the public, and public perceptions and attitudes toward organizations. This was accomplished through a three-step method employing social network analysis and topic modeling. The network analysis found that the Korean public diplomacy organization generated a larger, more loosely connected, and decentralized comment network than the Japanese organization, which presented a “small-world” connectivity pattern with highly interconnected actors. The findings also suggest that, compared to the Japanese organization, the Korean organization was successful in not only enhancing its soft power through social media but also building international networks among the foreign public.

It ...examines the public media discourse around the presentation and reception of surgical face masks from The People's Republic of China, described as a paid-for gift, during the initial wave of the COVID-19 pandemic in 2020. Using Foucauldian Discourse Analysis of dominant online media in the Czech Republic, the article illustrates the public's understanding of the implicit meanings and commitments associated with a gift. It also explores the enduring sensitivity to economic relationships formed through gift exchange between two modern societies. The interplay of the spirit of the gift, mask diplomacy, pastoral care, and the varying acceptance or resistance to these concepts are central to our analysis. Furthermore, the paper delves into the strategies used by recipients to resist such influences, both internationally and in personal resistance against domestic governance.

Communication about places is typically termed place branding and is generally situated within the marketing discipline. However, in practice, place branding shares many commonalities with public relations. It involves relationships with a wide range of stakeholders, reputation management, and communication campaigns that involve no direct sale of a product. While some have noted the parallels between place branding and public relations, the intersection of these two fields has not been reviewed empirically. This study examines the relationship between public relations and place branding by exploring how scholars in each field have conceptualised and represented the other in their research publications. A systematic review of 378 journal articles, published from 1988 to 2018 in 18 selected journals from both fields, was conducted. This research shows that while there is a significant conceptual crossover between the two fields and they work together in practice, the place branding literature largely treats public relations as a promotional tactic rather than a disciplinary body of knowledge. Conversely, outside of public diplomacy research, public relations has shown little interest in places and place communication, and there is limited research applying public relations theories and concepts to places. This paper adds to current knowledge on the interdisciplinarity of public relations theories and concepts and how public relations is perceived outside its own field and suggests new possibilities for interdisciplinary research on place communication.
What were Russia's objectives in Eastern Ukraine, and why was it seemingly unable to achieve a successful or decisive outcome? In contrast to Russia's seizure of Crimea, the uprising in Eastern ...Ukraine was marked by disorganization and chaos. Using proxy and surrogate actors, along with military exercises and the injection of Russian troops, Russia sought to institutionalize a political entity inside Ukraine to influence its domestic politics. In this article, I analyze the mechanisms by which Russia attempted to implement, and later salvage, its strategy. The article contributes to clearer theoretical and practical understanding of limited force in coercive diplomacy, signaling, and a more rigorous treatment of the role and uses of proxy actors.
