  • Ruraral development policy in Slovenia : past practice and dilemmas in adoption of the EU rural development policy package

    Rural areas in SLovenia can generally be characterised by a greater share of economic and social instability, which renders them more vulnerable to the changing macroeconomic and social environment. ... Different measures to promote rural development have been implemented in Slovenia for the last 20 years. It present system of public support for rural development can bebroadly divided into sectoral policies (e. g. agriculture, employment) and a reemerging regional development policy which is regaining on its significance following to a comprehensive policy reform in the end of 1990s. One pre-condition for the achievement of a balanced and sustainable development of rural areas is a target-oriented rural development policy, based upon promotion of their endogenous potentials and competitive advantages. The present paper attempts to evaluate to what extent have these policy goals been fulfilled. It concentrates to the areas of agricultural and regional structural policy. The paper attempts to substantiate the thesis that the present set of rural development policies in Slovenia lacks comprehensiveness and doesn't ensure rational use of public resources. In contrast to an integrated and balanced system of public support for rural development, one could rather speak about sector- or area-specific measures with limited effects. The second thesis refers to a deficient preparedness, in some cases even absence of a vision of the future organisation of rural development policy under the terms of eventual EU membership. In this respect, the paper attempts to establish a logical framework, which identifies some of the critical issues, linked with adoption of the EU rural development policy mechanisms. This framework attempts to reveal some of the main dilemmas of policy-markers in Slovenia, which might prove to be of some significance also with the other CEE candidatecountries.
