V letu 1973 so začeli na zdajšnjem Oddelku za pedagogiko in andragogiko Filozofske fakultete Univerze v Ljubljani (tedaj v imenu še ni bilo andragogike) prvič predavati andragogiko. To so bili tudi ...začetki oblikovanja andragogike kot samostojne znanstvene discipline v Sloveniji. Razvoj izobraževanja odraslih pa se v Sloveniji ni začel šele takrat. Bil je odvisen od organizacij, združenj in institucij, delujočih na področju izobraževanja odraslih, od družbenih razmer in okoliščin, pobud in zgledov, upravnih in političnih struktur ter odločevalcev, strokovnih in drugih srečanj ter posvetov, projektov in akcij, gibanj in usmeritev, koncepcij in stališč zavzetih in dovolj razgledanih posameznikov. Navedeni vplivi so delovali pospeševalno, pa tudi zaviralno, o čemer razpravljamo v pričujočem prispevku.

Michelle L. Stefano is a Folklife Specialist (Research and Programs) at the American Folklife Center of the Library of Congress, Washington, DC. From 2011-2016, Stefano worked for Maryland Traditions, the folklife program of the state of Maryland, of which she was its Co-Director from 2015-2016. From 2012-2016, she led the partnership between Maryland Traditions and the University of Maryland, Baltimore County, where she was Visiting Assistant Professor in American Studies. She co-edited Safeguarding Intangible Cultural Heritage (2012) with Peter Davis and Gerard Corsane.
Peter Davis is Emeritus Professor of Museology in the International Centre for Cultural and Heritage Studies at Newcastle University, UK. He is honorary editor of Archives of Natural History , the journal of the Society for the History of Natural History, and a series editor for Heritage Matters . His research interests include the interactions between nature, culture and concepts of place and space. He has published widely on ecomuseums and intangible cultural heritage.

Aktualni proces pristupanja Hrvatske Organizaciji za ekonomsku suradnju i razvoj (OECD) jedinstvena je prilika za opis djelovanja ove međunarodne organizacije u području zdravstva te pregled ...predviđenih implikacija za hrvatski zdravstveni sustav. Pregled se posebno osvrće na rad OECD-a u području pokazatelja kvalitete, sigurnosti i ishoda zdravstvene zaštite te je zasnovan na znanstvenoj i sivoj literaturi kao i višegodišnjem iskustvu autora u radu s OECD-om. OECD je prepoznat po svojim naporima u prikupljanju i analizi podataka i izvještavanju o zdravstvenoj kvaliteti, sigurnosti i ishodima na globalnoj razini. Rad OECD-a u području zdravstva uključuje komparativnu analiza podataka, procjenu kvalitete zdravstvene skrbi u zemljama članicama, mjerenje ishoda zdravstvene skrbi te analizu učinkovitosti i pravednosti zdravstvenih sustava. Implikacije za hrvatski zdravstveni sustav u svjetlu pristupnog procesa mnogostruke su i odnose se na zdravstveni sustav, ustanove, zdravstvene djelatnike kao i pacijente. U ovom procesu prije, ali i nakon pristupa OECD-u, pridržavajući se međunarodnih standarda, učeći iz najboljih praksi i poboljšavajući podatkovnu kulturu, Hrvatska može raditi na postizanju bolje kvalitete zdravstvene skrbi, poboljšanih zdravstvenih ishoda i učinkovitijeg zdravstvenog sustava. U ovom je procesu važno da se kreatori politike (engl. policy-makers) i dionici u Hrvatskoj pozabave izazovima koji se mogu pojaviti tijekom ovog procesa kako bi se osigurala uspješna tranzicija u članstvo u OECD-u i povezane koristi za zdravstveni sektor.
The responsibility of international organizations attracted special attention in theory and practice of international law after the International Law Commission began its work on the topic in 2002. ...The Commission ended its work in 2011 by adopting the Draft Articles on the Responsibility of International Organization. In this contribution we give an overall review of the Draft articles with special a emphasis on the cases of multiple attribution and responsibility of states for internationally wrongful acts of international organizations. Analyzing the critical remarks raised in regard to the Draft, we concluded that they cannot diminish the successful outcome of the work of the Commission, which is, a coherent and consistent system of rules devoted to the responsibility of international organizations.
