Since the Second World War, proxy war has become one of the most widespread forms of war. One recent example, the war of Ukraine and its supporters against Russia, is being fought close to Europe. ...Although the theoretical features of proxy war in general have been researched in recent decades, the character of proxy war has changed since that time, which makes it necessary to study these features again. This article examines the concept of proxy war, and the ethical and particularly the justice-related implications of that concept, with the help of military philosophical and military ethical enquiry, and finds that the new style proxy relationship contains the satisfaction of the interests of the supporter and the supported at the same time, which, however, can hamper the consolidation of the conflict and reaching a lasting peace.
The current review presents a theoretical integration of interest research across the fields of vocational, organizational, and educational psychology and provides empirical evidence that supports ...this integration. Guided by the framework of Trait-State Interest Dynamics (TSID; Su, Stoll, & Rounds, 2018), I discuss three research themes that cut across and link the currently segregated disciplines: (1) the motivational functions of interests (direction, vigor, persistence), (2) the behavioral outcomes of interests (selection into academic and work environments, performance in academic and work settings, educational and career success), and (3) the affective and cognitive experience of interest and interventions for increasing interest. The review leverages advancement in interest research over the last two decades (1999–2018) since the publication of Savickas and Spokane's (1999) edited book Vocational Interests: Meaning, Measurement, and Counseling Use, with a particular focus on new meta-analytic findings across the fields. I discuss updated evidence that counters previous beliefs about interests, areas where current research is lacking or needs further synthesis, and future directions for the development of interest theory, assessment, and application. In closing, I highlight the need to understand interest and interest fit as dynamic phenomena in individuals' work life.

Recent contributions propose to integrate a state perspective into the conceptualization of vocational interests. Such integration addresses in-the-moment expressions of interests and allows to track ...relations to distal outcomes of vocational interests more closely. To further the trait-state integration of vocational interests, insights into the nomological network of state vocational interests are necessary. In this preregistered experience sampling study of 217 university students, we studied state investigative interest in daily life and the relations with theory-derived person- and situation-related constructs. Results from 5631 observations across 3.5 weeks showed that specific situation characteristics, openness, happiness, and current social student role were associated with state investigative interest. Furthermore, person-aggregated state investigative interest and the reactivity of investigative interest in situations related with their academic studies predicted individuals’ overall academic engagement in some cases. Generally, the relations in the nomological network were stronger when state investigative interest and hypothesized constructs were more closely aligned. Overall, the results underline the systematic nature and psychological relevance of state vocational interests. We discuss how integrating a state perspective into research on vocational interests implies novel approaches for capitalizing on the power of vocational interests.
The debate over the imposition of the death penalty has long existed between the Abolitionists and Retentionists. The core problem of the debate is that the death penalty intersects with human rights ...and the interests of the state in maintaining public order. Indonesia, which chooses to apply the death penalty, cannot be separated from these two problematic aspects. This study aims to answer two problems: first, the death penalty debate in Indonesia including its historical aspects; second, the concept of middle ways (moderation) of the death penalty in the Draft of the Criminal Code (RKUHP). This is a normative legal research in which data are collected through library research on legal materials. The gathered data are analyzed in a qualitative description to answer the problems posed in the research. The results of the study show that the death penalty has become a part of the history of Indonesia due to the complexity of the legal system in Indonesia which is influenced by the Dutch, local custom, and Islamic legal systems. The concept of a middle way (moderation) of the death penalty in the RKUHP has placed the death penalty not as a principal penalty but is specific and alternative. Its implementation is also carried out after the probationary period. This is an interesting concept to bridge the death penalty debate in Indonesia. However, there are still problems related to changes to the death penalty, clemency issues, the length of delay in the death penalty and institutions that can amend the death penalty. In addition, there are also problems in determining the death penalty as a result of very serious crimes, because the indicators of most serious crimes have not been determined in a harmonious and consistent manner.
The focus of urban politics in many contexts has shifted from municipal regimes ‘competing’ for circulating capital to a wide range of actors, including states, competing to extract value from the ...built environment. Analyses of the role of states in urban development therefore need to be revisited. To do this in a way which can support a global perspective in urban studies that is alert to the great diversity of state forms and urban outcomes, we propose starting not from assumed globalizing processes such as neoliberalization or financialization, in which urban politics is then brought in as ‘context’, or as ‘variegations’ on an overarching and already conceptualized process. Rather, with a comparative imagination in mind, we want to draw attention to the diversity of the politics of the extraction of value from developments, as a starting point for expanding our understanding of the role of states in urban development. The case of a large‐scale urban development in London—Old Oak Park Royal—exposes an idiosyncratic regulatory regime characterized by significant territorial fragmentation and intensifying reliance on highly delimited planning gain incomes to support all the costs of the development, including substantial infrastructure and welfare provision. This regulatory regime has direct implications for the built form, and motivates a sharp formulation of state interests and capacity in relation to value extraction. The complex negotiations between state actors and developer teams lead to a blurring of the roles of these actors in shaping built forms. In such a context, the state may assume roles and perform functions associated with securing ‘public’ benefit. But, partly in their efforts to achieve this, state actors also intensify the function of the developer to generate the resources needed to realize state interests. The case study presented invites a broader review of the role of the state in urban development.
In the global competition in agriculture, countries must allocate considerable financial resources in order to create preconditions for the continuous development of agriculture. Bearing in mind the ...unfavorable competitive position, the low investment rating, insufficient foreign direct investments, the Republic of Serbia can see its development opportunity in the application of public-private partnership in agriculture. Cooperation models are conditioned by investor plans and regulations created by the state. The mutually significant and complex relationship between the private and public partner beside economic and legal aspects, also acquires significant social and political dimensions. That is why through public-private partnership operations, there is an opportunity to improve the operations of economic entities. The authors conducted a survey of business entities in the territory of Srem, analyzed a successful case and concluded that the mentioned partnership can lead to an improvement in the competitiveness of business entities in the field of agriculture.
This article explores and compares the positions of two major powers in East Asia-China and Japan-towards the 'Responsibility to Protect' (R2P) norm. R2P calls for collective international ...responsibility in the event that states are unwilling or unable to protect their people. Evaluating the mainstream argument in the literature that China and Japan have recently been welcoming the R2P norm, we ask the following questions: To what extent have China and Japan aligned themselves with R2P? How do international and national factors play out to influence their R2P stance? To summarize our findings up front: unlike what much of the current literature says, China and Japan's acceptance and practice of the R2P norm are largely pro forma. We argue that they both appear active in participating in the debates but only in order to remain inactive. In other words, they are active participants in the debates and discussions on R2P, but their aim is not to further its usage but to contain its effects. Their current stance on R2P is characterized by what we will call 'Active in Not Being Active' (AINBA). The article discusses the key sources and rationale for their AINBA policy with regard to R2P.
