Stone argues that formal rules apply in ordinary times, while informal power allows leading states to exert control when the stakes are high. International organizations are therefore best understood as equilibrium outcomes that balance the power and interests of the leading state and the member countries. Presenting a new model of institutional design and comparing the IMF, WTO, and EU, Stone argues that institutional variations reflect the distribution of power and interests. He shows that US interests influence the size, terms, and enforcement of IMF programs, and new data, archival documents, and interviews reveal the shortcomings of IMF programs in Mexico, Russia, Korea, Indonesia, and Argentina.

An examination of the role and relevance of international bureaucracies in global environmental governance.
International bureaucracies—highly visible, far-reaching actors of global governance in ...areas that range from finance to the environment—are often derided as ineffective, inefficient, and unresponsive. Yet despite their prominence in many debates on world politics, little scholarly attention has been given to their actual influence in recent years. Managers of Global Change fills this gap, offering conceptual analysis and case studies of the role and relevance of international bureaucracies in the area of environmental governance—one of the most institutionally dynamic areas of world politics. The book seeks to resolve a puzzling disparity: although most international bureaucracies resemble each other in terms of their institutional and legal settings (their mandate, the countries to which they report, their general function), the roles they play and their actual influence vary greatly. The chapters investigate the type and degree of influence that international environmental bureaucracies exert and whether external or internal factors account for variations. After a discussion of theoretical context, research design, and empirical methodology, the book presents nine in-depth case studies of bureaucracies ranging from the environment department of the World Bank to the United Nations' climate and desertification secretariats. Managers of Global Change points the way to a better understanding of the role of international bureaucracies, which could improve the legitimacy of global decision making and resolve policy debates about the reform of the United Nations and other bodies.
Since the momentous events of the late 1980s, democratic transition has been a widely studied phenomenon. Most scholars who have investigated the causes and implications of the global trend to ...democracy have argued that domestic politics is the leading determinant in the success or failure of transitions to democracy. In this book, Jon Pevehouse argues that international factors, specifically regional organizations, play an important role in the transition to and endurance of democracy. Domestic elites use membership of regional organizations to advance the cause of democracy since these organizations can manipulate the costs and benefits of democracy to important societal groups such as business elites or the military. Six cases (Hungary, Peru, Greece, Paraguay, Guatemala, and Turkey) examine the causal processes behind the statistical association between regional organizations and democratization. These findings bridge international relations and comparative politics while also providing guidelines for policy-makers who wish to use regional organizations to promote democracy.
This work posits that, over the past two centuries, democratic norms have spread from domestic politics to intergovernmental organizations (IGOs). Grigorescu explores how norms shaped IGO ...decision-making rules such as those driving state participation, voting, access to information, and the role of NGOs and transnational parliaments. All too often, ...limitations of state capacity and political will intertwine hindering enforcement. Why do states enforce regulations in some places, and in some industries, but not in others? In Politicized Enforcement in Argentina, Amengual develops a framework for analyzing enforcement in middle-income and developing countries, showing how informal linkages between state officials and groups within society allow officials to gain the operational resources and political support necessary for enforcement. This analysis builds on state-society approaches in comparative politics, but in contrast to theories that emphasize state autonomy, it focuses on key differences in the way states are porous to political influence.
Corruption has been a feature of public institutions for centuries yet only relatively recently has it been made the subject of sustained scientific analysis. Lambsdorff shows how insights from ...institutional economics can be used to develop a better understanding of why corruption occurs and the best policies to combat it. Why do some governments improve public services more effectively than others? Through the investigation of a new era of administrative reform, in which digital technologies may be used to facilitate ...citizens' access to the state, Jennifer Bussell's analysis provides unanticipated insights into this fundamental question. In contrast to factors such as economic development or electoral competition, this study highlights the importance of access to rents, which can dramatically shape the opportunities and threats of reform to political elites. Drawing on a sub-national analysis of twenty Indian states, a field experiment, statistical modeling, case studies, interviews of citizens, bureaucrats and politicians, and comparative data from South Africa and Brazil, Bussell shows that the extent to which politicians rely on income from petty and grand corruption is closely linked to variation in the timing, management and comprehensiveness of reforms.
