Innovations face the challenge of integrating knowledge from heterogeneous ...sources by establishing an appropriate level of proximity. Proximity is thereby not a purely spatial phenomenon, but also includes organizational, institutional, social and cognitive dimensions. Geographical and social proximity are thereby auxiliary factors, whereas organizational, institutional and cognitive proximity act as critical enablers for learning. These dimensions can be connected to synthetic, analytical and symbolic knowledge bases. They thereby trigger a dynamic trade-off between various forms of proximity, whereby the proximity form varies depending on the underlying knowledge base. Hence, innovation is a complex combination of spatial and non-spatial factors.

Les innovations font face au défi de l'intégration de la connaissance provenant des sources hétérogènes en établissant un niveau de proximité approprié. Il s'ensuit, alors, que la proximité n'est pas un phénomène purement géographique mais comprend également des dimensions organisationnelle, institutionnelle, sociale et cognitive. Les proximités géographique et sociale sont, donc, des facteurs auxiliaires, tandis que les proximités organisationnelle, institutionnelle et cognitive constituent des facteurs clés qui favorisent la connaissance. On peut lier ces dimensions à des bases de connaissance synthétique, analytique et symbolique. De cette façon, elles déclenchent un compromis dynamique entre divers types de proximité selon lesquels la proximité varie en fonction de la base de connaissance sous-jacente. Donc, l'innovation s'avère une combinaison complexe de facteurs géographiques et non-géographiques.

Bei Innovationen ergibt sich das Problem, dass Wissen aus heterogenen Quellen durch Festlegung eines angemessenen Maßes an Nähe integriert werden muss. Nähe ist somit kein rein räumliches Phänomen, sondern umfasst auch organisationelle, institutionelle, soziale und kognitive Dimensionen. Geografische und soziale Nähe sind hierbei Hilfsfaktoren, während die organisationelle, institutionelle und kognitive Nähe als zentrale Faktoren zur Ermöglichung von Lernen wirken. Diese Dimensionen lassen sich mit synthetischen, analytischen und symbolischen Wissensbasen verknüpfen. Auf diese Weise lösen sie einen dynamischen Ausgleich zwischen verschiedenen Formen der Nähe aus, bei dem die Form der Nähe je nach der zugrundeliegenden Wissensbasis unterschiedlich ausfällt. En el campo de las innovaciones surge el problema de integrar el conocimiento de fuentes heterogéneas estableciendo un nivel apropiado de proximidad. La proximidad no es, por tanto, un fenómeno puramente espacial sino que también incluye dimensiones organizativas, institucionales, sociales y cognitivas. Por consiguiente, las proximidades geográfica y social son factores auxiliares, mientras que las proximidades organizativa, institucional y cognitiva actúan como activadores fundamentales del aprendizaje. Estas dimensiones pueden conectarse a bases de conocimiento sintético, analítico y simbólico. En este sentido activan un intercambio dinámico entre las diferentes formas de proximidad de modo que la forma de proximidad varía en función de la base de conocimiento subyacente. This editorial presents the Regional Studies special issue entitled 'Smart Specialisation and Learning Regions as a Competitive Strategy for Less Developed Regions', which promotes theoretical and ...empirical research on Smart Specialisation Strategies in less developed regions, highlighting the role of collaborative networks, regional development policies and governance models to extant new theoretical conceptualizations within this field. This special issue includes a set of eight papers, and it is our expectation that it contributes to the advancement of our understanding of the field, catalyses further attention, and helps to identify future challenges and the research agenda.
