Introduction. The strategies developed by the management of public medical institutions are based on state regulations in various areas: type of services provided, human resources, etc., decisions ...need to be coordinated with central and/or local public authorities, to which the institution is subordinated. However, it is necessary for the process of developing and implementing strategies to include a number of mandatory steps at institutional level, which must be taken by the institution's management.
Material and methods. The aim of the study is to assess the experience of public hospital managers in developing and implementing management strategies. An assessment grid was applied for this purpose. The questions were classified into six fields: setting management strategy, added value strategy, analysis of institutional environment, institutional policies and strategic objectives, resources needed, strategy assessment.
Results. In the absence of the regulation on the structure and main rules for the development of institutional strategies, the study demonstrates a very different approach of the top management regarding the strategic process in public hospitals.
Conclusions. The different and sometimes erroneous approach to strategy development by the top managers results in a weak institutional strategic process.
With the rapid development of telemedicine equipment and information communication technology, telemedicine has developed rapidly and is used widely around the world as a new mode of medical service. ...This new technology has been used widely in China and has benefited a large number of patients. Due to the hospital-centric structure in health sector, resources and patients became increasingly concentrated in hospitals instead of primary care. In this way, telemedicine is a crucial method for government to the inequality of medical resources between urban and rural areas. But little is known about the influence of telemedicine on public primary hospitals in China. The objective of this study is to review the influence of telemedicine on capacity development of respiratory department in public primary hospital in China. A scoping review was conducted using electronic databases including PubMed, Cochrane Library, EMBASE and Google Scholar. Telemedicine has a major impact on the establishment of a complete national health system. The immediate sharing of medical information effectively alleviates the situation of serious information imbalance between doctors and patients. It also guides the public to make rational choice of medical behaviour. In public emergencies, telemedicine can quickly concentrate all kinds of high-quality medical resources to the sites, ensure the safety of people's lives, and provide effective rescue and treatment for the wounded in various special environments. It is conducive to giving full play to the market competition value of public hospital reputation, encouraging hospitals to continuously improve medical technology level, improving medical service quality, actively taking social medical and health responsibility, and this could promote the overall medical and health capacities development.
The healthcare policy reforms implemented in Portugal in recent years significantly impacted the quality of health care provided to Portuguese citizens. Since public hospitals play a pivotal role as ...secondary care providers within the National Health Service (NHS), it is essential to assess their quality. However, a generalized assessment of this multidimensional concept is insufficient to differentiate hospitals across different quality dimensions, limiting the efficiency of benchmarking processes. The conjoint use of the Electre Tri-nC method with the Multiple Criteria Hierarchy Process (MCHP) allowed us to assess quality in Portuguese public hospitals by encompassing dimension-based analysis and a holistic perspective. Electre Tri-nC is a multiple criteria sorting method that categorizes each alternative (in this case, a public hospital in Portugal) into pre-defined and ordered categories representing quality levels. The hospitals are assessed based on four non-elementary criteria (Timeliness, Effectiveness, Safety and Efficiency) structured hierarchically in logical subsets of elementary criteria, allowing MCHP to evaluate each hospital based on specific criteria subsets or the comprehensive level. The sample size is 25 hospitals, and the analysis period includes the years from 2019 to 2022. The results evidence a general downward trend in quality, culminating in poor quality levels in most public hospitals in 2022, particularly in the Effectiveness dimension. A robustness analysis was conducted to examine the resilience and reliability of the model. By establishing a framework for assessing quality assessment across different critical dimensions, this work provides an enhanced hospital benchmarking process for healthcare policymakers. This process can serve as a reference for implementing new hospital reforms based on replicating the successful practices adopted by the healthcare facilities that demonstrate superior quality results in specific dimensions or even allocating resources more efficiently across the entire network by identifying dimensions in which hospitals are performing poorly.

Purpose: to evaluate the potential accessibility to public hospitals between 2019 and 2021. Methodology/Approach: comparative analysis of travel times by public transport, calculated using the r5r ...package in R with the GTFS provided by the municipality. Findings: for the three hospital categories evaluated, travel times increased around 20% in the study period, and the most vulnerable quintiles of population increased their travel times 8 points above the less vulnerable quintiles. Research Limitation/implication: travel times were calculated with programmed schedules and frequencies and fixed values of maximum travel time and maximum walking distance. Originality/Value of paper: comparative analysis pre-COVID and during COVID of geographical accessibility to healthcare centers. Use of the r5r package that allows changes in the parameters to calculate travel times such as maximum walking distance, maximum travel time, departure time or percentiles.
Background: Developing standards for Health Promotion Hospitals (HPH) plays a crucial role in hospital accreditation. This study aimed to compare the development of HPH standards in public and ...private hospitals in Tabriz, Iran in 2021. Methods: This descriptive-analytical and cross-sectional study was conducted to evaluate all public and private hospitals in the city. Data were collected using observation and interviews through a valid and reliable HPH checklist. Data were analyzed using t test. Results: The study found that the standards for patients’ data and interventions (77.38%), continuity in treatment and cooperation (69.38%), management policy (61.92%), patient evaluation (60.76%), and providing a healthy workplace (42.7%) had the highest scores, respectively. Private hospitals scored higher than public hospitals in all dimensions. There was a significant difference between public and private hospitals regarding the total score (P=0.001), management policy(P=0.01), patient information and interventions(P=0.003), and continuity in treatment and cooperation (P=0.002). Conclusion: The competitive atmosphere among private hospitals appears to have improved their status in HPP, while public hospitals were less concerned with competition and improving their performance in this field. Additionally, ignoring human resource management policies has made the managers of all hospitals feel the need for further upgrading in terms of standards for promoting a healthy work setting.

The novelty of the research lies in the green accounting practices that consist of financial, social, and environmental activities in measuring business success. Abstrak Penelitian ini bertujuan untuk mengetahui praktik penerapan akuntansi hijau pada RSU Malang Raya yang berdampak pada tercapainya keberhasilan usaha. Pendekatan yang digunakan kuantitatif deskriptif. Hasil penelitian menunjukkan bahwa variabel penerapan akuntansi hijau di RSU Malang Raya berpengaruh sebesar 42.3% terhadap keberhasilan usaha. Kebaharuan penelitian terletak pada adanya akuntansi hijau yang dalam penerapannya melibatkan aktivitas berhubungan dengan keuangan, sosial serta lingkungan dalam mengukur keberhasilan usaha.
