Planning and developingrelevant policies for regions, localities and places have been one of the fundamental issues for politicians, policy makers, academics, researchers and practitioners in the ...field of local and regional economic development.This task is getting increasingly problematic in the face of rapid global economic change that has now been complicated by the impact of recession and volatility in fuel, energy and mineral costs. In this process, some countries that have been considered less developed are growing very fast in a way that has never been anticipated before.
These counties show great potential to develop and there is a need to understand the regional dimension of growth more than ever. This paper explains the challenges that analysts and researchers experience when they want to translate the processes that shape regional economies into regional policies and programs both at the national and regional levels.
Prispevek pojasnjuje vlogo podeželja v sodobnih družbenih procesih s poudarkomin na pomenu prepletanj med mesti in podeželjem. Poudarek je na pregledu sodobnih teženj v razvoju naselij in rabe ...površja. Z njimi opozarjamona procese, ki potekajo v nasprotju z želenimi cilji. S simuliranjem razvojnih posledic v več tipičnih območij z različnimi razvojnimi možnostmi se opirajoč na spontane procese opredeljujemo do zaraščanja kmetijskih zemljišč in preobrazbe kmetijskih zemljišč v stavbna zemljišča. V zaključku s pomočjo simulacijskega modela podajamo možne usmeritve za nadaljnji gospodarski razvoj na podeželju.
This book (‘Slovenia’s development challenges’) deals with fundamental issues of Slovenia’s development. It explains the main issues in Slovenia’s Development Strategy, and evaluates its bases and ...the direct effects of individual development measures. Each in their own way, the authors discuss pressing developmental issues at the level of the state, regions, municipalities, or individual sectors, seeking possible answers, new stimulation, potentials, and opportunities. The basic premise was that the main task is to seek solutions for an economically successful, socially just, environmentally friendly, and ethically responsible society, and that all development efforts must focus on these goals. Although it was adopted only three years ago, in line with the premises described above and the changed macroeconomic conditions, Slovenia’s Development Strategy requires amendments to turn Slovenia’s development path in a sustainably more acceptable direction. One should not be guided only by a desire for quantity~instead, one should strive for higher-quality development that is fair to every citizen as well as the environment.
The publication “Monitoring and Evaluation of Regional Policy in Slovenia” was prepared on the basis of the Assessment of Instruments and Mechanisms of Regional Policy project intended for designing ...the systems for the mid-term and final evaluation of Slovenia’s regional policy. The project has prepared the basis for monitoring and evaluating the regional policy: we treated the monitoring of the regional policy as an important element in the overall development process because it enables constant supervision of the implementation of the policy and the evaluation of the regional policy as a constant interactive process that enables deliberate planning of activities and their adaptation to changing conditions. We focused on the characteristics of monitoring and evaluation in Slovenia’s regional policy and prepared evaluation models that Slovenia’s regional policy should follow in the future. Designing the models we drew from the existing Slovenian and European formal-legal frameworks for establishing monitoring and evaluation system in the 2007–2013 financial perspective.
This book (‘The development of protected areas in Slovenia’) discusses the development of protected areas in Slovenia. Due to Slovenia’s natural and cultural diversity, these areas are extensive, and ...therefore their special features should also be taken into account in efforts to stimulate regional development. Because of the vulnerable relationships that exist within them, protected areas require integrated planning, which should focus not only on protecting biodiversity and natural heritage, but first and foremost on sustainable development and conservation of established relationships between people and the environment, which are reflected in unique cultural landscapes. The authors analyze various aspects of managing protected areas: defining them, legal frameworks, their role in prevention against natural disasters, their special features in terms of management, and so on. Descriptions of individual cases often highlight the importance of including all stakeholders because only in this way is a protected area acknowledged and accepted as a development opportunity and not an obstacle.Volume seeks to identify patterns for development coordination, negotiations, and stimulation that rely on areas’ potentials and their conservation, while also making possible their sustainable growth and development.
