This master's thesis examines language and translation policy in the Habsburg Empire between 1848 and 1918, focusing on the demands by the empire's Slovenian community with regard to language policy ...issues. In particular, the thesis examines applicable legislation and case law as well the principles guiding decision-makers in shaping language policy on the one hand, and proposed language policy programs of the Slovenian community on the other, with particular emphasis on the respective translation policies that were pursued. The thesis seeks to confirm the hypothesis that, during the Revolutions of 1848, translation became both a means to an end as well as an end in and of itself in the broader context of Slovenian language policy objectives, and that it remained one of the core issues in ethnic conflicts at the national, provincial, and local levels. To test the hypothesis, the thesis examines national and provincial legislation of the time in its entirety to identify relevant provisions regarding language rights, translation as a profession, and language and translation policy. These are then systematically analyzed, beginning with constitutional provisions on equal language rights. Other legal provisions in individual fields, criminal law in particular, and prominent court cases are presented on a case-by-case basis. Language and translation policy guidelines are then discussed in the wider political context of the nineteenth-century Habsburg Empire; the thesis also looks at the most pivotal debates on language and translation rights in the national parliament as well as provincial assemblies. In addition, it examines the actual situation with regard to language and translation issues in local autonomous administration, bureaucratic functions, and public life. The central Slovenian political programs pertaining to language policy are used to present the Slovenian stance on language and translation issues and to contrast them with the applicable legislation in place. Having analyzed these language policy areas, it is clear that language and translation policy remained one of the most important aspects of the ethnic conflicts within the Habsburg Empire from 1848 until its demise, thereby confirming the original hypothesis.
