Constructing permitting and space regulation are closely related fields extremely important for modern society functioning as regards enabling basic social needs, right to healthy living environment ...and possibility to promote business and economic growth. Therefore, these fields are typical example of collision of several private and public interest. In accordance to protect the latter, the state needs to set certain limitations also through regulation as regards construction permitting. Even more importantly, the state has to ensure appropriate administrative capacity to implement this regulation. Moreover, the right and possibility to build is important also for sustainable regional development. Paper addresses Slovene and Croatian countries profiles, in particular procedural aspects and administrative systemsʼ efficiency in the construction area in context of regional development.
