    The contemporary moment is the moment of city – an urban era bestowed upon societies where urban environments, cities and metropolises are increasingly acknowledged as centers of power in ... international affairs. Recently, International Relations (IR) scholarship has shown an interest in the role of 'global cities' either as actors in IR or as new units of international systems. However, by focusing on the city only as a receptacle of international processes, IR theory occludes to assess the antinomy between those processes and their local representations and interpretations. Cities and networks formed among them cannot be understood as fixed containers, as they unfold in complex spatiality that is socially produced. Drawing on Davies and Niemann's (2002) conceptualization of international relations as social relations and Lefebvre's (1996) insights on 'right to the city' and 'encounters', the present paper investigates the New municipalism movement in its establishment of relational spaces of flow between the international, the state and the urban. Through interaction with critical urban studies, critical geography, and international political sociology and by examining the case of the Fearless Cities network, I show how the spaces of encounter are produced and how their rescaling holds the potential for emancipatory action in IR.
