Številna mesta po svetu svoja središča upravljajo z uporabo območij izboljšanega poslovanja. Avtorji so v članku analizirali vpliv teh območij na teritorialne blagovne znamke mest. S študijami ...primera so na podlagi matrike teritorialne blagovne znamke v okviru regionalnega razvoja kvalitativno analizirali izbrana območja izboljša nega poslovanja. Njihovi izsledki so potrdili, da imajo ta območja v regionalnem razvoju vlogo vsestranskih teritorialnih blagovnih znamk in vplivajo na strateške razprave ter lokalni, regionalni in mednarodni ugled mesta. Raziskava je pokazala, da območja izboljšanega poslovanja pomembno krepijo blagovno znamko svojih mest, za kar prejemajo podporo na različnih ravneh. Poleg tega je razkrila, da imajo ta območja ključno vlogo v političnih in kulturnih razpravah, ki so del procesov mestnega in regionalnega razvoja.
The celebration of the 50th anniversary of regional policy in Slovenia and the 30th anniversary of the country's independence is an opportunity to assess the efforts made so far in promoting regional ...development as well as to look to the future. In the book, we look at the path taken, describe the system of promoting regional development in the past, and point to the success of regional policy in eliminating interregional disparities. We present the role of regional development agencies and regional spatial planning in regional development and the quality of life in border problem areas from the perspective of the people living there. In the final part, we focus on future development. We point out the role of digitalisation and demographic change and try to shed light on future developments also from a philosophical perspective. Demographic, climate, economic and social changes require new approaches, fresh ideas and, above all, a systematic identification of development guidelines, ideas, development opportunities and factors that, taken together, can lead to a more balanced development of the country in all areas. Harmonious development is everyone's responsibility, but we can only achieve it together.
Tema rada jesu javni projekti u Republici Hrvatskoj u sklopu mehanizma integriranih teritorijalnih ulaganja Europske unije. Istraživanje je obuhvatilo kriterije, sustav ocjenjivanja i odabira ...projekata. Rad ukazuje na važnost teritorijalne kohezije te prikazuje ciljeve i prioritete regionalnog razvoja Republike Hrvatske u kontekstu regionalnih politika Europske unije. Prepoznato je da interdisciplinarno vođenje javnih projekata u etapi pripreme predstavlja temelj za održivi urbani razvoj.
This paper presents the public projects in Croatia in the context of EU integrated territorial investments. The research is focused on the criteria, evaluation system, and selection of the projects. It shows the importance of territorial cohesion and presents the goals and priorities of the regional development in Croatia in the context of the regional EU policies. It has been recognized that interdisciplinary management of public projects in the preparatory phase presents a foundation for sustainable urban development.
The aim of a human resources management model in the function of regional development is to provide effective mediation in the labour market achieved by increasing the quality of service adjusted to ...the clients` needs, along with the development of knowledge, skills and abilities of everyone involved in human resources management. They should also continuously improve partnership relations with all the stakeholders in the labour market. A leading role in the development of the Croatian labour market, particularly when it comes to balancing the total labour supply and demand aimed at increasing employment is played by the Croatian Employment Service (CES). The CES follows the strategic goals of regional development. The Croatian Employment Service has the following strategic goals: - to develop the services provided by the Croatian Employment Service in order to stimulate workforce competition and address the labour market needs. - to develop human potential and administrative capacity of the Croatian Employment Service in creation and provision of new services in the labour market - to achieve a leading role of the Croatian Employment Service in the labour market by stimulating partnership and increasing its impact on adopting and realizing public policies. In the current economic crisis the Croatian Employment Service has reconfirmed its conviction that investment in human resources is the crucial measure aimed at increasing employability through acquiring knowledge and skills in demand on the labour market. The other side of this issue is the need to prevent the loss of skills resulting from long periods of unemployment. It is possible to notice three different approaches in raising and allocating resources for financing regional development, which is explained on the example of one of the economically most developed regional (local) selfgovernment units. In spite of having common development goals, local selfgovernments proceed differently in carrying out these tasks. Funding of public needs through public-private partnership (PPP) is motivated primarily by limited availability of public financing, together with the endeavours to improve the quality and efficiency of public services. Contracting projects by means of PPP should be seen as one of the possibilities if project characteristics allow for such a model, and if clear advantages and benefits can be demonstrated in comparison with traditional procurement methods. Furthermore, we should point out overcoming limitations in funding, involving private sector in the construction of public infrastructure and provision of public services, stimulating innovation in public services, and increasing consumer satisfaction. Public-private partnerships are very complex in terms of design, management and implementation, which indicates that everybody should be very cautious regarding this model, even though it could provide a range of advantages. Taking into account that these are normally long-term projects, there is a possibility that expected benefits are not realized. In view of this, special precautions should be taken when contracting such projects so as to avoid possible deterioration of public services. Within the international monetary system, the International Monetary Fund and the World Bank, together with their affiliates, are indispensable financial institutions that play a crucial role in handling financial problems in the world, particularly in underdeveloped and developing countries. Some major goals of these institutions are establishing economic stability around the world, financing the members that have encountered different economic difficulties, and providing counselling in order to re-establish macroeconomic balance. The cooperation between these two institutions and Croatia takes place mostly through their granting different arrangements (usually stand-by arrangements), loans and donations.The European Union provides some other important sources of financing for the regional development, in particular through credit institutions, funds and non-monetary financial institutions.
