L'émergence de la gestion par projet s'accompagne d'un défi de taille en rapport avec la nature du projet (organisation temporaire) et les apprentissages acquis. La présente étude explore la réalité ...de la gestion du savoir en contexte multiprojet au sein de quatre institutions financières au Canada. Elle présente une démarche en sept jalons permettant d'implanter les mécanismes d'intégration du savoir sur différents plans : technologique, humain et organisationnel.
A formulação de objectivos é uma das técnicas motivacionais mais eficazes na melhoria do desempenho e da produtividade (Bar-Eli et al., 1997). Tem sido por isso incluída em processos de avaliação de ...desempenho como o SIADAP. Caracterizámos os objectivos definidos na Divisão de Serviços de Produção dos SMTUC. Foram sujeitos a análise de conteúdo de onde resultaram 9 eixos: abrangência, dimensões comportamentais, exigência da tarefa, domínios de desempenho, foco, natureza dos objectivos, natureza das tarefas, realização, e responsabilidade. Os resultados mostram a prevalência de objectivos nas categorias contém componente cognitiva, desempenho de tarefa, e responsabilidade individual, seguidas dos objectivos de desempenho, tarefas específicas, actividades regulares, aproximação, resultado, um objectivo contém vários, comunicação e divergente. São discutidas as implicações e os resultados são analisados à luz da teoria. Verificámos que os objectivos definidos nos SMTUC podem ser melhorados, e que se encontram limitados pela legislação.
O presente trabalho pretende analisar os efeitos de um sistema de avaliação do desempenho, o SIADAP, tendo em conta o artigo 52 (SIADAP3) da Lei 66- B/2007. Considerou-se importante examinar o estado ...da arte da avaliação do desempenho, essencialmente, os três componentes que integram este sistema (objectivos, instrumentos e procedimentos), assim como, o seu estado na Administração Pública em Portugal. Averiguou-se os seus efeitos e suas aplicações sobre três dimensões: o desempenho, a identificação das necessidades de formação e desenvolvimento e a motivação. De modo a responder à questão de investigação, recorreu-se à Câmara Municipal de Aveiro para perceber os efeitos reais do SIADAP3.Reflectidos vários factores, concluiu-se que não há um enquadramento directo das necessidades de formação dos trabalhadores nas acções de formação oferecidas. Mas, existe um consenso de que o SIADAP3 permite com maior facilidade a obtenção das informações sobre as necessidades de cada trabalhador. Constatou-se, também que a aplicação do SIADAP3 limita-se aos conteúdos de obrigatoriedade.
Nos dias de hoje, o mercado do Fitness está cada vez mais competitivo, em grande parte devido ao aumento da presença das grandes cadeias de ginásios. Com espaços de manobra cada vez menores, os ...pequenos ginásios têm de ter estratégias mais eficientes e eficazes para se manterem sustentáveis.Recorrendo ao Sistema Balance Scorecard, sistema que teve como base da sua criação conceitos como Avaliação e Definição de Objetivos, Comunicação, Motivação, Relações Humanas e Estratégia de Negócios, este trabalho teve como objetivo verificar se o mesmo poderia ser aplicado a uma pequena empresa, de modo a aferir a sua performance.Para a avaliação desta performance, o método de entrevista foi a principal fonte de dados. As informações recolhidas serviram de base para análises como a de SWOT ou a de Stakeholders que, no final, deram lugar ao Mapa Estratégico e Scorecard Estratégico.No final, foi possível verificar que organização estudada está muito aquém do seu potencial, em grande parte por falta de delineação e avaliação de objetivos. Assim, foi sugerido um possível reajuste estratégico e monitorização do mesmo de modo a que esta organização possa aumentar a sua eficácia e eficiência.
Purpose - The purpose of this paper is to investigate the mechanisms adopted by cities to control the provision of externalized public services and to explore the determinants of such control ...choices.Design methodology approach - The paper presents the results of a multiple case study based on the experiences of three cities and three public services (transport, solid waste collection and home care services for the elderly), where control mechanisms and their possible antecedents were analyzed.Findings - The results show that the control models found in the cases analyzed do not correspond to the "pure" patterns described in the private sector literature and that the factors identified by management control contributions do not seem to be exhaustive in explaining the configuration of control systems in the public sector. While environmental and task characteristics only partially explain the adoption of certain configurations of control, the features of the control systems seem to be rather influenced by variables that are related to party characteristics.Originality value - The paper shows that the combinations of control mechanisms are more multifaceted than those presented in the literature, and that the factors identified in the private sector literature do not seem to explain comprehensively the configuration of control systems in the public sector.
If its academic admirers can avoid the trap of becoming a cult of programmed believers, the New Public Management (NPM) can have three constructive legacies for the field of public administration: ...(1) a stronger emphasis on performance-motivated administration and inclusion in the administrative canon of performance-oriented institutional arrangements, structural forms, and managerial doctrines fitted to particular contexts, in other words, advances in the state of the public management art; (2) an international dialogue on and a stronger comparative dimension to the study of state design and administrative reform; and (3) the integrated use of economic, sociological, social-psychological, and other advanced conceptual models and heuristics in the study of public institutions and management, with the potential to strengthen the field's scholarship and the possibilities for theory-grounded practice. While discussing each of these legacies, this article concentrates on the third and most controversial. The kinds of conceptual thinking that can strengthen the intellectual foundations of the field are illustrated by comparing the logic of management within the framework of competitive markets, a logic which has inspired many of New Public Management's reforms, with the logic of management within the framework of constitutional governance. While substantively different, these two styles of inquiry are surprisingly similar in their interdisciplinary use of theory to create subtle and sophisticated models of structure and strategy, with important implications for the study of bureaucracy and public management.