The idea to be explored in this contribution is that to understand change as society evolves is useless without Learning that a little knowledge can be a dangerous thing and may look 'smart' but is ...likely to be unwise. This in turn requires an understanding of why the label 'knowledge economy' came into substantial usage by opinion-formers at about the same time. Thus a first wave of injunctions in favour of 'Learning' by governments and corporate leaders occurred about 30 years ago. The change in question was led by information technology and the production and consumption practices it entailed. In a second wave of 'Learning from Leaders', especially how to be 'Smart', the lesson quickly became 'Learning from Losers'. Here some of the most-vaunted - for example - 'smart' visions for various functions nevertheless failed to deliver. Perhaps the greatest failure to learn has been the sight and sound of 'Flailing by Failing' from Science Policy 'led' governments in response to the SARS2-Covid-19 pandemic when the lessons of at least moderate success involved 'Learning from Life' after being prepared by previous experience.
Asheim B. The changing role of learning regions in the globalizing knowledge economy: a theoretical re-examination, Regional Studies. Highlighting four theoretical developments, this paper ...theoretically re-examines the learning region in view of the changing roles of regions in the globalizing knowledge economy: (1) from specific contexts to general regional development strategies; (2) introducing the doing-using-interacting (DUI) mode of innovation; (3) broadening the science-technology-innovation (STI) mode; and (4) accessing knowledge in distributed knowledge networks. This paper advocates a more nuanced understanding of knowledge, learning and innovation, and identifies 'bridging mechanisms' to reduce cognitive distance and increase connectivity in regional innovation systems.

Asheim B. L'évolution du rôle des régions d'apprentissage dans la mondialisation de l'économie de la connaissance: un réexamen théorique, Regional Studies. Soulignant quatre développements théoriques, cet article cherche à réexaminer la région d'apprentissage sous un optique théorique étant donné l'évolution des rôles de la région quant à la mondialisation de l'économie de la connaissance: (1) à partir des contextes précis jusqu'aux politiques d'aménagement du territoire généralisées; (2) en introduisant la méthode d'innovation appellée doing-using-interacting (DUI); (3) en élargissant la méthode appellée science-technology-innovation (STI); et (4) en accédant à la connaissance dans des réseaux de connaissance distribués. Cet article prône une compréhension plus nuancée de la connaissance, de l'apprentissage et de l'innovation, et identifie des 'relais' pour réduire la distance cognitive et augmenter la connectivité des systèmes d'innovation régionaux.

Asheim B. Die veränderte Rolle der Lernregionen in der sich globalisierenden Wissenswirtschaft: eine theoretische Neuuntersuchung, Regional Studies. In diesem Beitrag wird die Lernregion angesichts der veränderten Rollen der Regionen in der sich globalisierenden Wissenswirtschaft auf theoretische Weise untersucht, wobei vier theoretische Entwicklungen besondere Berücksichtigung finden: (1) von spezifischen Kontexten hin zu Generalstrategien zur Regionalentwicklung, (2) Einführung des Innovationsmodus 'Handeln-Nutzen-Wechselwirkung', (3) Erweiterung des Modus 'Wissenschaft-Technik-Innovation' und (4) Zugriff auf Wissen in dezentralen Wissensnetzwerken. Im Beitrag wird für ein nuancierteres Verständnis von Wissen, Lernen und Innovation plädiert; ebenso werden 'Überbrückungsmechanismen' zur Verringerung der kognitiven Distanz und Erhöhung der Konnektivität in regionalen Innovationssystemen identifiziert.

Asheim B. El papel cambiante de las regiones de aprendizaje en la economía del conocimiento mundializada: una revisión teórica, Regional Studies. En este artículo reexaminamos teóricamente la región de aprendizaje a partir de cuatro desarrollos teóricos, teniendo en cuenta los papeles cambiantes de las regiones en la economía del conocimiento mundializada: (1) desde los contextos específicos hasta las estrategias generales de desarrollo regional; (2) la introducción del modo de innovación 'hacer-usar-interactuar'; (3) la ampliación del modo 'ciencia, tecnología, innovación'; y (4) acceso al conocimiento en las redes de distribución del conocimiento. En este artículo defendemos una comprensión más matizada del conocimiento, el aprendizaje y la innovación e identificamos los 'mecanismos de puente' para reducir la distancia cognitiva y aumentar la conectividad en los sistemas de innovación regional.