Cilj istraživanja: Pandemija koronavirusa ima značajan utjecaj na društvo i zdravstveni sustav. Cilj ovoga rada je usporediti podatke o broju i strukturi dijagnoza i obavljenih pregleda iz područja ...otorinolaringologije i kirurgije glave i vrata na razini primarne (PZZ) i tercijarne zdravstvene zaštite, u razdoblju od godinu dana prije i godinu dana nakon proglašenja pandemije koronavirusa. Bolesnici i metode: Podaci su prikupljani retrospektivno, za razdoblja od 20.3.2019. do 19.3.2020. i od 20.3.2020. do 20.3.2021. Uzorak je prigodan, prikupljen iz jedne ustanove na razini primarne i jedne ustanove na razini tercijarne zdravstvene zaštite. Iz dobivenih podataka isključene su one dijagnoze koje se ne odnose na stanja i bolesti iz otorinolaringologije i kirurgije glave i vrata. Rezultati: Tijekom promatranog razdoblja 20.3.2020.-20.3.2021. došlo je do značajnog pada broja pregleda u objema ustanovama u odnosu na razdoblje 20.3.2019.-19.3.2020. Na razini PZZ bilo je ukupno 533 pregleda, što predstavlja 50,5% pregleda obavljenih u istom razdoblju 2019.godine, dok je na razini specijalističko-konzilijarne zdravstvene zaštite (SKZZ) obavljeno 1672 pregleda, odnosno 56,4% pregleda obavljenih 2019. godine. Do najvećeg pada broja pregleda na razini PZZ došlo je među dijagnozama: zloćudni melanom kože, gripa, akutni bronhitis i bronhiolitis, akutne infekcije gornjeg dišnog sustava i bronhitis, emfizem, astma i druge kronične opstruktivne bolesti. Analizirajući preglede obavljene u SKZZ, najveći pad broja pregleda zabilježen je za dijagnoze: pneumonija, bronhitis, emfizem, astma i druge kronične opstruktivne bolesti, oštećenje sluha, zloćudni melanom kože i ostale bolesti dišnog sustava. Zaključci: Smanjeni broj pregleda i hospitalizacija u odnosu na vrijeme prije početka pandemije kao posljedicu mogu imati povećani broj bolesnika s novim dijagnozama, među kojima i karcinoma otkrivenih u kasnijim stadijima bolesti, što će u konačnici rezultirati kasnijim početkom liječenja i lošijim ishodom bolesti, ali i povećanim opterećenjem zdravstvenog sustava i povećanim troškovima liječenja.
Introduction: The SARS-CoV-2 pandemic has a profound impact on our society and health system.This paper aims to report the impact of the COVID-19 pandemic on patients referred to tertiary health care,as well as primary health care practice settings.Patients and methods: The number of patient referrals to a University Hospital CenterOtorhinolaryngology and Head and Neck Surgery department and a primary care office requiring patientconsultations regarding otorhinolaryngologic conditions between March 20th, 2019 and March 19th, 2020,and March 20th, 2020 and March 20th, 2021, was retrospectively collected. Diagnoses that do not relate toconditions related to otorhinolaryngology and head and neck surgery, or those that were not found in bothhealth care settings, were excluded.Results: A significant reduction in the total number of consultations during the pandemic was observed,at both levels of health care. In primary care, 533 consultations were performed (50.5% of the total numberin 2019), and at the tertiary level, 1672 consultations were performed (56.4% consultations performed in2019). When analyzing the conditions treated in primary care, the most relevant reduction regarded skinmelanoma, influenza, acute bronchitis and bronchiolitis, acute upper respiratory infections, bronchitis,emphysema, asthma, and other chronic obstructive pulmonary diseases. When analyzing the conditionstreated at the ENT department, the most relevant reduction regarded pneumonia, bronchitis, emphysema,asthma, other chronic obstructive pulmonary diseases, hearing impairment, skin melanoma, and otherrespiratory tract diseases.Conclusions: A reduced number of consultations and hospitalizations compared to pre-pandemic timemay result in an increased number of patients with new diagnoses, including cancer detected in later stagesof the disease, which will lead to later treatment and worse disease outcome, and also higher burden oftreatment costs.