Prispevek obravnava različne regionalizacije, katerih avtor je akademik prof.dr.Igor Vrišer, ki so bile uporabljene za potrebe poskusov teritorialno upravnih reform, ki od leta 1993 dalje skušajo ...vzpostaviti ravnovesja med lokalnimi skupnostmi in državo, z uvedbo vmesne, regionalne ravni lokalne samouprave, ki bi omogočila decentralizacijo in prenos dela državnih pristojnosti na regij. Obravnavana so nova razmerja v teritorialni členitvi Slovenije, uveljavljanje regionalnega pristopa ter pomen regionalizacije za ohranitev konkurenčnosti urbanega sistema.
Slovenija ima večdesetletne izkušnje na področju zagotavljanja blaginje prostora, saj so manj razvita območja od leta 1971 dalje stalnica v slovenski regionalni politiki. V članku so predstavljene ...nekatere glavne izkušnje in temeljni dosežki dosedanje regionalne politike s poudarkom na manj razvitih območjih kot posebnim instrumentom regionalne politike. V nadaljevanju so opredeljena nekatera temeljna konceptualna vprašanja, na katera bo potrebno odgovoriti pri načrtovanju spodbujanja razvoja manj razvitih območij v prihodnosti.
In order to reduce the development gap separating it from the most developed European countries, Slovenia faces numerous developmental challenges. On the one hand, it is trying to promote ...competitiveness and innovation to stimulate economic growth, and on the other hand it is using various measures to ensure more even development across its entire territory. In the past, the main efforts focused on effective inclusion in the EU and the Eurozone, whereas now seeking domestic reserves to establish and strengthen Slovenia’s position among the most developed countries is at the forefront. This demands an important shift in thinking because achieving developmental goals is no longer in the domain of others or dependent on others, but is the result of Slovenia’s own decisions, knowledge, and resourcefulness. This must be taken into account, especially at the beginning of a new program period and when preparing new strategic development documents.
This study attempts to illustrate the role of regional policy in the development of spatial structures and simultaneously determine the success and the possibly diverse response of individual ...instruments of regional policy to the structures of problem areas. We established that the influences of the regional policy are relatively minor, a consequence of the scant financial means devoted to the stimulation of regional development, the lack of power of the overall regional policy relative to all development currents introduced by inclusion in the European Union, and very aggressive globalization. However, we are able to cite some of its successes, mostly visible on the local level, although at higher levels their influence weakened. Because the goals of the regional policy in the previous period have not been achieved, we suggest some changes that would either strengthen the current method of stimulating regional development or abandon it altogether and turn toward the active stimulation of the polycentric network of cities that would result in the greater competitiveness of individual centers, which we hope would also have positive effects in their immediate hinterland.
Instrument pretpristupne pomoći predstavlja izraz solidarnosti EU-a s manje razvijenim
državama i regijama, kroz koji se usmjeravaju sredstva u područjima i sektorima
u kojima su najpotrebnija. IPA ...program prekogranične suradnje je najučinkovitiji alat kojim
se provode razvojni projekti u zemljama u razvoju, odnosno zemljama kandidatima u
pristupanju EU. Cilj IPA programa je pomoći jačanju demokratskih institucija i vladavine
prava, provedbi reforme javne uprave, ekonomske reforme, razvoj građanskog društva i
regionalne suradnje te u konačnici doprinijeti održivom razvoju i smanjenju siromaštva. Za
zemlje kandidate kakva je BiH postoji i dodatni cilj – usvajanje i ispunjavanje svih uvjeta za
punopravno članstvo. U procesu provedbe regionalne politike ključni su dobro formulirani
projekti koji će udovoljiti strateškim prioritetima i ciljevima programa suradnje i regionalne
politike EU-a. U radu će biti prikazan utjecaj programa IPA I (2007-2013) na razvoj prekograničnih
regija u županijama s hrvatskom većinom stanovništva i smjernice razvoja u
okviru tekućeg programa IPA II (2014-2020).
