Measurement possibilities of public administration in Slovenia

The aim of this article is to present a model for measuring performance of public sector organisations, with the focus on the public sector organisationswhich have not implemented such system yet. ...Firstly the meaning of efficiency and effectiveness is explained, and then the model for measuringefficiency and effectiveness is described in the case of tax administration. The presented model is simple and clear, based on the aggreative index, which represents the whole performance of organisations. A possible way of gropuping indexes into the groups of factors is described which may have a strong influence on the performance of organizations, and finally the results of the analysis are presented. Two statistical methods such as standardising indexes at all levels and factor analysis are used. Whenstandardisation is used, the groups are formed according to the theory, and when factor analysis is used, the groups are formed mathematically. The results of both methods are similar.