U radu se istražuju i analiziraju pokazatelji organizacije subnacionalne razine Hrvatske i Europske unije. Cilj rada je temeljem provedene komparativne analize utvrditi aktualne trendove EU-a u ...organizaciji subnacionalne razine te sukladno rezultatima dati preporuke kao smjernice za institucionalne reforme na nacionalnoj razini. Naglasak u istraživanju i analizi stavljen je na fragmentaciju regionalne razine država članica EU-a u usporedbi s Hrvatskom te trendove u optimizaciji i regionalnoj kompetitivnosti subnacionalne razine na području EU-a. U radu se naglašava i važnost institucija u provođenju aktivnosti na unaprjeđenju i razvoju regionalne i lokalne razine, kao važne osnovice za društveni i ekonomski razvoj svakog nacionalnog sustava. Istraživanje je smješteno unutar teorijskog okvira regionalne ekonomike. Metodološki, temeljem cilja istraživanja najprije su istraženi makro pokazatelji Hrvatske i EU-a u dijelu fragmentacije regionalne razine, nakon čega je izvedena usporedna analiza organizacije Hrvatske i sličnih država EU-a prema kriteriju broja stanovnika, a u zadnjem dijelu dan je naglasak na važnost institucija u upravljanju i ekonomskim politikama rasta i razvoja te kompetitivnosti regionalne i lokalne razine. Koriste se zadnji javno dostupni podaci vezani uz odabrane pokazatelje regionalne ekonomike Hrvatske i EU-a te odgovarajući podaci OECD-a. Usporedbom s državama članicama EU-27 te posebno s odabranim državama koje imaju sličnosti s Hrvatskom (po kriteriju broja stanovnika), rezultati istraživanja ukazuju da je fragmentacija organizacije u Hrvatskoj značajnija nego u usporednim državama. Isto tako, pokazuje se i da je kompetitivnost na razini NUTS 2 regija oko 20% niža od usporedivih regija EU-27, pri čemu je osobito izraženo da je institucionalni okvir jedan od temeljnih problema u izraženom zaostajanju u kompetitivnosti subnacionalne razine Hrvatske. Rezultati istraživanja i izvedene preporuke dovode do zaključnih razmatranja, koja utvrđuju moguće smjernice za institucionalne reforme i odgovarajuće politike regionalne ekonomike Republike Hrvatske, što je ujedno i glavni doprinos ovog rada.
This paper explores and analyzes the indicators of subnational level organization of Croatia and the European Union. Based on the conducted comparative analysis, the aim of the paper is to identify current EU trends in subnational level organization and, in accordance with the results, to make recommendations, or in other words, guidelines for institutional reforms at the national level. The emphasis in both the research and analysis is placed on the fragmentation of the regional level of EU Member States compared to Croatia, but also on trends in the optimization and regional competitiveness of the subnational level in the EU. The paper also emphasizes the importance of institutions, since they are the ones carrying out the activities the aim of which is improvement and development of regional and local level, which is a basis for social and economic development of each national system. The research is based within the theoretical framework of regional economics. Methodologically, first were explored the macro indicators of Croatia and the EU in the regional level segmentation, on the grounds of research objective, after which a comparative analysis of the organization of Croatia and similar EU countries (according to the population criterion) was performed. In the last part of the paper, an emphasis was given on the importance of institutions in management and economic growth and development policies, and regional and local level competitiveness. We have used the latest publicly available data related to selected indicators of regional economics of Croatia and the EU and relevant OECD data. Compared to the EU-27 Member States and especially to selected countries that have similarities with Croatia (by population criterion), the research results indicate that the organization fragmentation in Croatia is more significant than in compared countries. It also shows that competitiveness of NUTS 2 regions is about 20% lower than comparable regions of the EU27, with particular emphasis on the fact that the institutional framework is one of the fundamental problems because subnational level competitiveness of Croatia is running behind. The research results and the recommendations made lead to concluding considerations, which determine potential guidelines for institutional reforms and appropriate policies of regional economics of the Republic of Croatia, which is also the main contribution of this paper.