Nacionalne vlade in mednarodne ustanove v zadnjih desetletjih iščejo načine, kako bi odpravile razlike med posameznimi regijami in revitalizirale tiste, katerih razvoj zaostaja za drugimi. Zamisli o ...najučinkovitejših načinih za doseganje teh ciljev in njihovi primeri izvirajo iz različnih krajev po svetu, njihov vpliv pa se običajno širi tudi drugam. Zato so procesi, povezani s prenosom politik, izjemno pomembni za regionalni razvoj. Avtor te procese v članku proučuje na primeru japonskega otoka Hokaido, in to v obdobju po drugi svetovni vojni, pri čemer posebno pozornost namenja vlogi treh mednarodnih strategij: modelu, ki ga je razvilo javno ameriško podjetje Tennessee Valley Authority, teoriji polov rasti in teoriji industrijskih grozdov. Z izsledki raziskave opozori na veliko pestrost akterjev, ki sodelujejo pri prenosu politik, analizira procese vključevanja zunanjih zamisli v politiko regionalnega razvoja in pokaže na široko paleto virov, iz katerih se akterji lahko učijo.
Sustainable development in karst areas should be adapted to its specificities and take into account its vulnerability. The assessment of the development potential and management of karst areas is of ...great importance in Slovenia. This book presents the analyses of the impact of landscape features on the land use and sustainable development in a marginal Slovenian karst landscape ‒ Bela krajina. In order to draw attention to the combination of social perspectives with natural conditions for an integrative view of the karst landscapes, three approaches were used: 1. assessment of the degree of human disturbance to the karst landscape, 2. analyses of land use dynamics, and 3. quantitative and qualitative analyses of the sustainable development of Bela krajina. Karst landscape features affect sustainable development of the study region both positively and negatively. According to local stakeholders the positive effects are mainly connected with tourism, and the negative effects are mainly connected with hampered agriculture. The main message is that karst landscape features should not only be seen as limiting factors, but also for their development potential.
U radu su pobliže istraženi teritorijalna kohezija i politika ruralnoga razvoja Europske unije, regionalne razlike u razvijenosti zadrugarstva te njegov prostorno diferenciran utjecaj na ...socijalno-ekonomski razvoj Hrvatske. Rezultati potvrđuju važnost zadrugarstva kao čimbenika teritorijalne kohezije te visok stupanj pozitivne korelacije između zaostajanja u regionalnom odnosno ruralnom razvoju i razvijenosti zadružnoga sektora. Zadrugarstvo najviše utječe na regionalni razvoj u Južnoj Hrvatskoj, tj. Dalmaciji (posebno na socijalni razvoj) i Istočnoj Hrvatskoj (posebno na gospodarski razvoj). Najveći utjecaj na ruralni razvoj zadrugarstvo ima u županijama s najvećim udjelom jedinica lokalne samouprave (upravnih gradova i općina) s indeksom razvijenosti ispod 75 % državnoga prosjeka, prije svega u Vukovarsko-srijemskoj i Osječko-baranjskoj županiji.
Knowing the structure and dynamics of the economy in an area is an important prerequisite for generating a good development strategy. The Shift-share method enables deeper insights into the dynamics ...of structural changes in the local economy and provides the opportunity to make a first assessment of the level of competitiveness of the overall local economy as well as the competitiveness of individual components or activities. An important advantage of this method is that it allows to distinguish the impact of different components on local growth (national component, mix-component and local component). This paper will analyze the long-term structural changes in the economy of Bjelovar-Bilogora County. In particular, the hypothesis on the monostructural characteristics of the County’s economy will be examined and differences in the competitiveness of individual sectors will be pointed out, which is the basis for long-term planning of structural changes through which a higher growth rate and employment can be ensured.
