    South Africa is facing severe poverty levels especially in underdeveloped rural regions. Manufacturing is seen as the sector which could create work, but it requires an innovative development ... concept. A concept for decentralized value creation and socio-economic development in underdeveloped areas is introduced in this paper. It is based on the concept of Autonomous Work Systems (AWS) in manufacturing incubators, while utilizing Open Collaborative Manufacturing (OCM) systems. An adequate model is created, which relies on a Ubiquitous Manufacturing System (UMS) of AWS incubators interconnected into a support network. These skill development incubators are located in strategic socio-economic development community centres. As learning factories they can be used to mentor future entrepreneurs and artisans, to develop farming equipment and other utility products, to foster regional development and create work. Reconfigurable manufacturing systems and open source hardware are discussed as potential technology systems and platforms to pilot this UMS, known as the Building Blocks project. The potential and challenges of open collaborative manufacturing systems are outlined. The potential impact of decentraliyed manufacturing communities is also discussed.
