    Kosovo, a country awarded with the epithet "loose entity", has been an autonomous province under Federal Republic of Yugoslavia for more than its History. Until late 90's, it has succumbed to bloody ... ethnic war with Serbia, causing massive damages on Kosovo's economy. Since 1999, when Serbia withdrew from Kosovo, the later has been working hard to build sustainable institutions and gain recognition status. To develop, Kosovo has received assistance from United States Agency for International Development, the European Commission, World Bank and other donors. The help and donations of many international institutions had resulted to the establishment of Public Procurement system in 1999. It is safe to say that the system of Public Procurement has been improving drastically since its establishment, especially the legal framework. It must be noted that since its establishment, Public Procurement has amended its laws seven times in order to harmonize the LPP provisions to those of the European Union. However further improvements are needed with its implementation. The problem of corruption, favoritism and political influence has never been extinguished; it has only deteriorated over the years. If improvements on these particular practices are not made, it will distort the market, undermine good governance, affect the new reforms of public procurement and last but not least hinder Kosovo's journey into the European Union.
