  • Improving energy efficiency of the existing buildings in Sloveni and Norway through regulatory and financial incentives : doctoral dissertation

    By improving the energy efficiency of the existing buildings with renovation activities, total energy consumption in the European Union (EU) could be reduced by 5% to 6%. Therefore, tackling energy ... efficient (EE) renovation of the existing buildings is crucial in meeting ambitious 2020 energy and climate goals in EU. The concept of the dissertation is built upon the recognition that there is a need for enhanced EE investments in existing buildings for addressing the growing concerns on environmental degradation, particularly in regions with an increase of energy use. Therefore, the presented dissertation provides a systematic and understandable view of the problem of incentives for EE renovation of the existing buildings in Slovenia and Norway with a particular emphasis on regulatory and market incentives needed to ensure not only a reduction of energy use but also sustainable development as a whole. The conducted research examines current drivers and limitations for an uplift of energy efficiency investments in existing buildings in Slovenia and Norway. The research also presents identified best practice scenarios of EU and thus outlines framework principles for designing government policies to promote further investments in energy efficiency in existing buildings by taking into consideration the priorities of future development perspectives broadly discussed in the scientific literature. The interdisciplinary approach of the dissertation integrates international, EU, and national energy policies in synergy with the sustainable socio-economic development for the creation of conceptual measures for implementing measures for possible enhanced reduction of energy use in existing buildings. The purpose of the dissertation is therefore in modelling regulatory and market approaches designed to provide incentives for an increase of activities regarding EE renovations of the existing buildings in Slovenia and Norway. The dissertation is unique in providing a comparative analysis of the Slovenian EE renovation's concepts and Norwegian EE renovation's concepts by benchmarking national and EU case studies. From the analysis of the regulatory provisions as well as financing schemes on both EU and national level, major conclusions are drawn and elaborated in more detail. The dissertation is concluded with potential impact of applying similar measures in Slovenia and Norway, as those deriving from a comparative analysis of national and best-case scenarios in EU for increased investments in EE renovation of the existing buildings.
