This book analyses whether the EU’s drift towards European strategic autonomy presents a challenge or a window of opportunity for its small member states to advance their security interests. The ...volume presents small states’ perceptions of European strategic autonomy, highlighting their expectations and concerns. The chapters focus on the depth and breadth of European strategic autonomy, national security considerations, assessment of the impact on transatlantic relations, the expected outputs, and its potential impact on the EU’s institutional structure. It also shows how systemic circumstances and the interests of powerful states, either belonging to the EU (France, Germany, and Poland) or having a significant say in European security architecture (the US), establish opportunities and constraints for the small states to shape European strategic autonomy. In particular, the study focuses on the diverging interests of the Baltic states (Estonia, Latvia, and Lithuania), Belgium, Denmark, Greece, Hungary, and the Netherlands. It demonstrates that, in most cases, European strategic autonomy is perceived not as an alternative to NATO but as a supplementary element that could facilitate the development of national military capabilities, indigenous defence industries and resilience to non-military threats. Ultimately, the book suggests that national approaches towards European strategic autonomy mainly stem from pragmatic national security and foreign policy considerations, while largely ignoring grand strategic ideas. Climate change is genuinely global, dominantly intergenerational, and takes place in a setting where our prescriptive theories are weak. This “perfect moral storm” poses a profound challenge to ...humanity. This book explains the storm, how it makes sense of our current malaise, and why better ethics can help. This book argues that despite decades of awareness, we are currently accelerating hard into the climate problem in a way that defies standard explanations. It claims that this suggests that our current focus on the scientific and economic questions is too narrow, and that the tendency to see the political problem as a traditional tragedy of the commons facing nation states is too optimistic. Instead, the key issue is that the current generation, and especially the most affluent, are in a position to pass on most of the costs of their behavior (and especially the most serious harms) to the global poor, future generations and nonhuman nature. This tyranny of the contemporary is a deeper problem than the traditional tragedy of the commons. Moreover, the book argues that this diagnosis helps to explain both the past failures of international climate policy (e.g., the “shadow solutions” of Kyoto and Copenhagen), and the current push towards geoengineering. Part of the solution, it argues, is better public ethics. We must work harder on articulating both the ethical problem, and moral constraints on solutions. In addition, there is a role for “defensive” moral and political philosophy, aimed at preserving the quality of public discourse.

Börzel takes a close look at the diverse groups of noncompliant states throughout the EU's existence. Why do states that are vocally critical of the EU have a better record of compliance than those that support the EU? Why has noncompliance been declining since the 1990s, even though the EU was adding member-states and numerous laws? Börzel debunks conventional wisdoms in EU compliance research, showing that noncompliance in the EU is not caused by the new Central and Eastern European member states, nor by the Eurosceptic member states. So why do these states take the brunt of Europe's misplaced ire? Why Noncompliance introduces politicization as an explanatory factor that has been long overlooked in the literature and scholarship surrounding the European Union. Börzel argues that political controversy combined with voting power and administrative capacity, explains why noncompliance with EU law has been declining since the completion of the Single Market, cannot be blamed on the EU's Central and Easter European member states, and is concentrated in areas where EU seeks to protect citizen rights.
