    Why is the national property management and especially the management of national health facilities less effective than the management of private property, is always a relevant issue. There is no ... simple answer to it and calls for another question; are there enough regulated incentives on disposal,which would make it possible a more adequate and effective use of national property, considering the mission, that should be pursued by such a property. The second question is connected with knowledge, qualification and commitment of the management in public institutions, which should be motivated to achieve a greater efficiency of national facilities. These goals can be realized by a conscious change of action and attitude of the owner and also of the manager of these facilities. Thus both should be more active and consciously oriented toward common goals and mission of public health care. Optimal use of available resources in accordance with purposes and goals of public institution foundation means that the adequate conditions for treatment of patients are assured, that legally defined rights are realised and verifiable, revisable and comparable effects of treatment achieved.
