  • The role of smart public governance in achieving the sustainable development goals [Elektronski vir] : a conceptual framework and empirical application

    The conference paper presents a comprehensive conceptual framework consisting of several theoretically founded elements relevant to three interrelated dimensions: smart public governance (SPG), ... sustainable development goals (SDGs), and smart environment. The originality of the framework is based on several improvements, fostering an innovative evaluation of the most relevant elements. Further, the conceptual framework is empirically verified using a two-step methodological approach on a European sample of EU28 countries. Accordingly, composite indexes are created to determine the performance of each dimension, while inferential statistical approaches are used to examine the relationship between them. The empirical results show that the overall performance of main dimensions varies greatly across EU28 countries. According to the SPG dimension results, Denmark and the United Kingdom are the top-performing countries, while Greece and Romania are the lowest-performing countries. Further results of correlation analysis revealed that SPG is strongly associated with SDGs, especially with social and environmental dimensions, with a smart environment also having an important role. Moreover, Sweden, Denmark, and the United Kingdom are the top-performing countries in the smart environment dimension, while Romania, Greece, and Bulgaria have the lowest performance. Finally, in the SPGs dimension, Austria and Denmark are the top-performing countries, while Croatia performs poorly. The findings benefit policymakers by providing evidence-based guidelines for developing national policies that should support smart public governance and its beneficial implications for sustainable development goals.
