Sascha Goluboff focuses on a Moscow synagogue, now comprising individuals from radically different cultures and backgrounds, as a nexus from which to explore issues of identity creation and negotiation. Following the rapid rise of this transnational congregation-headed by a Western rabbi and consisting of Jews from Georgia and the mountains of Azerbaijan and Dagestan, along with Bukharan Jews from Central Asia-she evaluates the process that created this diverse gathering and offers an intimate sense of individual interactions in the context of the synagogue's congregation. Challenging earlier research claims that Russian and Jewish identities are mutually exclusive, Goluboff illustrates how post-Soviet Jews use Russian and Jewish ethnic labels and racial categories to describe themselves. Jews at the synagogue were constantly engaged in often contradictory but always culturally meaningful processes of identity formation. Ambivalent about emerging class distinctions, Georgian, Russian, Mountain, and Bukharan Jews evaluated one another based on each group's supposed success or failure in the new market economy. Goluboff argues that post-Soviet Jewry is based on perceived racial, class, and ethnic differences as they emerge within discourses of belonging to the Jewish people and the new Russian nation.

How Putin's autocracy undercut Russia's economy and chances for democracy
During his nearly twenty years at the center of Russian political power, Vladimir Putin has transformed the vast country in ...many ways, not all of them for the better. The near-chaos of the early post-Soviet years has been replaced by an increasingly rigid authoritarianism, resembling a hard-fisted monarchy more than the previous communist dictatorship. Putin's early years in power saw rapid economic growth, averaging nearly 7 percent annually, and the rise of Moscow as a vibrant European-style city. But a slowdown during the second half of Putin's administration, since 2009, has resulted in the stagnation of the economy, especially in the hinterlands, with few signs of a possible turnaround.
What accounted for these changes in Russia? Sergey Aleksashenko, a former top Russian finance official and then private businessman, lays the blame squarely on Putin himself, even more than external factors such as the sharp fall in oil prices or Western sanctions after Russia's annexation of Crimea in 2014.
In his relentless drive to consolidate power in his own hands, Aleksashenko writes, Putin has destroyed the very idea of competition for political power. He has done so by systematically undercutting basic political institutions of the post-Soviet Russian state, including independent power centers such as the parliament, the judiciary, and a free media. In the economic realm, Putin effectively undermined Russia's still-emerging and very fragile system for protecting property rights-the basis of all economic activity. This in turn caused a sharp decline in private investment and thus contributed to the long-term economic slowdown.
One result of Putin's rule was the destruction of the emerging checks and balances system in Russia, and that would be a major problem for Russia if and when it decides to become a "normal" democratic country based on Western values. In describing how all this happened, Aleksashenko's book offers universal lessons in the necessity of checks and balances in any political system-as well as in the importance of vibrant political institutions for economic growth.

This book explains how state institutions affect ethnic mobilization. It focuses on how ethno-nationalist movements emerge on the political arena, develop organizational structures, frame demands, ...and attract followers. It does so in the context of examining the widespread surge of nationalist sentiment that occurred through the Soviet Union and Eastern Europe in the late 1980s and early 1990s. It shows that even during this period of institutional upheaval, pre-existing ethnic institutions affected the tactics of the movement leaders. It challenges the widely held perception that governing elites can kindle latent ethnic grievances virtually at will to maintain power. It argues that nationalist leaders can't always mobilize widespread popular support and that their success in doing so depends on the extent to which ethnicity is institutionalized by state structures. It shifts the study of ethnic mobilization from the whys of its emergence to the hows of its development as a political force.
Demands for national independence among ethnic minorities around the world suggest the power of nationalism. Contemporary nationalist movements can quickly attract fervent followings, but they can ...just as rapidly lose support. InConstructing Grievance, Elise Giuliano asks why people with ethnic identities throw their support behind nationalism in some cases but remain quiescent in others. Popular support for nationalism, Giuliano contends, is often fleeting. It develops as part of the process of political mobilization-a process that itself transforms the meaning of ethnic identity. She compares sixteen ethnic republics of the Russian Federation, where nationalist mobilization varied widely during the early 1990s despite a common Soviet inheritance. Drawing on field research in the republic of Tatarstan, socioeconomic statistical data, and a comparative discourse analysis of local newspapers, Giuliano argues that people respond to nationalist leaders after developing a group grievance. Ethnic grievances, however, are not simply present or absent among a given population based on societal conditions. Instead, they develop out of the interaction between people's lived experiences and the specific messages that nationalist entrepreneurs put forward concerning ethnic group disadvantage. In Russia, Giuliano shows, ethnic grievances developed rapidly in certain republics in the late Soviet era when messages articulated by nationalist leaders about ethnic inequality in local labor markets resonated with people's experience of growing job insecurity in a contracting economy. In other republics, however, where nationalist leaders focused on articulating other issues, such as cultural and language problems facing the ethnic group, group grievances failed to develop, and popular support for nationalism stalled. People with ethnic identities, Giuliano concludes, do not form political interest groups primed to support ethnic politicians and movements for national secession.

Hughes locates Chechen nationalism within the wider movement for national self-determination that followed the collapse of the Soviet empire. When negotiations failed in the early 1990s, political violence was instrumentalized to consolidate opposing nationalist visions of state-building in Russia and Chechnya. The resistance in Chechnya also occurred in a regional context where Russian hegemony over the Caucasus, especially the resources of the Caspian basin, was in retreat, and in an international context of rising Islamic radicalism. Alongside Bosnia, Kashmir, and other conflicts, Chechnya became embedded in Osama Bin Laden's repertoire of jihadist rhetoric against the "West." It was not simply Russia's destruction of a nationalist option for Chechnya, or "Wahabbist" infiltration from without, that created the political space for Islamism. Rather, we must look also at how the conflict was fought. The lack of proportionality and discrimination in the use of violence, particularly by Russia, accelerated and intensified the Islamic radicalization and thereby transformed the nature of the conflict. This nuanced and balanced study provides a much-needed antidote to the mythologizing of Chechen resistance before, and its demonization after, 9/11. The conflict in Chechnya involves one of the most contentious issues in contemporary international politics-how do we differentiate between the legitimate use of violence to resist imperialism, occupation, and misgovernment, and the use of terrorism against legitimate rule? This book sets out indispensable lessons for understanding conflicts involving the volatile combination of nationalist insurgency, jihad, and terrorism, most notably for the wars in Iraq and Afghanistan.
