This volume assesses Non-Territorial Autonomy (NTA) in terms of its practical capacity to support the linguistic, cultural, and educational rights of national minority groups across Europe. The fact ...that 2023 marks the 25th anniversary of the coming into force of the Council of Europe Framework Convention on National Minorities (FCNM) and European Charter for Regional and Minority languages (ECRML) makes this book especially timely and relevant. Its numerous detailed empirical studies, one of which uses FCNM reporting as a benchmark, give a picture of the extent (or otherwise) to which international minority rights standards are actually being realized through various NTA arrangements. In keeping with the principles laid out in these foundational documents, the contributions to this volume acknowledge that when it comes to the effective delivery of linguistic, cultural and educational rights, NTA is best regarded not as an alternative but as a complement to territorially based arrangements. Black party members attempted to influence the direction of conservatism-not to destroy it, but rather to expand the ideology to include black needs and interests.
As racial minorities in their political party and as political minorities within their community, black Republicans occupied an irreconcilable position-they were shunned by African American communities and subordinated by the GOP. In response, black Republicans vocally, and at times viciously, critiqued members of their race and party, in an effort to shape the attitudes and public images of black citizens and the GOP. And yet, there was also a measure of irony to black Republicans' "loneliness": at various points, factions of the Republican Party, such as the Nixon administration, instituted some of the policies and programs offered by black party members. What's more, black Republican initiatives, such as the fair housing legislation of senator Edward Brooke, sometimes garnered support from outside the Republican Party, especially among the black press, Democratic officials, and constituents of all races. Moving beyond traditional liberalism and conservatism, black Republicans sought to address African American racial experiences in a distinctly Republican way.

"Frustrated Democracy in Post-Soviet Azerbaijan follows a newly independent oil-rich former Soviet republic as it adopts a Western model of democratic government and then turns toward corrupt ...authoritarianism. Audrey L. Altstadt begins with the Nagorno-Karabagh War (1988-1994) which triggered Azerbaijani nationalism and set the stage for the development of a democratic movement. Initially successful, this government soon succumbed to a coup. Western oil companies arrived and money flowed in--a quantity Altstadt calls 'almost unimaginable'--causing the regime to resort to repression to maintain its power. Despite Azerbaijan's long tradition of secularism, political Islam emerged as an attractive alternative for those frustrated with the stifled democratic opposition and the lack of critique of the West's continued political interference. Disruptions as Opportunities: Governing Chinese Society with Interactive Authoritarianism addresses the long-standing puzzle of why China outlived other one-party authoritarian regimes with ...particular attention to how the state manages an emerging civil society. Drawing upon over 1,200 survey responses conducted in 126 villages in the Sichuan province, as well as 70 interviews conducted with Civil Society Organization (CSO) leaders and government officials, participant observation, and online research, the book proposes a new theory of interactive authoritarianism to explain how an adaptive authoritarian state manages nascent civil society. Sun argues that when new phenomena and forces are introduced into Chinese society, the Chinese state adopts a three-stage interactive approach toward societal actors: toleration, differentiation, and legalization without institutionalization. Sun looks to three disruptions—earthquakes, internet censorship, and social-media-based guerilla resistance to the ride-sharing industry—to test his theory about the three-stage interactive authoritarian approach and argues that the Chinese government evolves and consolidates its power in moments of crisis.