This contribution deals with the explication of the idea and concept of learning regions, to which school networks make an important contribution, because they are the only type of organization with ...compulsory enrolment. Learning regions can be a network of potenial individual pedagogical institutions, in order to help discover and expand gifts and talents even more effectively. Communes are „the true learning places, for children and adults. Here the young person learns what matters in life, how to configure one’s life with others and to assume responsibility“ (Hüther, 2013).
This paper constructs a relational framework using principles of relationship marketing and the networks approach to examine the nature of exchange structure in the three case study areas—Casteton, ...Bakewell and Tideswell in the Peak District National Park (PDNP)—which are conceptualised as the learning regions. It examines different attitudes of actors towards partnership building and their perception of cross-sector networks. It is argued that sustainable tourism product is ‘territorially embedded’ in ongoing social networks and relationships. The paper illustrates how interactions amongst actors provide a context for learning. It highlights how complex web of relations provide relational capital for different actors to enable greater learning and co-operation in the future. Thus it is guided by an overall aim of investigating the implications of consciously accommodating shared concerns about local environment and collectively selling the destination.
The contribution of universities, knowledge and innovation to development has moved to the foreground of national and regional policy and practice. More successful nations and regions show a close ...alignment between knowledge policy and socio-economic development. However, in peripheral regions, this link is less well articulated for place-based development. This paper interrogates this relationship within the South African and Eastern Cape regional context. Using core tenets from the learning region concept, I show how the role of knowledge has gained significant traction in the national knowledge and development policy landscape. Using evidence from the broader Amathole region in the Eastern Cape, I highlight some of the challenges within the knowledge-development policy nexus. In the main, weak knowledge and social capabilities undermine place-based innovation, interactive learning and ultimately development. The paper concludes that although the University of Fort Hare can serve as a development agent in the region, a continuously reflexive and engaged policy making process of learning, networking and institutional embeddedness is critical.
The process of globalisation has undoubtedly impacted countries, bringing about different challenges for each country, region and locality. Many countries have responded positively to the demands and ...challenges through a societal transformation process with an emphasis on developing tertiary education, research and innovative capacities. Drawing upon our experience with two cases of newly developed learning regions, Kuala Lumpur city-region and Iskandar Malaysia region, we examine Malaysia's effort at transforming its higher education system in the context of learning region objectives. Key government policies, namely, the Tenth Malaysia Plan, the National Higher Education Strategic Plan 2007-2020, the Economic Transformation Programme as well as documents of the learning regions' master plans were included in the document analysis. Although it remains to be seen how the learning regions will emerge, the experience in transforming higher education based on the learning region concept is highly relevant to developing countries that are attempting to shift their traditional economy to a more knowledge-intensive economy.
