Sustainable open data management systems are key elements to overcome long-term publishing and consumption challenges on open data platforms. However, most existing solutions have not been envisaged ...as sustainable approaches to cope with key data attributes such as timeliness, accessibility and usability. In this paper, we present a framework that addresses these challenges and ensures the efficient publication of dynamic data on open data platforms, as well as improving the consumption experience of end-users. The framework describes the architecture of a sustainable system that can operate continuously in an automated way. It involves: 1) introducing an evolvable and scalable ecosystem to guarantee the access to dynamic data when they are made available; 2) tackling governance using an autonomous agent to provide the capacity of dynamically publishing/unpublishing data resources on open data platforms. It ensures easier accessibility and greater efficiency for data developers, facilitating the development of data-enabled products, thus helping developers to seize the opportunities of the data economy; and 3) improving the consumption experience by introducing conversational bots, which enhances the usability of open data. We demonstrate the results and validity of the solution in practice through its implementation, evaluation and exploitation as a practical system in the Parliament of the Canary Islands, Spain. The framework developed can be considered a generic solution to manage open data publishing and consumption challenges in other domains.

Method/ProcessThis paper used literature review and case analysis to explain the meaning of open data intermediary service and the relevant research of scholars at home and abroad, analyzed the role and types of open data intermediary service, focused on the development process and existing problems of open data intermediary service in China, and put forward perfect countermeasures. Result/ConclusionThe core content of open data intermediary service was "data" and its related supporting services，the legitimacy of the source of data itself, quality assurance, security and privacy protection were the foundation for open data intermediary service enterprises, and also the key to promoting the development and producing positive effects of their services.
In developing open data policies, governments aim to stimulate and guide the publication of government data and to gain advantages from its use. Currently there is a multiplicity of open data ...policies at various levels of government, whereas very little systematic and structured research has been done on the issues that are covered by open data policies, their intent and actual impact. Furthermore, no suitable framework for comparing open data policies is available, as open data is a recent phenomenon and is thus in an early stage of development. In order to help bring about a better understanding of the common and differentiating elements in the policies and to identify the factors affecting the variation in policies, this paper develops a framework for comparing open data policies. The framework includes the factors of environment and context, policy content, performance indicators and public values. Using this framework, seven Dutch governmental policies at different government levels are compared. The comparison shows both similarities and differences among open data policies, providing opportunities to learn from each other's policies. The findings suggest that current policies are rather inward looking, open data policies can be improved by collaborating with other organizations, focusing on the impact of the policy, stimulating the use of open data and looking at the need to create a culture in which publicizing data is incorporated in daily working processes. The findings could contribute to the development of new open data policies and the improvement of existing open data policies.

The open government data (OGD) movement has rapidly expanded worldwide with high expectations for substantial benefits to society. However, recent research has identified considerable social and ...technical barriers that stand in the way of achieving these benefits. This paper uses sociotechnical systems theory and a review of open data research and practice guidelines to develop a preliminary ecosystem model for planning and designing OGD programs. Findings from two empirical case studies in New York and St. Petersburg, Russia produced an improved general model that addresses three questions: How can a given government's open data program stimulate and support an ecosystem of data producers, innovators, and users? In what ways and for whom do these the ecosystems produce benefits? Can an ecosystem approach help governments design effective open government data programs in diverse cultures and settings? The general model addresses policy and strategy, data publication and use, feedback and communication, benefit generation, and advocacy and interaction among stakeholders. We conclude that an ecosystem approach to planning and design can be widely used to assess existing conditions and to consider policies, strategies, and relationships that address realistic barriers and stimulate desired benefits.

Data is becoming a powerful tool for both businesses and governments. Data can be public, open, government, and even linked. In several countries, including the United States, England, and France, ...open data has made it possible to open digitized public data explicitly to the general public. These data help strengthen relations between governments, businesses and citizens through greater transparency and the possibility of using them in several areas, including digital governance. The purpose of this work is to study open data influence on digital governance across four dimensions applied to some case studies related to several activity sectors, all to enhance its use.
Policy-makers expect that open data will be accepted and used more and more, resulting in a range of benefits including transparency, participation and innovation. The ability to use open data partly ...depends on the availability of open data technologies. However, the actual use of open data technologies has shown mixed results, and there is a paucity of research on the predictors affecting the acceptance and use of open data technologies. A better understanding of these predictors can help policy-makers to determine which policy instruments they can use to increase the acceptance and use of open data technologies. A modified model based on the Unified Theory of Acceptance and Use of Technology (UTAUT) is used to empirically determine predictors influencing the acceptance and use of open data technologies. The results show that the predictors performanceexpectancy, effort expectancy, social influence, facilitating conditions and voluntariness of use together account for 45% of the variability in people's behavioral intention to use open data technologies. Except for facilitating conditions, all these predictors significantly influence behavioral intention. Our analysis of the predictors that influence the acceptance and use of open data technologies can be used to stimulate the use of open data technologies. The findings suggest that policy-makers should increase the acceptance and use of open data technologies by showing the benefits of open data use, by creating awareness of users that they already use open data, by developing social strategies to encourage people to stimulate each other to use open data, by integrating open data use in daily activities, and by decreasing the effort necessary to use open data technologies.
•Open data is primarily driven by governments rather than by users.•Increasing users' performance and effort expectancy will result in higher levels of adoption.•Policy-makers need to integrate open data use into daily activities and use social strategies to encourage open data use.•Adoption theories specifically for open data are needed to address open data's idiosyncratic nature.

Denna innebär ett ifrågasättande av ...etablerade normer om hur forskning bör bedrivas och värderas och syftar ytterst till en kulturförändring inom hela forskarsamhället. Trots det har svenska forskare generellt sett bristande kunskaper om vad öppen vetenskap innebär och uppfattar inte heller frågeställningarna som omgärdar processerna som relevanta. Det konstaterar Vetenskapsrådet (2022), som i mars 2022 publicerade den senaste av ett antal rapporter. Med denna som utgångspunkt är temat för förbundssidorna även denna gång ett öppet vetenskapssystem.

The article presents a framework for exploring the drivers, structure, and dynamics of open data initiatives in the city context. Drawing on a case study of the city of Barcelona complemented with ...other cases, it develops a stepwise framework that can serve as a practical guide for both urban and private leaders to implement open data strategies. Following this model can enable managers to minimize risk and effectively harness the power of open data.
A number of countries are today implementing open government data (OGD) initiatives. Yet many of these initiatives are failing to attract the levels of continuous use they need to deliver an ...acceptable return on investment. This raises the obvious question of why this should be the case. To answer this question, it is important to understand the factors that most strongly influence user behaviour in OGD adoption. Qualitative data were used to identify the factors that play a key role in influencing the intention to engage with ODG. A quantitative approach was then used to evaluate the extent to which these factors drive/limit behaviour. The study's findings showed that there are four factors that play a significant role in intention to use OGD. It is also believed that the findings will be useful in helping policymakers in all jurisdictions formulate and implement strategies that successfully drive up continuous OGD engagement.
