    Administration is one of the rare activities without established mechanisms of quality and efficiency control. Performance indicatorsalleviate this problem. Hovewer, the majority of the developed ... indicators mostly show the state of a monicipality, administrative unit or ministry. This state might be the result of the administration and management, but it might also be simply the result of the fact that the citizens living under the observed administrative body are rich. In this case, favourable results are not consequence of the efficient management.