In this article, the late Jarl Bengtsson briefly traces the evolution of the concept of lifelong learning within the member states of the Organisation for Economic Co-operation and Development ...(OECD). He points out that on the one hand lifelong learning is accepted, in policy terms, by all OECD countries and many other countries, but on the other hand there is an uneven and slow pace of implementation of lifelong learning. He examines three main reasons for this, namely the lack of workable implementation strategies, the lack of a funding system and stakeholders' resistance to change. Without denying that each country is different and has to develop its own strategy, Bengtsson identifies a certain number of policy and research issues common to all countries, which are relevant to the acceleration of the implementation of lifelong learning strategies and programmes. Based on a paper originally presented at the Asia European Meeting (ASEM) Conference in Beijing in November 2009, this article closes with a reflection about where lifelong learning might be in 40 years' time. Jarl Bengtsson updated his seminal paper in 2012 for inclusion in this special issue on lifelong learning, taking into account recent developments such as the establishment of learning societies. Sadly, he died before publication was completed. Dans cet article, feu Jarl Bengtsson retrace brièvement l'évolution du concept d'apprentissage tout au long de la vie dans les États membres de l'Organisation de Coopération et de Développement Économiques (OCDE). Il signale que si ce concept est accepté en termes de politiques dans tous les pays de l'OCDE et bien d'autres encore, le rythme de sa concrétisation est lent et inégal. Il examine trois raisons à ce fait, à savoir le manque de stratégies fiables pour la mise en œuvre, l'absence d'un système de financement et la résistance au changement de la part des parties prenantes. Tout en reconnaissant que chaque pays est différent et doit élaborer sa propre stratégie, Bengtsson identifie un certain nombre d'éléments de politique et de recherche communs à tous les pays, qui sont décisifs pour accélérer la mise en œuvre des stratégies et des programmes d'apprentissage tout au long de la vie. Inspiré d'un texte présenté à la conférence du Dialogue Asie-Europe (ASEM) à Pékin en novembre 2009, cet article se termine sur une anticipation quant à la position de l'apprentissage tout au long de la vie dans une quarantaine d'années. Jarl Bengtsson a actualisé en 2012 son article précurseur en vue de cette édition spéciale sur l'apprentissage tout au long de la vie, en y intégrant les évolutions récentes telles que la création de sociétés apprenantes. There is broad agreement that innovation, knowledge and learning have become the main source of wealth, employment and economic development of cities, regions and nations. Over the past two decades, ...the number of European cities and regions which label themselves as "learning city" or "learning region" has constantly grown. However, there are also pitfalls and constraints which not only hinder them in unlocking their full potential, but also significantly narrow their effects and their wider impact on society. Most prominently, learning cities and regions manifest serious difficulties in rendering transparent the surplus value they generate, which is vital for attracting investment into lifelong learning. While evaluation and quality management are still perceived as being a bureaucratic necessity rather than a lesson one could learn from or an investment in the future, it is also true that without evaluation and quality assurance local networks do not have the means to examine their strengths and weaknesses. In order to design strategies to maximise the strengths and effectively address the weaknesses it is necessary to understand the factors that contribute to success and those that pose challenges. This article proposes an analytical quality framework which is generic and can be used to promote a culture of quality in learning cities and regions. The proposed framework builds on the findings and results of the R3L+ project, part-funded by the European Commission under the Grundtvig (adult education) strand of the Lifelong Learning programme 2007–2013. Il règne un large consensus sur le fait que l'innovation, le savoir et l'apprentissage sont devenus les principales sources de richesse, d'emploi et de développement économique des villes, des régions et des nations. Au cours des vingt dernières années, le nombre de villes et de régions européennes qui se déclarent « ville apprenante » ou « région apprenante » a constamment augmenté. Mais elles rencontrent aussi des pièges et des contraintes, qui non seulement les empêchent de déployer tout leur potentiel, mais réduisent en outre sensiblement leur influence et leur impact plus large sur la société. En premier lieu, les villes et régions apprenantes connaissent de sérieuses difficultés à rendre transparente la plus-value qu'elles créent, ce qui est décisif pour susciter les investissements dans l'apprentissage tout au long de la vie. L'évaluation et la gestion de la qualité sont encore perçues comme une nécessité bureaucratique, au lieu d'un enseignement à tirer ou d'un investissement dans l'avenir. Il est pourtant vrai que sans évaluation ni assurance qualité, les réseaux locaux n'ont pas les moyens d'explorer leurs forces et leurs faiblesses. Pour concevoir des stratégies visant à maximiser les atouts et à traiter efficacement les points faibles, il convient de cerner les facteurs qui contribuent au succès et ceux qui posent des défis. Cet article propose un cadre analytique de la qualité, qui est générique et peut être utilisé pour promouvoir une culture de la qualité dans les villes et régions apprenantes. Il s'inspire des résultats et conclusions du projet R3L+, cofinancé par la Commission européenne dans le cadre du programme Grundtvig (éducation des adultes) du programme pour l'éducation et la formation tout au long de la vie 2007–2013.
