    To collect all human knowledge created over the centuries into a comprehensive encyclopaedia or a "world brain" accessible to and usable by every single member of the world community is an old idea. ... The first to achive any success in that direction were thr French encyclopaedists in the 18th century. However, even in the 19th century, the development of science became so rapid that the idea of creating a "world brain" by the then available means became an illusion. In the second half of this century the discovery of the microprocessor, the basic hardware component of any fourth generation of computers, enabled the creation of devices with large memory capacity and with high data transfer speeds, which, along with the rapid development of telecommunications, made possible the execution of the idea of a "world brain", although in a completely different manner from the original one from the 18th century.
