    This article contends that with the presidency of George W. Bush an exceptionally cohesive and leonine elite has become ascendant in the United States. The Bush elite is disposed to rely quite ... heavily on force in governingand exerting American power internationally. It is changing the functioning and texture of America's political regime in important ways. I ask if these elite and regime changes are a temporary aberration or something more permanent. I answer that ominous world trends imply that many of the changes are here to stay, and I explore some of their longer-term consequencesfor American democracy.
