The article investigates the characteristics and forms of cooperation between criminal investigation officers* and forensic laboratory specialists in pre-trial proceedings, as well as practical ...problems in such cooperation. Recently there have been a number of particularly heated debates about the relationship between determining a person possessing special knowledge and his/her status in pre-trial proceedings. Other discussed aspects include cooperation between entities involved in pre-trial proceedings in international contexts. A less intensive (albeit equally important) discussion relates to the form and characteristics of cooperation between criminal investigation officers on the one hand and specialists and experts on the other in investigating criminal acts. Bearing in mind the high practical importance and the existing differences in scholarly approaches to these issues, the current study concentrates on the forms and content of cooperation between law enforcement officers and specialists (experts) from forensic laboratories, as well as on problems resulting from such cooperation and directions for improvement. The first part of the article presents selected views on the definition of a person possessing special knowledge currently used in Lithuania** and in a number of other states. In the authors' opinion, unification (harmonization) of various notions (definitions), terms and statuses of an expert, a specialist and special knowledge should be one of the objectives in implementing the vision of the joint European forensic science area 2020. Achieving this objective requires a comprehensive analysis of standards in law and management in using special knowledge of each state***. The second part, supported by empirical study results, discusses practical problems of cooperation between a law enforcement officer and a specialist (expert), analyzes three basic forms of their cooperation and presents the content of those forms: activities at the crime scene, cooperation of the two entities in commissioning tests, preparing test materials and actual performance of such tests, and finally participation of a specialist in other pre-trial activities. This part of the paper also proposes methods of improving the efficiency of such cooperation. The third part is based on an evaluation of the study results and presents the authors' observations regarding the tendency of improving the efficiency of cooperation between law enforcement officers and specialists (experts).
The article describes the experience of a strategic reflection of the Southern Federal University participation in the project of modernization of teacher education. It analyses how theoretical, ...methodological and organizational-activity basis of “Cultural-Historical Psychology and Activity Approach in Education” research master’s program designed by Moscow State University of Psychology & Education relates to the strategic objectives of Southern Federal University. Priorities and forward-looking statements in the strategy for the training of specialists in education based on action-competence approach, integrative principle of educational modules construction, network forms of cooperation of educational institutions are shown. Basic methodological ideas of cultural-historical psychology and activity theory and their applicability to the needs of modern education objectified in the draft are specially considered. The article presents the preliminary test results of integrative modules of research master’s program for Southern Federal University.
Представлен опыт стратегической рефлексии участия Южного федерального университета в проекте модернизации педагогического образования. Анализируются сопряженность теоретических, методологических, организационно-деятельностных основ проекта исследовательской магистратуры МГППУ «Культурно-историческая психология и деятельностный подход в образовании» с задачами программы развития педагогического образования, со стратегическими целями развития Южного федерального университета. Показаны приоритетность и перспективность заявленной в проекте стратегии подготовки специалистов для сферы образования, базирующейся на деятельностно-компетентностном подходе, интегративном принципе построения образовательных модулей, сетевых формах взаимодействия образовательных организаций. Специально рассмотрены объективированные в проекте фундаментальные методологические идеи культурно-исторической психологии и теории деятельности и их приложимость к потребностям современного образования. Приведены предварительные результаты апробации интегративных модулей исследовательской магистратуры на площадке Южного федерального университета.
Abstract
Ongoing changes in the Arctic, primarily related to the region's physical and human environment, as a result of climate change, have both opened up new opportunities and posed threats to the ...governments and inhabitants of the region. A number of soft-law instruments, with the aim of ensuring the wellbeing of the region and combating the negative challenges of climate change, have been developed since the 1990s. This article will examine the synergy between three existing forms of Arctic soft-law governance in a select number of cases and will, in turn, provide suggestions as to how they may be improved. It will also analyse the motivation behind using soft law mechanisms, as opposed to formal international organisations.
Institutes of the history of medicine, the theory of medicine, and medical ethics at German institutions of higher learning have created various e-learning options that are based on different ...learning platforms and tailored to the specific curricular needs of individual teaching. Up to now no valid data has been available about the types of such e-learning options as well as possibilities of future developments thanks to coordinated cooperation among the different institutes.
Of 31 German institutes of the history and theory of medicine and medical ethics that were asked to fill out a questionnaire, 30 answered, which equals a return rate of 97 per cent. The questionnaire was completed between July and August 2012 using a telephone survey.
Available to students online, digitally interactive teaching tools have boomed in the course of the last few years at German institutes of the history of medicine, the theory of medicine, and medical ethics. This trend is also reflected in a willingness of more than half of the respective departments (67 per cent) to expand their e-learning options on the basis of previous experience. The offered e-learning systems are accepted very well by the students. 57 per cent of the institutes stated, that 90-100 per cent of the students use the offered systems regularly. E-learning courses for terminology are offered particularly often, this is also reflected in the intended extension of these courses by the majority of institutes which plan to expand their e-learning systems.
This article discusses the results of a comprehensive empirical survey about e-learning. It illustrates ways in which individual German institutes plan to expand their e-learning options in the future. Finally, specific proposals for cooperation among institutions (not just online) are introduced, the purpose of which is to produce synergy in e-learning.
