The quality of modern democracy rests upon an active participation of citizens in political decision-making process. Globalization development in public policy manifested itself in decentralisation ...process: the restructuring of civil public – political public power relationships and the domination of subnational political in community. Scientific researches that assess new forms of civil participation do not give enough attention to the revelation of new media relation to social and institutional structure. Communication researches of changed political power relations reveal electronic participation involvement. The article offers the analysis of the results of qualitative research conducted in 2016. The article analyses the blog and the corresponding Facebook group: Pulaki z Wilni. The members of the group are mostly young people from Vilnius area in Lithuania, who consider themselves Poles. The ...group’s main aim is to use their regional variety of Polish, also in a written form. Since the members of the group also call themselves Wilniuki, the presentation of the Pulaki starts with this term and the way how Wilniuki characterize themselves. Furthermore, the article presents the self-description of the group Pulaki z Wilni on Facebook and continues with an analysis of the users’ language in numerous online discussions. We can note that the cited posts use much (self)irony and overuse not only of regional attributes of Polish, but also Russian words and grammar. The users play with the language and communicate with a variety of Polish different from the generally recognised standard they even sometimes create entirely novel words or expressions. The texts show a clear demarcation between Poland and the Polish language used there and the Polish language spoken by Wilniuki. They raise the value of regionalisms, but also of mixed languages and cultures. Yet, most of all it shows that many young Poles in Lithuania use Polish in a creative way, and that their language is a living language.
Our works are in the context of researching in Information Sciences, Communication and investigating the use of tools and digital communications media, especially the phone mobility and the social networking as Facebook, which are widely used in the middle Tunisian youth. Increasingly rooted in the practices of young people, the collective imagination and mentalities, the social uses of mobile phone and social networking like facebook facilitated the exchange of experience, knowledge and information and have infiltrated the different spheres of social life. It is for these young people, not only to capture these communication tools but also to make these territories where media are experienced other cultures and where to create new models of political commitment. We study, in a dynamic perspective, the rise and spread the use of these technologies by the Tunisian student, youth while focusing on the evolving and distinctive character of three phases (before, during and after the revolution Tunisia) during which unfold cultural, communication and information practices of Tunisian students.
