The paper gives an overview of the wholesaling concept in telecommunications, where many virtual service providers, sharing the same network infrastructure and services and acting as resellers or ...wholesalers, purchase a service from the owner and sell it to the customer under their own brand. The paper presents EU regulation, discriminatory practices with effects on markets, real-world examples and the problems that arise when a main telecom is confronted with wholesaling in an existing network.
