    The study aimed to investigate the implementation of two PELC centers in a Federal Institution of Higher Education in Campo Grande/MS and the popular participation in the structuring. It is an exploratory and documentary research, with content analysis. The results indicate that the implementation of the program was given from the online consultation to the population preference on its relation to the content, days and hours of the consultations, converging the decision making of the managers, in their majority, with the anxieties scored by the participants. The implementation of the program at the university level turned out to be relevant, since it increased the possibilities of students to have experiences with leisure. It is concluded that the program was guided by the principles of popular participation, recognizing and accepting the indications of the participants in the implementation.
